RE: Browning Plaza Subdivision Preliminary Plat, Revised Annexation — Letter of Intent
Dear Mayor and Council;
As representative for Boise Waltman, LLC, please accept this application for Browning Plaza.
Subdivision, located on W. Waltman Lane, approximately'/4 mile west of Meridian Road in Meridian,
Idaho, Section 13, Township 3 North, Range 1 West of the Boise -Meridian. Browning Plaza
Subdivision includes 38.21 acres and the preliminary plat has been designed with 52 lots (51
commercial, I common). An annexation and zoning application (AZ-06-063) was previously
submitted and has been tabled at the Planning and Zoning Commission level in order for this
preliminary plat, along with a development agreement and concept plan, to be combined into one
application request. The requested zoning designation with the annexation is for C-G.
This letter is included with the land use application for preliminary plat, together with filing fees and
various exhibits. Also contained within this letter is updated justification information for the existing
annexation and zoning application, along with discussion of the content of the development
agreement.
The enclosed applications have been submitted in accordance with the requirements of the Meridian
City Unified Development Code. The submitted preliminary plat has been designed in compliance
with the UFC, therefore, this application does not include a request for variance to any sections of the
Code. The development has also been designed to be in compliance with the intent of the Meridian
Comprehensive Plan. Specific Comprehensive Plan language that supports the requested zoning
designation includes:
• Figure VII-2 of the Comprehensive Plan (Future Land Use Map) depicts desired future land
use categories and their location within the Impact Area;
• The Land Use designation Commercial is intended to provide a full range of commercial and
retail to serve area residents and visitors. Uses may include retail, wholesale, service and office
uses, multi -family residential, as well as appropriate public uses such as government offices;
• Goal IV, Objective B emphasizes the building of services to areas of opportunity and promote
future development of commercial, industrial, retail/service and residential to best protect
objectives and integrity of Meridian;

• Services Goal II, Objective A, Transportation, Action 6 (Street connections between
subdivisions);
• Land Use Goal III, Ensure public services, Objective A, Action 1 (Development projects
Planned public services); Goal IV, Objective C, Action 1 (compatibility), 3 (usable open
space), 5 (sidewalks, curbs, gutters, etc.), Objective D, Transportation Corridors, Action 2
(Restrict curb cuts/access on collectors).
A C-G zoning designation is being requested with the annexation application, with the subdivision plat
containing a variety of commercial lots ranging in size with the flexibility of allowing for multiple
users with maximum options in design and placement of businesses. A public street connection from
the residential subdivision to the east (Ruddy Street) will be extended and aligned with the future
Corporate Drive to the north. In addition, Waltman Lane will be extended into the site and will
intersect with the new Corporate Street alignment. All public streets will be constructed, along with
curb, gutter and sidewalks, to Ada. County Highway District and Meridian City standards. Drainage
will be handled by on -site detention areas and will be designed to the standards of all appropriate
regulatory agencies. A pressure irrigation system will be provided for all lots within the development.
The initial development has been designed to include landscaped areas that address the Ten Mile
Drain area and adjacent residential concerns. The portion of the Ten Mile Drain in the northeast corner
of the property will be enhanced with a small portion of the regional pathway on the east side of the
drain that will connect to existing and proposed portions of the pathway system to the north and south.
In working with the three residential property owners to the immediate north on Waltman, the
developer is committed to providing an appropriate buffer between the two land uses. With that, a
proposed southern re -alignment of the existing Waltman Lane immediately past the Drain with the
inclusion of landscape buffers and vacation of right-of-way will provide the necessary transition that
appears to be supported by all parties involved. All remaining site landscaping will be provided once
specific lots/businesses develop.
Due to the unknown nature of the fture businesses that may develop on this property, a concept plan
has been designed and submitted with this application in an attempt to provide the City with an idea of
how the Browning Plaza may ultimately build -out. A development agreement will be an important
tool in providing the City and neighboring land uses with a comfort level, while also allowing the
developer the optimum flexibility in marketing their property. The concept plan, therefore, shows a
potential big box retail building, a potential location for a hotel type use, together with various
commercial/retail and office buildings of differing sizes. As the application continues through the
planning process and onto the City Council, it is anticipated that the development agreement will be
constructed to address compatibility issues with the existing residential uses to the north and west.
Issues such as lighting, fencing/buffering, height, and intensity of uses will need to be analyzed
through public input, and incorporated into the development agreement. The developer has held
numerous neighborhood meetings and individual meetings with neighbors and has addressed the
known issues within the current plans that have been submitted.
In conclusion, the Browning Plaza will be a quality addition to the City of Meridian. This area has
been slowly transitioning into what will soon be an important commercial sector of the City. And with
the upcoming infrastructure improvements planned for the Waltman/Meridian Road/Main Street
intersection, this is the appropriate time to plan the future of this property. Its proximity to 1-84 and the
interchange, together with plans by adjacent property owners to the east, will transform this area into a
great asset for the City. We look forward to working with you and your staff and request approval of
this project.

on Waltman that you may have been involved with in the past. In an effort to keep the community
informed, we are having a follow-up neighborhood meeting to review and discuss the project as we
prepare to submit a formal application for preliminary plat to the City of Meridian. This application
will accompany the annexation application that is currently scheduled for City Council on December
20'h. This City meeting will again be postponed so that both applications can be handled together. You

ictivity and by canal leakage in the local area. Maximum groundwater elevations likely ocew, during the later portion
ofthe irrigation season. During previous investigations performed by MTl in May 2005, August 2006. and July and
September 2007 approximately l-milc to the northwest and southisoutheast of the project site. groundwater was noted
within numerous borings and test pits at depths ranging frcvn) 6.8 to 27,9 feet bgs. The two closest of these
investigations to the project site encountered groundwater at depths of 6.8 and I 1 .0 feet bgs. Furtherniore,according to
US(iS monitoring well data within approximately ' -mile of the project site, groundwater was mea-sured at depths
ninging between 5.0 and 20.57 feet bgs. The USGS monitoring well located closest to the Ten Mile Drain, which
horders, the Browning Plazii Subdivision site on the east, was measured at 5,0 feet bgs in April 1992.
