Hi Alan,
Based on the proposed uses in this concept plan, this development will most likely trigger a traffic impact study. I have
copied Paige Bankhead, one of our Traffic Engineers. She will be able to help you with any questions you may have
regarding the study.
As for the access points, Section 7205.4 in the ACHD Policy Manual outlines the requirements for access on arterial
roadways. It is worth noting that often times access points, both existing and proposed, are examined as part of the
study. Again, Paige will be able to help you with any questions regarding this.

Attached is a “concept plan” that you probably did not have when you wrote your draft report for the McFadden
property (attached).
This project is a little different. We are trying to annex this property quickly because there is an urban renewal district
being formed in this area, and we have to get the property in NOW if we want it in the district.
Everything is very conceptual, except that we will probably support the three buildings at the southeast portion of the
site (at the intersection) being built out as mostly shown, but all other phases will need a development agreement
modification and complete concept plans, reviewed by ACHD and approved by Council.
Are there any access points you see here that would definitely not be approved by ACHD? Any other preliminary
comments you can offer beyond what is in your report?
