The following narrative is respectfully submitted as a description of the proposed
Quarterhorse Subdivision. This project complies with the Findings of Fact and Conditions of
Approval approved on June 22, 2006 for case numbers: AZ-06-016, PP-06-011 and CUP-06-010.
This project includes the final plat of an existing five acre parcel located at the southeast corner of
West Pine Avenue and North Black Cat Road. The current site address is 710 North Black Cat
Road and is parcel number S 1210325500. The parcel is currently located in Meridian, Idaho, Ada
County and is zoned R-4. The final design of the project was done in conformance with the
approved preliminary plat and meets all requirements or conditions thereof.
The project will include 14 residential lots with a minimum lot size of 8,000 square feet.
Per the City of Meridian Comprehensive Plan, the minimum allowed residence is 1,400 square
feet. The technical and planning aspects of this proposed development are described in greater
detail below.
COMPREHENSIVE PLAN COMPLIANCE
The City of Meridian Future Land Use Map adopted on August 6, 2002 was used to verify
the proposed residential designation as being in compliance with the Meridian Comprehensive
Plan. This map indicates that the future land use for this property is Medium Density Residential.
Per the Comp Plan Amendment, Resolution No. 04-454, Medium Density Residential is defined
as follows:
Medium Density: to allow smaller lots for residential purposes within city limits. Uses
may include single-family homes at densities of three to eight dwelling units per acre. A
planned development may be required for large subdivisions. Density bonuses may also
be considered with the provision of public amenities such as open space, pathways, or land
dedicated for public services.
The R-4 zoning meets the lot densities suggested in the Meridian Comprehensive Plan.
The minimum lot size proposed is 8,000 square feet. There are a total of 14 residential lots and
the net lot density is approximately 4.2 dwelling units per acre. The average lot size is 8,720
square feet. There is a proposed right-of-way dedication of 1.74 acres and an open space area of
10,248 square feet. The open space area consists of the portion of common lot 16 parallel to W.
Pine Avenue, Lot 5 and also includes the 8.0 foot landscape strip between the back of curb and the
detached sidewalk. The total area of open space is approximately 20,091 square feet. This open
space area is 11.6% of the project area composed of the residential lots and the interior streets.

The adjacent parcels to the south and east are currently zoned R-UT, the parcels to the
north are zoned R-4 and the parcel to the west is currently under review for residential
development. The proposed lot sizes are approximately 14,000 to 17,000 square feet in size. The
development of this property shall act as a buffer between the larger lot development to the west
and the consistent R-4 zoning to the north. It also matches the Future Land Use Map for lot size
which also includes the properties to the south and west.
ROADWAY DEDICATION / ACCESS
Pre -Applications meeting have been held with the City of Meridian planning department
and the Ada County Highway Department planning department to discuss the required right-of-
way dedications and likely access points. The City of Meridian suggested that the existing private
access easement known as Quarter Horse Lane be dedicated and improved as a public local street.
To meet this requirement, the project proposes to vacate the private access easement and to
dedicate the southern 50 feet of the project as public right-of-way. The project proposes vehicular
access off of the newly dedicated Quarter Horse Lane along its southern boundary.
The dedication and improvement requirements presented by the Ada County Highway
Department in a pre -application meeting are as follows:
West Pine Avenue is to be dedicated as a collector. This project will be required to
dedicate 8 feet of right-of-way and improvements to complete the standard ACHD collector street
section. Those improvements include the remainder of asphalt pavement to create a total of 36
feet, curb and gutter and a five foot concrete sidewalk. The City of Meridian also indicated that a
20 foot landscape buffer will be required adjacent to this collector. The final plat indicates that all
of these improvement and dedication requirements are met.
North Black Cat Road is to be dedicated as a minor arterial. This project will be required
to dedicate 23 feet of right of way to complete a 48 foot width from the section line to the
proposed right-of-way line. The improvements include the construction of a five foot concrete
sidewalk. The City of Meridian also indicated that a 25 foot landscape buffer will be required
adjacent to this arterial. The final plat indicates that all of these improvement and dedication
requirements are met.
The interior streets shall be improved per the ACHD residential street sections. A local
residential street includes a 50 foot right-of-way section with a 33 foot back of curb to back of
curb dimension, an 8 foot landscape strip and a 4 foot concrete sidewalk located within a
pedestrian access easement outside the right-of-way. The final plat indicates that all of these
improvement and dedication requirements are met. A variance was approved to allow the current
cul-de-sac length of Quarterhorse Court. The proposed length is approximately 545 feet. The lot
geometry allows emergency access through common lot 5 for emergency access.

Recent utility improvements to North Black Cat Road provide connections for both
sanitary sewer and domestic water service to the Quarter Horse Subdivision. Sanitary sewer
service shall be obtained by connecting a gravity line to an existing stub which extends from a
manhole located at the intersection of Quarter Horse Lane and North Black Cat Road. This
location allows a connection without cutting the recently improved pavement on North Black Cat
Road. An eight inch domestic water stub located at the intersection of Quarter Horse Land and
North Black Cat Road shall be utilized for both fire hydrant service and domestic water service.
These facilities shall be public facilities within the proposed subdivision.
Pressurized irrigation shall connect to an existing Nampa Meridian Irrigation District
pressurized pipe located in the Castlebrook No. 2 subdivision, on the north side of West Pine
Avenue. This facility will provide landscape irrigation for the individual lots and the proposed
landscape buffers adjacent to North Black Cat Road and West Pine Avenue.
Drainage for the proposed street meets the requirements of the Ada County Highway
District. Storm runoff from the lots and street will be collected in grated inlets located within the
curb and gutter, provided pre-treatment with sand and grease interceptor, and stored in seepage
beds located within the dedicated right of way. This project is in conformance with all
requirements and provisions of the UDC and acceptable engineering, architectural and surveying
practices and local standards.
All street finish centerline elevations are set above the minimum of three feet above the
highest established normal groundwater elevation.

