Watertower Lane, Suite 202 Meridian, ID 83642 RE: Tapestry Subdivision — AZ 06-027/PP06-026 Landscape Plan Modification Dear City Council Members: On behalf of Raftis Capital, Inc. please accept the application for a Final Plat Modification for the Tapestry Subdivision located on 675 S. Linder Road. Specifically, the approved landscape plan dated October 13, 2006 requires minor revisions regarding the fence heights and existing tree mitigation. Approved Fencing: The fences between Lot 2 and Lot 3, Block 1; between Lot 1 and Lot 2, Block 2; and between Lot 2 and Lot 3, Block 2; are all shown as 4' vinyl fence on the approved landscape plan. Requested Fencing: The aforementioned locations are requested to be revised to 6' vinyl fence with 3' step- downs within 20' of the right-of-way. All of the locations are rear/side yards that would prefer privacy and are not located adjacent to pathways. Approved Tree Mitigation: The approved landscape plan indicates 3 existing trees "to remain" with all others to be removed with no specific mitigation. Requested Tree Mitigation/Revisions: According to Elroy Huff last year prior to the preliminary plat submittal and reaffirmed on April 11, 2007 with onsite inspections, all of the existing trees onsite are either dying, hazardous, or within the proposed ACHD ROW and all may warrant removal without mitigation. As such, two trees shown on Lot 1 and Lot 2 of Block 2 as "to remain", should have been labeled "to be removed". Also, two trees shown within the ACHD right-of-way as "to be removed" are tall pine trees that will be incorporated into the landscaping to be provided under an ACHD license agreement and will safely remain until ACHD widens Linder Road. One existing tree will also remain as labeled on the plan within Lot 2, Block 1. As such, the proposed number of existing trees to remain (3) is identical to the number of trees on the approved landscape plan to remain (3), in different locations. In addition, we are proposing one new tree be added to the landscape plan along the south property line of Lot 1, Block 2, to fill the gap where one "to remain" tree was removed per Mr. Huffs prior approval, but was not shown as such on the approved landscape plan. In addition, due to ACHD construction plan and license agreement comments received after landscape plan approval, one proposed tree was removed from Lot 9, Block 2 due to the seepage bed setback requirement of 10 feet. We trust these minor revisions will meet with your approval.
