Watertower Lane Suite 202 Meridian Idaho, 83642 Re: Reflection Ridge Subdivision Project Narrative Phase 1 City of Meridian AZ-05-045, PP-05-048 and CUP-05-046 In conformance with the application check list, McMillen Engineering, LLC, is providing the following; The planned project was before the city council in February of 2006 and was presented as a 91 acre single family residential development with a total of 255 building lots, 27 common lots and 2 private streets all located Section 30; Township 3 North; Range 1 East; BM. The current land use is agricultural and is zone RUT. There are several new subdivisions that either have been constructed or are in the process of being built immediately adjacent to this project. This submittal is to construct the Phase 1 which consists of 73 residential lots, 12 common lots, 2 private streets and public roadways in the lower portion of the property just south of the Ridenbaugh Canal as shown on the included vicinity map and construction drawings. The common lot areas will be used for recreation and storm drain retention. The remaining area will be submitted as additional phases for review and approval later in the year. As part of the preliminary plat review and approval process, the City of Meridian and Ada County Highway District placed site specific conditions of approval on the 91 acre site. The plans as being submitted under the Phase 1 have been completed to meet or exceed the specific requirements and conditions and no variances are being requested. In addition we believe that we have conformed to all requirements of the City of Meridians Unified Development Code as well as the requirements of the Ada County Highway District. These plans conform with acceptable engineering and surveying practices and local standards to the best of our professional knowledge. INTRODUCTION 1.1 Purpose The purpose of this report is to present the storm drain system design approach and calculations for the Reflection Ridge Subdivision Phase 1. 1.2 Background The Reflection Ridge Subdivision project consists of developing approximately 91 acres of land in four phases into approximately 255 residential lots and 23 common area lots. Phase 1 consists of developing approximately 73 residential lots located west-northwest of the West Wrightwood entrance to the subdivision. 2. DESIGN CRITERIA The design criteria used in developing the storm drainage runoff calculations and disposal systems are presented in the following paragraphs. The following references were used in developing the storm drainage design: • ACHD Development Policy Manual. • City of Meridian Standard Specifications and Drawings. • Geotechnical Report — Prepared by Materials Testing and Inspection, dated July 19, 2005. • FHWA Urban Drainage Design Manual Circular No.22. 2.1 Road and Sidewalk Design Criteria Road width is typically 36 feet measured from top back of rolled curb to top back of rolled curb as illustrated on Sheet 6 of the subdivision plans. The sidewalk is offset 8 feet from the top back of curb and sloped toward the roadway at 2%. Runoff from the sidewalk was assumed to infiltrate between the edge of sidewalk and the top back of curb of the roadway. The roadway cross slope is set at 2% while maintaining the minimum gutter slope of 0.4%. Maximum gutter slope and flow distance were selected to limit gutter velocities to a maximum of eight feet per second. Storm Drainage Report and Calculations Page 1 McMillen Engineering. ' ' C 2.2 Storm Water Disposal Criteria Reflection Ridge Subdivision The project is designed to retain and infiltrate all storm water on -site up to the 100-year runoff event. The drainage facilities have been designed to ACHD standards including maintaining at least a 12 foot travel lane at the 25-year runoff event. The disposal locations were determined as part of the preliminary plat process based on the roadway locations and lot layout. 2.3 Storm Water Facilities Criteria The pipe velocities are maintained between 2 and 8 feet per second. Catch basins and storm water manholes all have sumps of one -foot. Each of the disposal systems with catch basins includes sediment and grease traps as treatment methods. The surface collection and disposal sites use vegetated swales or sheet flow across vegetated areas. 3. DRAINAGE ANALYSIS 3.1 Drainage Areas The project site for Phase 1 was divided into 12 areas as shown in Sheet 29 of the Reflection Ridge Subdivision Phase 1 (attached). The flow from each drainage area was then routed to the stormwater disposal sites via the streets and conveyance system. 3.2 Flow Calculations The storm drainage analysis was developed for pre -development and post -development conditions. The analysis was completed using a spreadsheet model. The flow calculation procedures used to develop the spreadsheet model are presented in the following paragraphs. 3.2.1 Pre -Development Flows Pre -development flows from undeveloped areas will be constrained on site by the roadway and embankments. The site grading and street profiles contain the undeveloped drainage within the undeveloped area footprint. As the lots are developed, on -site storm water disposal measures will be required for each lot. 3.2.2 Post -Development Flows Post -development flows are calculated using the Rational Method (equation 3-1 FHWA Urban Drainage Design Manual Circular No.22): Q=CIA (3-1) Q = .flow (ftys ) I = Intensity (in1hr) C = runoff coefficient A = drainage area (acres) Key assumptions of the Rational Method are: • The rainfall intensity is the same over the entire drainage area. The rainfall intensity is uniform over a time duration equal to the time of concentration (tc). The time of concentration is the time required for water to travel from the hydraulically most remote point of the basin to the point of interest. To satisfy these assumptions, the time of concentration was calculated using equation 3-6 in the FHWA Urban Drainage Design Manual Hydraulic Engineering Circular 22. A minimum time of concentration of 5 minutes was used. Using the calculated time of concentration, the rainfall intensity of the 25-year storm was determined from the Idaho Transportation Department Rainfall Intensity -Duration -Frequency Curves for Zone A (Appendix A). Rainfall intensity was calculated to be 2.7 in/hr in Area 1. The drainage area is based on the final right-of-way and roadway improvements. For purposes of this analysis, only the impervious area is included in the calculations. A run-off coefficient of 0.95 will be used for the impervious pavement and sidewalk. The following 25-year cumulative run-off flows were calculated (Appendix A: CB Spacing) as well as the 100-year runoff volumes. Inlets were placed to limit the width of gutter flow spread and maintain one 12 foot lane open in both directions at all times. Inlets on grade were designed to reduce the flow spread and contain runoff between critical locations. In designing the pipe conveyance system, each individual segment was analized for critical features such as: Invert elevation at inlets/outlets, minumum cover, flow capacity, slope, and maintainability. All inlets are designed as Type 2 or 3 with a minimum depth of I.E. below TBC (top back of curb) of 3'-0". Minimum cover is designed to be 1.5' with exceptions taking place only in critical location and special circumstances (such as the Phyllus canal crossing). These areas are located to provide 3 feet of clearance between the high water table and the invert of the pond. The ponds are sized to provide 100-yr runoff capacity for the Phase 1 development as well as future phases of the project. The geo-technical report from Material Testing and Inspection dated July 19, 2005 includes a recommendation of 8 inches per hour for infiltration of storm water. Our analysis sized the ponds to provide storage for the 100-year runoff event without considering the infiltration during the runoff. This provides a more conservative pond sizing and will allow lower frequency pond rehabilitation.
