I. PROJECT DESCRIPTION
The Applicant requests approval to modify the landscape plan approved with the final plat for Sky
Mesa Highlands No. 1 (FP-2020-0007) to more accurately represent the parkway and arterial street
buffer landscaping and to remove the detached sidewalk along Eagle Road within the landscape street
buffer (see Staff Analysis in Section III).
II. APPLICANT INFORMATION

III. STAFF ANALYSIS
Staff has reviewed the proposed changes to the landscape plan and finds them in compliance with
previous approvals. This is due in part to the fact the sidewalks along the Eagle and Lake Hazel
frontages will be constructed with the ACHD road widening and intersection projects in the coming
years (FY 2023 or later) and the Applicant was requested by ACHD to provide a road trust in lieu of
constructing the detached sidewalks—this road trust was paid in April 2021, according to ACHD. The
executed Development Agreement did not require the frontage improvements with phase 1
development so the City cannot require sidewalks at this time when there is a known avenue for them
to be constructed in the future via road trust. Instead, the Applicant will complete the required
landscaping and berm along Eagle Road and leave the pedestrian facility completion up to ACHD, per
the highway district’s latest construction drawings for this corridor. Staff has reviewed the revised
landscape plans and finds the required amount of landscaping and correct fencing is proposed.
IV. DECISION
Staff recommends approval of the requested modification to the amenities/landscape plan as proposed
on the plans in Section VII.B.

VI. CONDITIONS OF APPROVAL
A. Applicant shall comply with all previous conditions of approval associated with this development
except as modified with this approval [Development Agreements – Inst. 2017-119308 Sky Mesa;
#2020-099420 Sky Mesa Highlands (H-2019-0123); preliminary plat (H-2017-0068 Sky Mesa,
H-2019-0123 Sky Mesa Highlands); and final plat (FP-2020-0007).
B. Prior to City Engineer signature, the Applicant shall submit documentation to demonstrate they
have paid, or participated in payment with, ACHD for the pedestrian improvements along Eagle
and Lake Hazel Roads.
