Re: Request for Final Plat for 'vienna Woods Subdivision No. 6 - 27 Single-family
Building Lots on 10.29 Acres by Skyline Development Company
This final plat is a portion of the gO-acre Vienna Woods development located within Ada County. As
part of the City's negotiations with Ada County over the Meridian Impact Area, the Meridian City
Council agreed to provide services to this property. The applicant has built a lift station and
approximately one mile of temporary sewer line in Locust Grove to connect to the City's sewer system
near Summerfield Subdivision.
LOCATION
The property is generally located on the east side of Locust Grove Road approximately one-half mile
north of McMillan Road. It is designated as Single-family Residential in the Comprehensive Plan.
We have reviewed this submittal and offer the following comments, as conditions of the
application. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:
SITE SPECIFIC REOUIREMENTS
1. Applicant is to meet all terms of the approved preliminar~ plat and City Ordinances.
If the pressurized irrigation system within this development is to remain a private homeowners
association system, complete plans and specifications shall be reviewed by the Public Works
Department as part of the development plan review process. A draft copy of the pressurized
irrigation system O&M manual must be submitted prior to plan approval. The City of Meridian
requires that pressurized irrigation systems be supplied by a year-round source of water. If a
creek or well source is not available, a single-point connection to the culinary water system
shall be required, and the common areas within the development will be a subject to water
assessments.
3. Street signs are to be in place, water system shall be approved and activated, pressurized
irrigation system approved and activated, drainage lots constructed, fencing installed, and road
base approved by the Ada County Highway District prior to any building permits being issued.

Landscaping and pathways shall be constructed prior to obtaining certificates of occupancy.
Although building permits will be issued by Ada County, these elements shall still be met as a
condition of approval of the final plat.
Applicant shall be responsible to construct a six-foot-high, permanent perimeter fence along
property boundary, except where the City has expressly agreed, in writing, that such fencing is
not necessary. Fencing is to be in place prior to applying for building permits.
Revise or add the following notes for Vienna Woods Subdivision:
(2.)... single family dwellings °nly. Minimum square footage of houses is 1,400 square feet,
exclusive of garage.
(5.)Complete the missing recording information.
(7.)Complete the missing recording information.
Application for sewer and water will need to be processed through the Public Works
Department for each building lot. Assessment fees will be collected at that time. The City of
Meridian will require inspections of service line connections.
7. Add each segment width dimension to the west end of the E. Mozart Street right-of-way.
8. Complete the recording information for Vienna Woods Subdivision No. 5 in the legal
description of the Certificate of Owners.
GENERAL REQUIREMENTS
Any existing domestic wells and/or septic systems within this project will have to be removed
from their domestic service per City Ordinance. Wells may be used for non-domestic purposes
such as landscape irrigation.
2. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K.
Provide a copy of the "final" letter t~om the Ada County Street Name Committee, and make
any changes necessary to conform.
4. Coordinate fire hydrant placement with the City of Meridian Public Works Department.

Sewer and water mains shall be extended to and through the proposed development.
Subdivision designer to coordinate main sizing and routing with the Public Works Department.
Sewer manholes are to be provided to keep the sewer lines on the south and west sides of
centerline.
One-hundred-watt, high-pressure sodium streetlights will be required at locations designated by
the Public Works Department. All streetlights shall be installed at subdivider's expense.
Typical locations are at street intersections and/or fire hydrants.

The following will be the requirements and/or concerns to provide minimum levels of fire protection for
the proposed project:
1. T-nat a fire-flow of 1,000 gallons per minute shall be available for duration of 2 hours to service
the entire Project. Fire hydrants shall be placed an average of 400' apart. 1997 UFC Appendix III-A
2.: ~i:::~:~erational fire hydrants and temporary or permanent street signs are required before

3. :i:: Acceptance of the water supply for fire protection will be by the Meridian
water Department.
4. Final Approval of the fire hydrant locations shall be by the Meridian Fire Department.
5. All radii shall be 28' inside and 48' outside radius.
6. All cul-de-sacs to be a 50' radius.
7. Insure that all yet undeveloped parcels are maintained free of combustible vegetation per
section 1103.2.4 of the Uniform Fire Code.
8. The roadways shall be built to Ada County Highway Standards. UFC 902.2.1
9. The proposed -lot subdivision with an estimated 2.8 residents per household would have a total
estimated population of 75 residents at build out. According to a report completed by Fire & Emergency
Services Consulting Group in February of 2000 our requests for service are projected to reach 2800 in the
year 2005 and 3800 by the year 2010, this is up from 2069 responses in the year 2000.

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated through a grassy swale
prior to discharge to the subsurface to prevent impact to ground water and
surface water quality. The engineers and architects involved with the design
of this project should obtain current best management practices for storm
water disposal and design a storm water management system that is
preventing grOundwater and surface water degradation. Manuals that could
be used for guidance are:
