Outstanding Issue(s) for City Council: City of Meridian

1. Southeast Corner ofN. McDennott Road and W. Chinden Blvd. (Waterfield/Jenkins parcels): The
City Council received several letters with regard to this property. The properties owners desire to
have the comp plan designation changed from residential to mixed use interchange on a portion of
property .
2. Future Planning for SH-16 Corridor: The P&Z Commission's motion to City Council included the
following statement: "The City of Meridian supports a collaborative, public-private partnership with
property owners, the Idaho Transportation Department, Ada County, Canyon County and other
affected parties to identify a preferred alignment for the future SH-16 extension. "ßtaff requests the
City Council provide additional policy guidance on this issue. In particular, assuming the City
Council approves it, what type of role do you want the City of Meridian to play in this "partnership"
(e.g. initiator, advocate for Area of Impact citizen interests, participant only with ITD as lead)? What
level of priority should this corridor planning have in relation to other long-range planning projects?
3. Land Uses Near Future SH-I6/Ustick Interchange: A suggestion was made to overlay a sample
interchange at this area to see ifthé"MU-Interchange land use designation was an adequate size. It
appears the MU-Interchange area is adequate along the Ustick Road frontage but is not adequate
along the McDennott Road frontage (north and south of Us tick). Staff recommends this category be
expanded north and south approximately 500 feet (maintaining the existing width).
4. Regional Cooperation Commitments: The P&Z Commission chose to retain new policies regarding
the City of Meridian's commitment to regional planning and cooperation. (See Section G, page 3, of
the application.) However, the City Council may want to revisit these policies in light of the Board of
Ada County Commissioner's pending actions with the City of Eagle and their expanded Area of
Impact boundary.
5. COMPASS Letter: Patricia Nilsson raised several points in this letter which were not discussed or
referenced in the Commission's motion. Staff believes some of these points warrant dis9ussion by the
City Council. Specifically, Item #4 regarding the Mixed Use-Interchange areas, Item #6 regarding
travel speeds on U.S. 20-26 and Item #7 regarding signal spacing on local roads.

6. Area North of Phyliss Canal. You have three letters in your packets; two individuals wish to be
included in the Area of C ity Impact (Peggy Everist and Sherrie Ewing); one does not (Onne).
7. Area west of McDennott. Wendel Bigham requests that additional school sites be noted on the future
land use map: three new elementary schools, one middle school, and one high school.
8. Sewer Treatment Plant Area. Although the P&Z Commission was asked to consider a change to the
boundary of the Mixed Use-Waste Water Treatment Plant designation boundary, they chose not to.
Brent Rasmussen is asking the City Council still consider this request.
9. NW Corner of Chinden and Linder. Letter of concern from a property owner north of the mixed use
area. You also have a letter regarding theSE Corner-appear to be in support of proposal.
10. NE Corner of Us tick and Linder.Requesting mixed use or commercial designation instead of
residential on five acres. This area is west of the proposed Neighborhood Center at Venable and
Ustick.

11. Mixed Use-Community Designation adjoining Champion Park to reflect approved uses.
12. Text regarding Arteria] Planning in North Meridian to include discussion on the significance of Eagle
Road. That paragraph of text would be available at your next hearing.
13. Text regarding Public Transportation. Broaden the policy regarding Valley Regional Transit stops at
activity centers to apply to all centers, not just those along McMillan road.
14. Need for ACHD comments on arterials, collector, backage road, and stonn drainage policies.
15. Comprehensive Plan Lists for Arterials. Collectors and Road projects. Do we update these as they are
updated by respective agencies, or would Council like to amend the text to reference the appropriate
documents.

16. General comment regarding policies. Staff notes that there are a number of specific policies that read
very much like standards. We propose to get back to you with a list of those policies to get direction
ITom Mayor and Council on which ones you would like incorporated into the ODe.
Outstanding Issues from 1/17/06 hearing
17. Shawn Nickel requested to change the land use designation at the NW comer of IO-Mile and Chinden
to commercial or mixed use neighborhood. Staff did not support.
18. Property owners south of Drawbridge subdivision have requested a residential designation. Staff did
not support.
19. Property owner at the NE corner of Linder and Ustick requested an MU-C designation. Staff did not
support. .
20. Mr. Spriegel and other property owners along McDermott road expressed continued concerns of the
affect of their plan on their development rights.
