INTRODUCTION AND SUMMARY
Purpose of Report and Study Objectives
The purpose of this traffic study is to identify the traffic impacts associated with the proposed
Meridian Gateway Development on the existing road network. The study objectives are to
describe the development, define the study intersections, and estimate trip generation and
distribution for the site, analyze existing and 2011 AM and PM peak traffic conditions, describe
the traffic impacts of the site under existing and 2011 AM and PM conditions and recommend
improvements to mitigate traffic impacts.
Executive Summary
Site Location and Study Area. The Meridian Gateway Development is planned to be located
south of Franklin Road and east of Eagle Road in Meridian, Idaho. The intersections counted
were Eagle Road/Franklin Road, Eagle Road/St. Lucas Dive and Touchmark Way/Franklin Road
(see Figures 1 and 2).

Development Description. The Meridian Gateway consists of approximately 208,000 sq. ft. of
medical and general offices and 77,000 sq. ft. of commercial with 1,197 parking stalls. The site
proposes one right -in -right -out only access on Eagle Road, one full access on Franklin Road and
one full access on St. Lucas Drive. Under full build conditions the development is expected to
generate 6,876 new daily trips. Of these trips 449 will occur during the AM peak hour and 655
will occur during the PM peak hour.
Principal Findings. During the existing AM peaky hour the Eagle Road/Franklin Road
intersection operates at LOS C and Eagle Road/St. Ijueas- Drive and Franklin Road/Touchmark
Way intersections operate at LOS B. During the existing PM peak hour the Eagle Road/Franklin
/,�� 4J Road intersection operates at LOS D, the intersection of Eagle Road/St. Lucas Drive operates at
`I LOS C and Franklin Road/Touchmark Way intersection operates at LOS B.
After traffic generated by the project is added to the roadway network the study intersection of
Eagle Road/Franklin Road experience an increase in delay and will operate at the LOS E during
the PM peak hour. The intersection of Eagle Road/ St. Liwas Drive is expected to operate at
LOS C. The Franklin Road/Touchmark Way intersection is expected to operate at LOS B.
Conclusions and Recommendations. The proposed Meridian Gateway is anticipated to impact
traffic operating conditions on adjacent roadways. However, the roadway and intersection
improvements listed below will substantially mitigate the impacts and provide adequate traffic
safety and operations on both Eagle Road and Franklin Road. The following recommendations
are given:

The intersection of Eagle Road/Franklin Road may be reconstructed with three
northbound thru lanes in the future. When and if this occurs, an exclusive right turn lane
in the northbound direction of travel will be required. Right-of-way should be preserved
for this future improvement.
•
The intersection of Eagle Road/Franklin Road should also include an exclusive right turn
lane in the westbound direction of travel. This may occur as part of a future roadway
improvement project.•
The intersection of Eagle Road/St. CLu�Drive should be re -striped to include an
exclusive left turn lane, one shared thru-left lane and one exclusive right turn lane in the
westbound and eastbound directions of travel. The signal will be required to provide split
phasing for these movements. Ultimately, separate dual left turn lanes

are more desirable
to eliminate the split phasing. Dual left turn lanes will be required in the future even
without the project. Right-of-way should be preserved to provide the extra pavement
width for these lanes.

The development should provide exclusive right -turn and left -turn outbound lanes and
exclusive right -turn and left -turn inbound lanes at all project accesses to improve traffic
operations. Left -turn lanes are not required at the right-in/right-out access.
No additional off -site mitigations are required to provide adequate traffic operations.
PROPOSED DEVELOPMENT
Site Location
The Meridian Gateway Development is planned to be located south of Franklin Road and east of
Eagle Road in Meridian, Idaho. The site location is shown in Figure 3.

