In keeping with the church's goal of providing an affordable, inviting, and comfortable residence for seniors as well as appropriate neighborhood character, the building is designed in a craftsman style with elements of a lodge; the look of heavy timbers, stone, gabled roofs, and an earthtone color palette. In order to relate to the nearby neighborhood, the visual mass of the building is reduced by the introduction of a variety of materials, roof lines, bays, details, and layering of color and landscape. The main entrance, which faces south, is emphasized with a port cochere which further reduces visual size and provides shelter from the elements for those being dropped off at the front door. The proposed building is to consist of a 4 story building with 139 units of catered living (licensed assisted living) with two attached 24 unit, one story assisted living wings with a memory care emphasis. Located on approx. a 12 acre site the building will be designed for a connecting link to a future Church, providing easy access to church services and activities. The concept of the project is to create an "Intergenerational Spiritual Life Center" for the seniors and the community. Services will be held in the atrium space of the senior housing project until the membership grows to a new congregation, at that time the church sanctuary would be added. A Town Center will be the center of the community with public spaces such as Cafe, Club Lounge, Beauty Shop, Library, Fitness Room and Child Daycare. Many of the units have decks or ground floor patios so residents can take advantage of good weather and fresh air. Memory care residents will have access to a secure fenced garden with a gazebo for shade and outdoor activities. A meandering path with a proposed connection to the adjacent Future church and Southridge Drive will provide additional opportunities for residents to remain active and fit. The project will require a Conditional Use Permit based on 3 items. 1) The Catered Care portion of the building at 56'-7" to the ridge exceeds the height allowed of 45' for a TN-C zoning. 2) 2) The Assisted Living (Memory Care wings) are I story in Height below the required minimum of 2 stories in a TN-C zoning. 3) 3) The overall building footprint at 87,757 Sq. Ft. exceeds the allowed square footage of 20,000 in a TN-C zoning. The park -like landscape will serve both aesthetic and environmental functions; aesthetic to provide a layer of beauty and scale to the structures and environmental to provide shade in the summer months and allow solar gain in the winter. Parking areas shall be planted with canopy trees. Entry and building courtyards will be accented and shall provide visual interest for the user, with a variety of ground covers, shrubs and trees. All vegetation will be automatically irrigated with an underground sprinkler system. It is anticipated that water service for the project will be provided by the City of Meridian, and both potable and fire suppression service taps are proposed for the catered care and assisted living facilities. In addition, landscape irrigation for the site will be provided through a metered service connection. These detention basins will be shared with the adjacent future phases, and will be designed as created wetlands to present as a natural feature. In summary, A Senior living Community such as this would be a great benefit to the seniors of the city and surrounding area as well as the community as a whole. And, knowing the importance of being a good neighbor, the Owner and design team held a neighborhood meeting in June receiving nothing but positive feedback on the project. We are confident that the design concept for this project, with an eye toward maintaining the character of Meridian and the South Ridge Development and its neighbors, will certainly make it a welcome asset to the City.
