On behalf of our client Ron Babneau of Roundtree Development, please accept the following applications for
concurrent consideration at the next available Planning and Zoning Commission meeting:
1. Conditional Use/ Development
2. Preliminary Plat
This proposed subdivision/planned development is a resubdivision of Lot 2, Tramore Subdivision, a subdivision
approved by the City which has been previously recorded. We are proposing residential, multifamily use. We are
proposing sixteen multifamily buildable lots and three common lots for a total of nineteen new lots on the 5.7 acre
parcel. Each buildable lot will contain one multi -family building (four plex). The current zoning designation is L-0.
We are not requesting a zoning change as our proposed use is accepted with a planned development application.
This project was previously approved by the city as present herein. The approval lapsed last year.
CURRENT USE
The site is presently constructed to approximately 50% of the civil plans attached.
AMENITIES:
The minimum landscape open space requirement is two hundred fifty square feet for each unit containing more
than five hundred square feet and up to one thousand two hundred square feet of living area. We have provided a
total of 2.11 acres (91,912 sq. ft.) of common space, and 0.93 acres (40,511 sq. ft.) of open space. Additionally, there
are other amenities proposed, a picnic area, walking trails, public art, basketball court and a sand court. The picnic
area and sand court are located on Lot 14. These amenities will be for the use and benefit of all of the units of the
development. Additionally, each unit will be provided approximately 200 square feet of private open space in the
rear of each unit.
ACCESS AND FRONTAGE
The public street access for this project is West Pine Avenue. The frontage for this project was established by the
final plat for Tramore Subdivision which was approved by the Meridian City Council. Access through the
subdivision will be provided via a common drive aisle with an easement overlay. A homeowners association
(HOA) will be established to, in part, administer the operation and maintenance of the drive aisle, drainage
systems, etc.

SEWER AND WATER
Sewer and water for this project is already approved by Public Works.
STORM WATER MANAGEMENT
Storm water design for this project is already approved by Public Works.
GROUNDWATER ELEVATIONS
A geotechnical engineering investigation was conducted for this site, a copy of which is attached. Groundwater
elevation is approximately eight feet below existing ground.
GRAVITY IRRIGATION
Both the Ninemile Creek and Rutledge Lateral are currently open channel irrigation waterways. The Rutledge will
be tiled with this application. The Ninemile Creek will remain open channel, as it did with the Tramore
Subdivision application. Only an adequate amount of piping will be placed in the Ninemile Creek to allow an
earthen fill crossing of the creek.
PRESSURE IRRIGATION
Pressure irrigation for this project is already approved by Public Works and NMID.
BUILDING CONSTRUCTION MATERIALS
Building elevations are attached. A color rendering will be provided prior to the Planning and Zoning hearing.
TRAFFIC IMPACT
A traffic impact study was not conducted for this project.

Dear Mr Babneau:
As per your authorization, on January 29, 2003, this engineer observed the
excavation of two test pits on the referenced property. The test pits were located, one in
the northeast corner of the property and one in the southwest corner. Pits were excavated
to a depth of twelve feet below the existing ground surface. No groundwater was
encountered in either Test Pit. Test Pit Logs have been prepared and are attached. All
required laboratory testing has been completed and is reported on the Test Pit Logs. It is
noted that this consultant previously provided a similar investigation on the adjacent
property to the east. The conditions observed on this site correspond well with conditions
on this adjacent parcel.
Based on the observed conditions, the property is acceptable from a geotechnical
perspective for development as a residential subdivision. Multi -family residences
(apartments) can be constructed using standard construction methods. Conventional strip
foundations with either crawlspace or slab on grade floor systems are acceptable.
Foundations are to be designed based upon bearing pressures of up to 1500 psf on the
native soils or structural fill extending to the native soils. Onsite soils are acceptable for
use as fill provided compaction exceed 95% of the maximum dry density as determined by
ASTM D 1557, Modified Proctor. Compaction of fills thicker than one foot to be confirmed
by independent compaction testing.

The maximum groundwater elevation appears to be at eight feet below the existing
surface It is noted that no groundwater was observed when the test pits were excavated
on January 29 2003. This maximum groundwater determination is based upon observed
soil conditions in the test pits on this site and the adjacent parcel. Based upon a known
elevation for a monitoring well on the adjacent parcel, this maximum groundwater
elevation is 2581. Free draining soils are present at 8.0-8.5 feet below the existing
ground surface. Percolation rates in these soils will greatly exceed the 8 inches per hour
typically used for filter sand installed in drainage systems.
As per your authorization, this engineer sampled the subgrade soils and a sample
was forwarded to a soil -testing laboratory for R-Value Analysis. Results have been
received with an R-Value of R=14 being reported. Based upon this value the following
pavement sections are recommended.