Land Use
The Meridian Gateway consists of approximately 208,000 sq. ft. of medical and general offices,
77,000 sq. ft. of commercial with 1,197 total parking stalls.
Site Plan and Access
The site proposes one right -in -right -out only access on Eagle Road, one full access on Franklin
Road and one full access on St. Lucas Drive. A suggested driveway pavement width of 36 feet
(face of curb to face of curb) would allow for three 12 foot lanes plus curb and gutter on both
sides of the driveway.
Development Phasing and Timing
Only the full -build condition was analyzed in this report. No project phasing was assumed.
STUDY AREA CONDITIONS
Study Area
The intersections studied for this report were:
Eagle Road and Franklin Road: This is a four legged signalized intersection. Eagle Road
southbound has dual left turn lanes, two thru lanes and an exclusive right turn lane. In the
northbound direction of travel, Eagle Road has dual left turn lanes, two thru lanes and one "trap"
right turn lane. Franklin Road eastbound is has dual left turn lanes, two thru lanes and an
exclusive right lane. Franklin Road westbound has dual left turn lanes, one thru lane, and one
shared thru-right lane.
Eagle Road and St. Lucas Drive: This is a four legged signalized intersection. Eagle Road
southbound has a single left turn lane, two thru lanes and an exclusive right lane. In the
northbound direction of travel Eagle Road has a single left turn lane, two thru lanes and one
shared thru-right lane. St. Lucas Drive is a three -lane road with a single left turn lane, one thru
lane and exclusive right lane in both the eastbound and westbound directions.
Franklin Road and Touchmark Way: This is a three legged signalized intersection. Franklin
Road is a three -lane road with a single left turn lane, one thru lane and shared right-thru lane.
Touchmark Way is two-way collector.
The studied intersections are shown in Figure 4.

ANALYSIS OF EXISTING CONDITIONS
Existing and Future Traffic Volumes
Traffic counts for the AM and PM peak hour were performed for the study intersections by L2
Data Collection in November 28, 2006. Full details of the AM and PM traffic counts are
presented in Tables 1 and 2 in appendix of this report.
Study Intersection Level of Service
Level of Service (LOS) is a term used by the Highway Capacity Manual (HCM) to describe the
traffic operations of an intersection, based on congestion and delay. It ranges from LOS A
(almost no congestion or delay) to LOS F (traffic demand is above capacity and the intersection
experiences long queues and delay). LOS C is generally considered acceptable for rural
intersections. LOS D is acceptable for urbanized intersections. LOS E is the threshold when the
intersection reaches capacity. For two-way stop controlled intersections, average intersection -
wide delay and LOS are not defined by the HCM. Therefore, for these intersections only the
minor street approach with the highest delay will be reported. The following tables summarize
LOS delay criteria for unsignalized and signalized intersections.

For this report, the LOS was calculated using the Synchro SimTraffic software package. The
following tables summarize the LOS for the study intersections during the 2006 AM and PM
peak hour without project added to the roadway network.

Road/Touchmark Way operates at LOS B. During the existing PM peak hour the Eagle

this report). Full details of the future traffic volumes are presented in Tables 3 and 4 in
Appendix of this report.
As shown in the table below, during the 2011 AM peak hour the Eagle Road/Franklin Road
intersections operate at LOS D. The Eagle Road/St. Lucas Drive and Franklin Road/Touchmark
Way intersections operate at LOS C. During the 2011 PM peak hour the Eagle Road/Franklin
Road intersection operates at LOS E, the intersection of Eagle Road/St. Lucas Drive operates at
LOS C and intersection of Franklin Road/Touchmark Way operates at LOS B.

Site Traffic Forecasts
Trip Generation. The Institute of Transportation Engineers' (ITE) Trip Generation manual, 7th
Edition was used to calculate new trip volumes. 25% pass -by was applied to the Shopping
Center. This was based on ITE (Refinement of procedures used for estimating pass -by trip
percentages, 1992 ITE Journal, pp. 13 - 16. Moussavi, Massoum; Gorman, Michael). The
following table summarizes the results of the trip generation for the proposed development:

As shown in the table, the proposed development is expected to generate an average 6,876 daily
new weekday trips. Approximately 449 and 655 of these trips occur during the AM and PM
peak hours respectively.
Trip Distribution. The trip distribution was calculated based on the existing traffic counts and
assumed travel paths. 35% of project traffic was assumed to travel to the north, 10% to the east,
35% to the south, while the remaining 20% of project traffic was assumed to travel to the west
during the AM and PM peak hour.

