Dear Steve,
The Ada County Highway District has reviewed the proposed Plan and offers the following comments:
TEXT:
P. 1: Instead of adding roadways to an arterial list, would it be better to reference the most up-to-date
COMPASS Functional Classification Map?
P. 2 and 3: (Table)
. Delete the urban interchange at Fairview & SH-55.
. Eagle Road should be 5-lanes, not 3-lanes.
. Linder Road should be 5-lanes for both sections listed.

(Key Transportation Assumption) McMillan Road provides the best opportunity to create a North
Meridian "community oriented" transit boulevard, with emphasis on amenities and pedestrian
scale neighborhoods, services and character. Due to the amount of development that has
occurred on McMillan Road, this road is only 3-lanes, and will be no wider in the future, due to
the location of the canal, power poles, and amount of right-of-way dedicated through
development. Ustick Road may be the more appropriate corridor for transit.
(Arterials) Pedestrian safety must be balanced with efficient traffic flow. Designated pedestrian
crossings shall be provided generally at the quarter and half mile intersections. Landscaped
center medians at intersections shall provide "safety zones" for pedestrians on principal
arterials. Pedestrians should only be at signalized intersections. Having landscaped medians
on principal arterials is not practical, and is probably not being accounted for in right-of-way
acquisition. Landscaping will also be difficult to maintain in that location.

CIRCULATION MAP:
. The north-south collector on the north side of SH-20/26, located east of Black Cat Road, should
extend to the Meridian Impact Boundary. The area north of the boundary line is undeveloped
and has no public street access.
AND
The north-south collector on the north side of SH-20/26, located west of Black Cat Road, should
extend to the Meridian Impact Boundary.
There will be a lack of arterial north-south roadways in this area, so these mid-mile collector
roads will be critical for circulation in this area, and the area north of the Meridian Impact
Boundary. Neither Black Cat Road nor Ten Mile Road extends north of SH-20/26. Black Cat

Road will likely need to function as a collector roadway, with perhaps a tie-in to the SH-16
Extension.

Is there a need for a north-south collector from Ustick Road to the north for one half mile,
between Ten Mile Road and Black Cat Road?

There appears to be a lack of collectors in the southwest corner of the North Meridian Area,
north of Ustick Road and east of Can Ada Road.
