Dear Planning and Zoning Committee and City Council:
I am a resident who will be directly and negatively impacted by the proposed Centerville Subdivision.
With this letter, I am registering my objection to Engineering Solutions, LLP proposal to rezone the
Centerville Subdivision with the City of Meridian’s Master Plan.
I oppose the Developer’s proposal for the following reasons:
1. Mayor Simison frequently sends out messages in the Meridian (City) CityNews distribution
regarding ‘Partnerships at Work’, referring to partners such as the West Ada School District
(WASD), this proposal does not align with the infrastructure plan of the City’s partner - WASD.
As a reminder, Hillsdale Elementary had an enrollment cap placed upon it due to the excessive
growth in South Meridian on 08/14/2019. The cap was only lifted this year on 01/26/2021,
nearly 1.5 years later, after the WASD rezoned the attendance boundaries which ended the
modified calendar option at several existing schools and transitioned them to the traditional
school calendar (several disruptions to residents). This shifted many residents in Meridian to
attending different schools based on the new zone boundaries. The WASD partner is working
hard to keep up with the pace of growth that the City is burdening them with by approving the
quantity of zoning permits in this hot growth area. I understand that the City has the ability to
provide other services such as Water Sewer, Police/Fire, etc in South Meridian, but until the
WASD can fund additional schools to keep pace with the City’s approved growth in the affected
area, I urge the City to better coordinate with your partner, approve plans/plats that align with
the capacity in the WASD existing schools, approve the type of housing that does not burden
WASD, and approve the type of housing that does not burden both the existing residents /
patrons of the WASD / and future residents that will move into this type of proposed
development that will be displaced by having their children bussed to remote schools rather
than attending the school in their neighborhood as result of overcapacity/ enrollment caps, etc.
This is not providing a ‘Livable Community’ which is a focus of the City of Meridian.
The Memo to City Council and Planning and Zoning Commission from Miranda Carson regarding

reflects that this proposal will significantly overburden all schools zoned within the attendance
boundaries: Hillsdale Elementary, Lake Hazel Middle, and Mountain View High school. Below are

Here you can see that all three zoned schools in the attendance area were already beyond
maximum capacity as of the 2019/20 school year: Hillsdale enrollment 799 / capacity 700, Lake
Hazel Middle enrollment 1095 / capacity 1000, Mountain View High enrollment 2185 / capacity
2175. The rezoning provided some relief, however all schools remain near or above capacity.

Again, I urge the Planning and Zoning to Committee to only approve plans within the City where
the infrastructure exists with your partners, such as WASD, ACHD, ACSO, ITD.
2. This proposal conflicts with the City’s vision depicted on the Future Land Use Map.
3. This proposal conflicts with the Mission of the Planning Division to advance the quality of
lifestyle and economy envisioned in the City of Meridian’s Comprehensive Plan.
4. This proposal will significantly overburden the existing and proposed infrastructure: roads and
the Fire Dept.
5. Neighborhood likeness. There are no dense communities in the surrounding area. The
apartment / townhome designs as proposed are not in line with the neighboring communities of
Shelburne, Hillsdale Creek, Century Farm, Rockhampton, Sky Mesa, etc. Most of the community
members who choose to live in this area did so because of the quality of life. Dense, urban like
dwellings are not single family homes and result in additional traffic congestion, safety concerns,
neighborhood parks usage, etc.
