Johnson hereby applies for a Comprehensive Plan Map Amendment to change the portion of his property lying north of the Pacific Northwest Pipeline Corporation easement from Medium -Density Residential to a designation of High -Density Residential. The property is located immediately west of property owned by Hawkins Company that is being proposed for a map amendment to allow commercial/off with some residential. Designation of this property as High -Density Residential will allow the developer to propose and construct multi -family housing units adjacent to W. Harris Street (a collector) and a proposed multiple -use pathway over the pipeline easement. Approximately 3.5 acres in addition to the 2.5 acres of the pipeline easement will be proposed in a future annexation for oen space/future neighborhood park area. p Access to Meridian Road is limited due to its designation as a State Highway. Improved access will be provided by utilizing W. Harris Street and eventual connection to S. Linder Road. Multi -family housing will provide a buffer between the proposed retail uses on the Hawkins property that is more suitable than single-family residential development. Higher densities in this area will also help support the retail component of the Hawkins property and decrease the number of trips generated for retail and service - related uses. The 75-foot-wide pipeline easement will also provide a clear transition from high -density uses to lesser residential densities.
