Re: Meridian Fields Plan
Dear Mr. Parsons,
Thank you for the opportunity to make comments on the draft Meridian Fields Plan prior to
public hearing.
Chapter 3. The Plan: Our Vision
• We commend the City on aspiring to provide a grid of collector roads for enhanced
access and traffic flow
• Ensure appropriate freight access and loading zones in business parks, mixed use and
commercial areas to facilitate traffic flow and safe bicycle and pedestrian access
o For example, Star/McMillan Center would have off-street parking lots behind
commercial buildings. Design and footprint need to consider delivery access.
• On the Illustrative Framework Plan (page 3-2) the residential land use categories on the
map are not consistent with the categories on the legend. Please align to prevent
confusion about what land uses are planned for each area.
• Please correct in the legend on p. 3-4 that the transit routes on Star Road and Ustick
Road are identified in the 2040 Treasure Valley Public Transportation System concept of
Communities in Motion 2040 2.0 but are not included in Valley Connect 2.0 scenarios.
• We appreciate the effort to develop pathways throughout the subarea and encourage
collaboration with ACHD and ITD regarding bike/pedestrian crossings Ustick Road, Can-
Ada Road, McMillan Road, US 20/26 (Chinden Boulevard), and State Highway 16.
Chapter 4. Implementation
• We appreciate the City's commitment to protect the designated land use and
jobs/housing mix and identify any transportation impacts of potential changes.
• We commend the City's commitment to using a variety of infrastructure funding tools
and partnerships to implement the plan, and encourage the City to be open to other
funding tools as opportunities arise.
