NARRATIVE
REGARDING THE, PROPERTY AT 545 E. CHINDEN BLVD., MERIDIAN, ID 83646
JR LLC, the subject property owner, hereby requests approval to design and construct a mixed
use development on the 9.46 acres located at 545 E. Chinden Blvd., Meridian.
Additional information related to this request is as follows:
1)Part of the property is currently being used as Commercial (Zamzows Retail).
2)JR LLC has owned this property for approximately four years.
3)The ADA County Assessor is currently using the state category code of"130 Commercial
Tract" and "300 Commercial Improvement" to describe this property and it's improvements
4)Current ADA County zoning is RUT for this property.
5)Use of Chinden Blvd. frontage for commercial (ie. Retail, office, etc.), in lieu of residential,
should be more desirable to the City of Meridian because of Chinden traffic noise, and the safety
concerns of residential being directly adjacent to Chinden.
6)To our knowledge, neither JR LLC nor Zamzows Inc. were notified in advance of a recent City
of Meridian comprehensive plan amendment that changed the allowed use(s) of this property.
7)The mixed use concept (ie. Offices, retail, residential) proposed for this property will provide
facilities and services to the local area that do not currently exist, as well as employment
opportunities.
8)Current uses of adjacent and/or nearby properties are not residential (ie. Roman Catholic
Church, Lutheran Church, Leatham landscaping, etc.).
9)The commercial use of a part of this property will provide more tax base and revenue for the
City of Meridian.
I O)Landscaping buffers and common areas will provide good transitions to existing adjacent
properties.
11)The commercial use of a part of this property will reduce the reduce the travel time for local
residents as compared to having to travel to the Meridian, Eagle, or Boise business districts to
obtain the same services.
12)The use of outlying commercial developments will help to reduce the traffic and resulting
congestion within the City of Meridian.
13)Current growth of Meridian, as well as Boise, is in to the rural areas between these two cities.
This growth should be accompanied with commercial developments to augment the residential
growth.
14)Please refer to the preliminary concept plan, submitted herewith, for additional information.
l 5)JR LLC and Zamzows feel that this Mixed Use designation will benefit the local area and the
City of Meridian.

property. We hereby request that the City of Meridian review this situation, and agree to refund
the $2,409.00 fee.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment

required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
