We are excited for the opportunity this presents for us to work with Meridian City and together create a project that is a great addition to the growing city. Not dissimilar to other projects there are a few variances necessary to create a site that is the greatest addition to Meridians growing communities. For the Regency at River Valley we propose the following 3 variances: Covered Parking: We propose 1 covered parking unit per apartment unit. We have built and managed over 10 projects in the Western United States and have found that 1 covered park per apartment unit is sufficient. a) We don't feel this would grant us any special privilege. Typically on apartment communities with 4-20 units the parking prescribed is necessary. When projects are much larger they necessitate a lesser parking requirement. b) The South Slough has an easement which encroaches onto our property which prohibits placing structures within said easement. Through research we have determined this easement cannot be removed and is necessary due to annual slough maintenance. Although structures are prohibited open parking stalls will be provided in this area. c) Public Health, Safety, and Welfare will not be affected by granting this variance. Temporary Access to Eagle Road: We propose direct access be grated temporarily on to Eagle Road to be used by both our commercial and residential sites. This access is to remain available until River Valley Road is constructed and our properties have access. a) There are several properties along Eagle Road which enjoy direct access. We are asking that this same privilege be extended until River Valley Road is constructed. b) Because there are several properties that need to participate in the cost of construction of River Valley Road we are unable to construct access at this time. We currently are trying to negotiate with neighboring property owners for this construction. Currently we cannot wait indefinitely for all parties are ready to participate. As stated previously we have built several project of this size and have found that this usable space ends up being a site for storage and creates a less aesthetic and beautiful site. We provide a pool area with a barbeque grill area and tables and chairs for tenants who wish to cook on a barbeque. (typical use for such usable spaces described in the Unified Development Code) This helps keep the site aesthetically beautiful and reduces the fire hazard. We propose this requirement be waived. a) This variance will not grant any special right or privilege. We are aware of other multi- family projects in Meridian where there are bolt -on deck areas with less square footage than required within the Unified Development Code. b) We attempt to keep our sites aesthetically pleasing and because our site faces the future River Valley Road we are concerned about the overall appearance of our structures for the benefit of the area. If we do not provide an area that will be used as storage on patios or decks they will not be an eyesore for passersby and neighbors. c) Our projects feature a clubhouse with an exercise room and billiards table. In addition, we provide a pool area with a barbeque and gazebo areas for tenants. This is generally open to all tenants but can be reserved on a private basis for resident use. (An additional use that is typical for such spaces described in the Unified Development Code) This helps keep the fire hazard under control inasmuch as the barbeque we provide is fully fire rated and constructed within manufacturers recommendations and tenants are not as mindful of those concerns. City: Last night we had a variance given by the city to give access on a state road. The city also said that no property not already annexed will allow future variances. City: City requires a variance for all accesses. City: ACHD requires a collector roadway on the road V. We may have an extra fee per trip from the traffic study or we build the road itself. City: We need to talk to ACHD for use of that road. City: This issue came up on Friday. They want the road to be the collector roadway as opposed to Eagle Road. 387-6170. City: Water rights generally run with the land. You should have water rights. Steve: Which slew do we use? City: Nampa -Meridian can tell you which slough to use. City: 48" or larger generally they don't require to be piped. City: Ask ACHD if you are going to need to dedicate the roadway.
