The rezone will accommodate minimum lot sizes of 2,375 square feet and single-family lots proposed as "live -work" units, uses not permitted outright in the property's current R-15 zone. A total of 38 units, designed as "live-work"units, would allow residents to utilize approx. 400-500 square feet on the first floor as an office or studio. In general, the intended allowable uses will be restricted to professional office (i.e., architect, attorney, accountant), studio (i.e., photographer, artist), and specialty retail (i.e., jeweler, crafts). Uses within the workspace will be restricted by the Covenants, Conditions & Restrictions (CC&R's) for the development. PRELIMINARY PLAT The preliminary plat for Gramercy Townhome Subdivision includes the 38 single- family "live -work" lots described above. These 3 8 single-family brownstone units will be attached, with a minimum lot size of 2,375 square feet and an average lot size of 3,234. CONDITIONAL USE PERMIT The conditional use permit request is for design approval of a total of 70 residential units on 5.74 acres. Thirty-eight (38) of the units are those contained in the rezone and preliminary plat mentioned above. The other 32 units will be platted in the future as condominium units. Elevations and floor plans of both the condominium and brownstone units are included with these applications. Construction materials include stucco with brick or stone accents. The gross and net density of the project is 12.20 dwelling units per acre (all street right-of-way has been/will be platted in Gramercy Subdivision No. 1, which should be recorded before the first public hearing of these applications at the Planning & Zoning Commission). Amenities were provided as part of the original approval of the project. Those amenities include: • Donation of Lot 8, Block 3, to the City of Meridian; • Participation in improving Kiwanis pocket park (Lot 2, Block 4), which will include an interactive water feature and dog park; • Multi -use pathways located on the south and west sides of the property; and • Picnic/bench areas within development (Lot 1, Block 6). The property can be adequately served by essential public facilities and services. Road improvements will be made in accordance with Ada County Highway District standards, and impact fees will be paid to Ada County Highway District with each building lot. Aikens St., Suite B Eagle, ID 83616 RE: Soil test holes on Kenai Partners parcel On November 28th I evaluated seven backhoe pits on the 80 acre property south of Overland Road just west of the El Dorado Business Center. The legal description for the parcel is the West %2 of the Northeast 1/4 of Section 20, Township 3 North, Range 1 East. A map is attached showing test hole locations. Also attached are copies of the detailed soil profile descriptions. There were no real surprises in the soils observed on this site. This is a fan terrace landscape position with well drained soils formed from alluvial materials. Textures are mostly silt loams and silty clay loams from the surface down to about 40 to 60 inches over a moderately to strongly cemented hardpan. The hardpan overlies loamy sands and sands with varying amounts of gravel and cobbles that extend to depths of more than 15 feet. No free water or evidence of wetness was observed in any of the profiles. PVC pipes were placed in the test holes prior to backfilling to allow for measurement of presence or absence of groundwater. As instructed, Associated Earth Sciences will monitor the site on a biweekly basis through the 2006 irrigation season. We will provide you with a mid -season report in July and a final report after irrigation activity is concluded. You asked for an estimate of what R-values might be on the site. Most of the profiles had silty clay loam textures with about 28 to 32 percent clay in the 16 to 24 inch zone. My database of past sampling of similar textures indicates that 200 psi values would likely be in the range of 8 to 18. As you get farther along in the planning process, we can gather a sample from the site and have it tested.
