Christy Vigul notified me that because wc removed the canopy in front or the Idaho Youth Kmch Thrift Store, we would have to install a five foot landscape buF€cr dong Main Street. When we purchased the building in 1996, it came with an existing fuel set up. Thc removal of the canopy bccarne necessary when a fuel leuk under the gas pumps was discovered. The leak could not be clcaned up until the canopy was removed a~d all or [he contan~inated soil removed undenieath it. The Idaho Youth Ranch Board of Directors decided to rcmove the underground he1 tds at the same time the leak was being cleaned up. This will gel the Idaho Youth Ranch cornplctely cut of the fuel business. Even though insurance covered most of thc costs of the spill clean-up, the removal of the tanks was done at our own expensc. This was a very costly venturc, hut the Board felt the right thing Lo do was to remove lhe complete system and protcct the environment. This clean-up project has already exceeded all hudgsted resources, and is not yet complete. Monitoring wells were installed this week to monitor the site to make sure levels of contamination stay under federal requirements. This monitoring could lasl several morc years, but the Idaho Youth Raoch feels this is needed to protect thc environment. Rcquumg &e ldaho Ynuth Ranch to dig into its reservcs to pay for a lapdspu~e buffer would seriously compromise our ability to address any unfo'oresccn operating cxpenses in our treatment programs. All revenue generated by thc thiift stores is used 10 fund our treatnie~it programs ibr troubled kids und families across the slate. P.O.
