Huber, Commissioner Dave Bivens, Commissioner Carol A. McKee, Commissioner On April 27, 2007, the Ada County Highway District acted on the preliminary plat for the Meridian Gateway project. During the course of the City Council meeting at the City of Meridian, a condition was placed in the development agreement that a roundabout would be required to be constructed at the intersection of the two local streets internal to the development. The original site plan and traffic study that the District reviewed did not include a roundabout at this intersection. The District is willing to consider the construction of roundabout at this location, but would need additional traffic information and impacts to be submitted for review. In addition, the District would require that it be constructed as a full roundabout and not a traffic circle. The District respectfully requests that the City modify the development agreement to identify that the roundabout is subject to ACHD review and approval. The applicant should coordinate with the District's Planning Review staff and Traffic Services staff regarding the additional information and the roundabout design. Montvue Drive / E. Louise Intersection in Proposed Gateway Development, the City of Meridian The purpose of this memorandum is to describe Horrocks Engineers' traffic operations and recommendations for the intersection configuration of E. Louise Drive and Montvue Street inside the proposed Gateway Development. This memorandum has been prepared in response to ACHD's letter dated May 23, 2007 requesting further analysis of this intersection. Horrocks Engineers, who prepared the traffic study, has also been retained as the design engineers for the project. The two proposed streets that will service the Gateway development are E. Louise Drive and N. Montvue Drive. E. Louise and Montvue are 40 feet wide, from back of curb to back of curb. E. Louise will be bounded by Eagle Road on the west and tie back into the existing E. Louise on the east end of the development. Montvue is bounded by Franklin Road on the north and E. Louise on the south. Access to Eagle Rd. is limited to right -in right -out movements. Access to Franklin Rd. is a 3/4 access —meaning that the left turn out is prohibited, all other movements are allowed. At the hearing for the preliminary plat, Meridian City Council requested that this intersection be designed as a roundabout contrary to the "T-intersection," as shown on the preliminary plat. ACHD staff has verbally expressed concern with a roundabout at this location. From our discussions with ACHD staff on this issue, it is our understanding that the primary concern is "cut -through" traffic off Eagle Road. North bound traffic on Eagle Road, desiring to turn right on Franklin Road could use the Montvue to E. Louise Drive to bypass the busy intersection of Eagle and Franklin. With relatively low traffic volumes at the N. Montvue / E. Louise intersection, the roundabout would offer very little resistance to "cut -though" traffic. This memo provides a summary of our analysis of the possible intersection configurations and recommendations to best service traffic needs and specific concerns expressed by ACHD. Two intersection configurations were analyzed for the three leg intersection of E. Louise and Montvue: one, an All -Way -Stop -Control (AWSC) and two, a full roundabout. The volumes of expected traffic during peak pm conditions are labeled in the figure below. Models of the expected traffic show the AWSC to have a higher delay than the roundabout. The AWSC intersection creates 4.8 seconds of delay per vehicle, while the roundabout creates only 2.8 seconds per vehicle. Both intersection configurations operate at a level of service (LOS) A. The T-intersection with AWSC represented in the figure below is recommended. This is because in our opinion, the AWSC creates a more desired amount of traffic calming than the roundabout, limiting the appeal to "cut -through" traffic. The AWSC intersection would be constructed with a "STOP" sign and a supplementary "ALL WAY" sign posted at each intersection approach. The AWSC intersection will operate at LOS A. 'FIMBERLINE SURVEYING PLLC FINAL PLAT APPLICATION GARDNER-AHLQUIST GATEWAY SUBDIVISION This application is for final plat approval for the proposed Gardner Ahlquist Gateway Subdivision. Application for Annexation, Zoning, and Preliminary Plat have been submitted and approved by the City of Meridian City Council; Ordinance Number 07-1324 and Development Agreement Instrument Number 107099628. The approved preliminary plat shows 11 lots encompassing commercial, office, and hotel development. The proposed final plat shows the same amount of proposed lots but with a slight rearrangement of the location of Lot 1, Block 1; it is now located in Block 2. A landscape plan is included with this application and shows a conceptual landscape plan for treatment of exterior and street landscaping and buffering. A right -in, right -out access point on Eagle Road and a right -in, right -out, left -in access point on Franklin Road was approved by the City of Meridian City Council. Buildings will not exceed the approved 100 foot allowable height. The developer will comply with the required landscape outside of the ultimate right-of-way along Eagle Road by entering into a license agreement with ITD. Site specific item number 5 calls for a ten (10) foot pathway that is consistent with the Eagle Road Corridor Study. There exists a five (5) foot pathway that the developer proposes to utilize in the creation of a ten (10) foot pathway. The proposed pathway, lighting and landscape are shown on the submitted landscape plans. In addition the developer will be entering into a licensing agreement with ACHD for landscaping along Franklin Road. The Final Plat shall be in conformance with all requirements and provisions of the UDC. The Final Plat shall be in conformance with all acceptable engineering, architectural and surveying practices and local standards. In regards to site specific item number six, a required round -about at the intersection of Louise Drive and Montvue Park, a letter from ACHD was sent to the City of Meridian stating their willingness to consider such an option. In response to said letter Horrocks Engineers completed a traffic study which was then submitted to ACHD which concluded that a round -about would not offer much resistance to "cut -through" traffic. A search of the Idaho Department of Water Resources revealed records of two wells that are currently in the existing subdivision to be developed. The static water levels for these two wells are 32 feet and 38 feet (see attached). Well Address: 3300 N Montvue Static Water Level: 32 feet 3359 N Montvue Static Water Level: 38 feet A geotechnical investigation was completed by American Geotechnics dated April 13, 2007 with an addendum dated July 20, 2007. During the investigations, groundwater was not observed. However, it was noted that groundwater levels may fluctuate seasonally in response to precipitation, land use, irrigation and other factors. During the investigation there were seven borings, ranging in depths from 20.8 feet to 26.5 feet in depth. There were also several test pits ranging from depths of 3.0' to 13.0'. In none of these borings or test pits was groundwater encountered. These tests were completed in the irrigation off season, which is not likely to be during the high ground water time. The street centerlines that are proposed for this subdivision have a maximum cut depth at centerline of 2.5 feet with a maximum fill depth of 4 feet. The difference between the shallowest groundwater level and the deepest centerline cut is 29.5 feet. This difference far exceeds the minimum acceptable difference of 3 feet.
