LAND USE PLANNING • DUE DILIGENCE - INDIVIDUAL ASSESSMENTS Fairview Row Townhomes is an infill project as provided in the UDC with 80%of the surrounding area within 300 feet already developed,where public utilities, schools, and fire protection are provided. With access constraints and abutting existing and in process approved commercial under construction, the row townhomes complement the vicinity and will support retail, commercial and employment. The subject site is deep and narrow with dimensions of about 100 feet wide and 385 feet long excluding the ROW dedication to ACHD and no connectivity to the east or west. Access to the site is primarily dependent on the Wilson Lane connection to Locust Grove Road. Emergency services access only is proposed for Fairview Avenue. With an extensive array of retail, commercial, food and service options in the immediate vicinity, residential is appropriate for the site especially in light of the fact that the site does not fit the description for General Retail and Service Commercial. UDC identifies C-G as: ALLOWED USES. Largest scale and broadest mix of retail, office, service and light industrial uses; and LOCATION. Close proximity and/or access to interstate or arterial intersections. Given the geometry of the site,the uses—existing and proposed, adjacent to the parcel to the cast and west that have direct customer access to Fairview,which this site would be barred from having, this parcel isn't a good candidate for commercial,retail and office/service uses. SITE AND BUILDING DESIGN Originally the project team explored a vertically integrated model for the site with 2 small commercial spaces along Fairview Avenue and 17 residential units. As discussed above,this option would very likely fail to function as intended so the team changed the site design to sixteen 3-story townhomes with full size 2-car garages as leased dwelling opportunities. These townhomes are very generous in size and provide a complementary residential option within the vicinity with a unit square footage of 2,067. With the walkable and bikeable access to so many daily need options in the immediate vicinity and a wide variety of goods and services, as well as employment opportunities,the project team believes this is an appropriate and community contributing use of this unusual and awkwardly shaped parcel of only 0.871 acres_ Care and attention to detail drove the design of the site and residential units by neUdesign. Six finishes are proposed ■ ■ with two colors of stucco, two types and colors for siding, stone cladding and 30 year architectural asphalt shingles. Glazing locations add symmetry and wall plan variation adds interest. Side elevations face the street frontages necessitated by the restricted width of the site, the variety of colors,materials, LAND USE PLANNING - DUE DILIGENCE - INDIVIDUAL ASSESSMENTS wall planes and a mix of window sizes wrapping to the sides, as shown above, along the street frontages will add distinctive interest to the buildings in general and the street frontage in particular. Along the cast face of the residences abutting Pine 43, a pleasing symmetrical design incorporates a repeating pattern of wall planes, complementary use of color and material and window placement. Facing the front elevation to the east harmonizes with the high-end commercial development coming online next door. With the solid block wall on west the service drive was placed on that side. Each residence has two balconies at about 100 s.f LSP updates in each for a total of about 200 s.f. of personal private P space. The open space for the site is a total of process 6,390 s.f and is about 15% of the site with 399 s.f of open space per dwelling which is in excess of the required 350 s.f minimum required by the UDC. Pedestrian connectivity to the east is provided and cross connectivity to the commercial and retail development to the west is possible with cooperation from the adjacent property owner. Surface guest parking and an ADA space are provided between the two buildings. With the individual 2 car garages and the surface parking blocked from street view,parking will not be visible with the proposed townhome community and this enhances the visual character of the proposed residential development. The open space—both the plaza and linear open space along the front of the residences is not located adjacent to either streets except for the north and south ends. The site design is sensitive to the surrounding neighborhood and integrates with the commercial development abutting the site on both sides. The landscaping, amenities and pedestrian circulation is focused on the east side of the site with green space connecting the residences and a plaza area E with guest parking, bike parking and a water feature. Newport Purple Leaf Plum trees will provide shade across the length of the two residential building front elevations combined with shrubs and ground cover offer a pleasing area for residents to gather. Parkway Maples punctuate the corners of the plaza area as well as along the Fairview Avenue frontage. Foundations along the street frontages are generously planted with colorful shrubs. Trees along the west site boundary are not permitted due to overhead power lines although two of the three existing Honey Locust are intended to remain along with the existing Arborvitae. The remaining area will be planted with Juniper and Dogwood. LAND USE PLANNING - DUE DILIGENCE - INDIVIDUAL ASSESSMENTS The landscape plan provides information about existing trees onsite,those to be removed and which existing trees are to be mitigated in cooperation with the City of Meridian Arborist. With so many options available to residents for employment, shopping, dining and entertainment in the vicinity the project team believes the proposed townhome community is the best option for the site and the design accommodates the difficult geometry with a positive outcome. ACCESS AND WAIVER OF UDC 11-3A-3 A.l Right-of-Way will be dedicated to ACHD for most of the Wilson Lane connection and will be constructed to the extent possible given that the remainder of the street ROW will be dedicated and constructed by the property owner directly south of the site. Additional ROW will also be dedicated for the expansion of E. Fairview Avenue currently being designed by the District_ The emergency access to E. Fairview Avenue is necessary to meet Fire Department requirements. A cul-de-sac turnaround would consume a substantial portion of the site and present an unnecessary swath of pavement immediately adjacent to the Fairview frontage. ALTERNATIVE COMPLIANCE---Landscape Buffer Alternative compliance is requested for the south landscape buffer along Wilson Lane. The total frontage along Wilson Lane is about 100 feet with the structure occupying about 38 feet— a relatively short distance. To mitigate this reduction in setback the landscaping along this portion of the site is planned to be densely planted. It appears that the UDC that may not require a landscape buffer along Wilson in 11-3B-7 B.,where under B.Applicability, it is stated that landscape buffers are required along streets except for local streets adjacent to single family residential, duplex and townhome properties. Regardless,the landscape plan endeavors to meet the highest standard whether or not the buffer is required. SUMMARY The Fairview Row Townhomes meets the purpose of the structure and site design standards with provision of interconnecting network of walkways with adjacent developments, limits the visual impacts of parking, integrates with the surrounding uses and character of the area, and provides an attractive development that contributes to the community despite the awkward site geometry. These townhomes and well conceived site layout will provide an opportunity for alternative transportation choices, enrich the vicinity with quality housing, complement the adjacent properties, and greatly improves and updates the visual aesthetic of the street frontage.