With improvements and new project traffic, during the 2006 AM peak hour the Eagle
Road/Franklin Road intersection operates at LOS D. The intersections of Eagle Road/St. Lucas
Drive and Franklin Road/Touchmark Way operate at LOS C. The access 1 on Franklin Road
operates at LOS B, access 2 is expected to operate at LOS A and access 3 on St. Lucas Drive is
expected to operate at LOS A. During the 2006 PM peak hour the Eagle Road/Franklin Road
intersection operates at LOS E. The intersection of Eagle Road/St. Lucas Drive operates at LOS
C and Franklin Road/Touchmark Way intersection operates at LOS B. The new proposed
accesses 1 and 3 are expected to operate at LOS A and access 2 is expected to operate at LOS F.
Although Access 2 is shown as operating at LOS F during the PM peak, it is expected that
vehicles will choose to take alternative routes (i.e. Access or 3). The simulation software does
not dynamically re -distribute traffic as would occur in reality. The overall traffic operations are
expected to be better than LOS F.

presented in Figures 11 and 12.

CONCLUSIONS AND RECOMMENDATIONS
The Meridian Gateway consists of approximately 208,000 sq. ft. of medical and general offices
and 77,000 sq. ft. of commercial with 1,197 parking stalls. The site proposes one right -in -right -
out only access on Eagle Road, one full access on Franklin Road and one full access on St. Lucas
Drive Under full build conditions the development is expected to generate 6,876 new daily trips.
Of these trips 449 will occur during the AM peak hour and 655 will occur during the PM peak
hour.
During the existing AM peak hour the Eagle Road/Franklin Road intersection operates a� LOS C
and Eagle Road/St. Lucas Drive and Franklin Road/Touchmark Way intersections operate at
LOS B. During the existing PM peak hour the Eagle Road/Franklin Road intersection operates
at LOS D, the intersection of Eagle Road/St. Lucas Drive operates at LOS C and Franklin
Road/Touchmark Way intersection operates at LOS B.
After traffic generated by the project is added to the roadway network the study intersection of
Eagle Road/Franklin Road experience an increase in delay and will operate at the LOS E during
the PM peak hour. The intersection of Eagle Road/ St. Lucas Drive is expected to operate at
LOS C. The Franklin Road/Touchmark Way intersection is expected to operate at LOS B.

Meridian Gateway, Traffic Impact Study
MERIDIAN, IDAHO
The proposed Meridian Gateway is anticipated to impact traffic operating conditions on adjacent
roadways. However, the roadway and intersection improvements listed below will substantially
mitigate the impacts and provide adequate traffic safety and operations on both Eagle Road and
Franklin Road. The following recommendations are given:
• The intersection of Eagle Road/Franklin Road may be reconstructed with three
northbound thru lanes in the future. When and if this occurs, an exclusive right turn lane
in the northbound direction of travel will be required. Right-of-way should be preserved
for this future improvement.
• The intersection of Eagle Road/Franklin Road should also include an exclusive right turn
lane in the westbound direction of travel. This may occur as part of a future roadway
improvement project.
• The intersection of Eagle Road/St. Lucas Drive should be re -striped to include an
exclusive left turn lane, one shared thru-left lane and one exclusive right turn lane in the
westbound and eastbound directions of travel. The signal will be required to provide split
phasing for these movements. Ultimately, separate dual left turn lanes are more desirable
to eliminate the split phasing. Dual left turn lanes will be required in the future even
without the project. Right-of-way should be preserved to provide the extra pavement
width for these lanes.
• The development should provide exclusive right -turn and left -turn outbound lanes and
exclusive right -turn and left -turn inbound lanes at all project accesses to improve traffic
operations. Left -turn lanes are not required at the right-in/right-out access.
No additional off -site mitigations are required to provide adequate traffic operations.
With the recommended mitigations it is expected that all study intersections will operate at LOS
D or better with the exception of the Eagle Road/Franklin Road intersection.