EXISTING CONDITIONS
The project site is partially developed land located south of W. Pine Avenue and east of N.
Black Cat Road in Meridian, Ada County, Idaho. This report represents engineering support
calculations for site development plans for Quarterhorse Subdivision. The project site consists of
approximately 4.26 acres of total land. The adjacent land to the east is a single family residence,
to the north is Castlebrook No.2, and to the west is El Gato subdivision, and to the south is a
residence and agricultural land. The project site slopes from northeast to southwest at an average
of 1 %.
The project site covers parcel number S 1210325500. There were two primary buildings
and other accessory buildings on the site. All building have been demolished and removed from
the site.
Geotek, Incorporated conducted a geotechnical evaluation for this site. A copy of the
report dated, April 28, 2006 has been submitted with this drainage report. Test pits were dug on
March 24, 2006. These pits generally encountered V of silty clay then various types of sand to
the bottom of the test pits. From test pits and monitoring wells, at its shallowest depth,
groundwater is approximately 9.5 to 13 feet below existing ground surface elevation.
MODIFIED CONDITIONS
The modified conditions for the project site include the street construction to serve the
future residences. Fourteen single family residences will be constructed. Storm runoff from the
back -half of the lots will be retained on site and allowed to percolate into the ground. Runoff
from the front half of the lots will drain to W Morganhorse Place. W Morganhorse Place will be
constructed as a 29-foot street section within 50-feet of right-of-way. The proposed street
improvements for W. Morganhorse Place include asphalt pavement, curb and gutter, sidewalks,
sand and grease traps, and seepage beds. W Pine Avenue will be constructed to one half of a 36-
foot street section within 50-feet of right-of-way. Improvements to W Pine Avenue include
asphalt, curb and gutter, and sidewalk. Runoff from W Pine Avenue will flow down to new curb
and gutter into a proposed swale parallel to N Black Cat Road. Improvements to N Black Cat
Road include a swale and sidewalk. W Quarterhorse Street will be constructed as a 26-foot
section within 50-feet of right-of-way. A minimum of 24 feet of pavement will be constructed
with this project. Improvements to W Quarterhorse Street include asphalt, curb and gutter,
sidewalk, sand and a grease trap, and a seepage bed. Storm runoff from W Quarterhorse Lane will
flow to the sand and grease trap and percolate in the seepage bed.
Infiltration rates are considered as part of the volume sizing calculations. The one hour
storm is used to calculate the required volume for storm runoff. All runoff will be captured and
discharged through subsurface seepage beds. All calculations have been included in the attached
appendix. Lot grading and drainage is not included as part of this study.
The City of Meridian Standard Specifications, City of Boise Storm Water Management
Design Manual, and Ada County Highway District Design Policy Manual were referenced to
determine the appropriate seepage bed sizing for the proposed condition drainage basins. The
Rational Method was used for volume calculations and for peak flow calculations. A 100 year —
one hour event was used for volume calculations. This event yields 1.1 inches of rainfall during
that hour. A geotechnical report has been prepared by Geo Tek, Inc. dated April 28, 2006. A
copy has been provided with this submittal.

Drainage Zone 1 has an area of 44,415 square feet, a C factor of 0.57, and yields 2,302
cubic feet in runoff in the design storm. Runoff from Zone 1 will flow to the catch basins on the
north and south sides of W Morganhorse Place. The catch basins for Zone 1 have been sized to
accommodate the runoff from the 25-year event. After passing through the catch basin on the
north side of W Morganhorse Place, runoff will be delivered to the catch basin on the south side of
the street by a 12" PVC pipe. This pipe has the capacity to deliver the design event. The
combined runoff will then pass through a sand and grease trap and eventually into a subsurface
seepage bed. The seepage bend will drain at least 90% of the event volume in a 24-hour period.
Please see the attached appendix for the drainage calculations and the attached drainage zone map
for the boundaries of Zone 1.
Drainage Zone 2 has an area of 33,982 square feet, a C factor of 0.57, and yields 1,761
cubic feet in runoff in the design storm. Runoff from Zone 2 flows to a catch basin attached to a
sand and grease trap at the end of W Morganhorse Place, through a sand and grease, and into a
subsurface seepage bed. The seepage bend will drain at least 90% of the event volume in a 24-
hour period. Please see the attached appendix for the drainage calculations and the attached
drainage zone map for the boundaries of Zone 2.
Drainage Zone 3 has an area of 15,917 square feet, a C factor of 0.93, and yields 1,363
cubic feet in runoff in the design storm. Runoff from Zone 3 flows to a catch basins on the north
side of W Quarterhorse Street. The runoff will then pass through a sand and grease trap and
eventually into a subsurface seepage bed. The seepage bend will drain at least 90% of the event
volume in a 24-hour period. Please see the attached appendix for the drainage calculations and the
attached drainage zone map for the boundaries of Zone 3.
Drainage Zone 4 has an area of 37,120 square feet, a C factor of 0.67, and yields 1,247
cubic feet in runoff in the design storm. Storm runoff from N Black Cat Road and W Pine
Avenue will flow to the proposed swale. Storm runoff will percolate in the sand window at the
end of the swale. The sand window will drain at least 90% of the event volume in a 24-hour

zone map for the boundaries of Zone 4.
