The subject properties are comprised of 32 separate tax parcels owned by 28 different property owners. All of the subject lands are currently receiving either sewer, water, or both services from the City of Meridian. These properties are all also contiguous to the current Meridian City limits and are included in the City's comprehensive plan. City Staff believes that the annexations of the subject real properties are necessary to assure the orderly development of the City and are necessary to ensure equitability for all rate payers receiving public services from the City. Of the subject properties, 22 contain single-family homes, 3 of the properties contain churches, and 3 are commercial businesses. All of the subject properties are developed; none of the properties are vacant. Eleven of the properties are in the same subdivision, Eastbrook Village. (Nineteen of the properties are receiving both sewer and water service while nine of the properties are receiving only one or the other. NOTE: Current city policy requires properties in the city to hook-up to both sewer and water service, when available. In the forthcoming staff report, Staff will provide details about which parcels are receiving which services will be noted. Staff will also make recommendations on which parcels should be required to hook-up to the "missing" service, where applicable.) In addition to the criteria mentioned above, Category A annexations require consent from all private landowners. In this case, consent of the private landowners is implied because all of the properties are connected to a water or wastewater collection system operated by the city, prior to July 1, 2008. The subject properties have various zoning designations in Ada County and have different Future Land Use Map designations. Below is a table that details the zoning districts Staff is recommending for the subject annexations. Staff has factored in current land use and the City's Comprehensive Plan (Future Land Use Map), as well as adjacent land uses to recommend a zoning designation that most closely represents the current and anticipated land on each property. Fire and emergency medical services will be provided by Meridian City Fire Department. The Meridian Police Department will have jurisdiction over law enforcement matters. Weekly trash collection by Sanitary Services Company (SSC) will be required within the City limits. In addition, upon annexation, residents will be eligible to vote and run for City offices and may be appointed by the Mayor to serve on City Commissions and Boards. On October 15, 2008 Staff held a neighborhood meeting at city hall to discuss the subject annexation application. Letters were sent to all property owners of record, inviting them to the meeting. Three property owners attended the neighborhood meeting. Staff has also spoken to a few of the property owners over the phone and in person. Also in the invitation letter, staff informed the property owners that a FAQ sheet would be up on the City's website. The FAQ page is on the Planning Department's section of the City website and will remain there throughout the annexation process. Information on the website includes: definitions, impacts, zoning, contact information and information on the public hearing process. The properties will all be posted, and the property owners will all be noticed in accordance with Meridian City Code and Idaho State Code Chapter 65, Title 67.
