Broadway Ave. St. 210 Meridian, Idaho 83642 RE: Annexation, Zoning and Preliminary Plat for Fignut Subdivision — Letter of Intent Dear Honorable Mayor and City Council Members; On behalf of Ronald W. Van Auker, please accept our annexation, zoning and preliminary plat applications for the Fignut Subdivision. This subdivision is located on the northwest corner of the Locust Grove and Overland intersection. The property is approximately 16 acres and is currently open space with a single family residential home and some outbuildings. The applicant is requesting annexation from Ada County to the City of Meridian with a requested zone change from RUT to a combined I-L and C-G zoning. The I-L zone will consist of 6acres with the remaining area being C-G. The zoning is situated for the C-G zone to be adjacent to Overland and Locust Grove roads. With the I-L zone being located internal to the development and along the interstate. The applicant intends to develop the property as a light industrial/commercial subdivision with 6 building lots and 1 non building lot. The applicant is proposing a gross density of 0.36 units per acre. The development is compatible with the surrounding area as the frontage along Overland and Locust Grove roads are zoned as C-G and the interstate is a good backdrop for I-L uses. Due to the small number of lots and their proximity to Locust Grove Road and Overland Road, traffic impact from this development will be minimal. Ronald W. Van Auker agrees to pay any additional sewer, water or trash fees or charges, if any, associated with the Fignut Subdivision. In addition, the applicant agrees to post the site no less than 10 days before each public hearing. The developer is not requesting any variances with this submittal. In all, we feel that this commercial development is very complementary to what was envisioned by the city of Meridian for this area. The submitted plans were designed to comply with the Ada County Highway District, the City of Meridian Unified Development Code and acceptable engineering and survey practices as defined by local standards. No trees have been added in Lot 1, Block 1, (west of S. Fignut Way). This entire lot is located within irrigation and storm drain easements which do not allow tree plantings. Shrub plantings (50+)have been added per your request with landscape boulders (20) at north and south ends of the lot and a grouping in the center. Eight trees would be required per ordinance for this area at an installation cost estimated to be $ 2000. The proposed shrubs and boulders are estimated to be $ 2500 to $ 3000. 2. The landscape in Lot 1, Block 1, the 25' landscape buffer along E. Overland Rd. and Locust Grove Rd. will be installed prior to final plat per 11-3B-14-B- 3. The remaining street landscape buffers along S. Fignut Way, E. Bird Dog Dr., I-84 and southern boundary of Lot 2, Block 1 will be installed at time of lot development. Eleven trees would be required per ordinance along this southern buffer at an estimated cost of $ 2750. The proposed shrubs and boulders are estimated at approximately the same cost. 3. No street trees have been added within street buffer for Lot 2, Block 1 due to irrigation and storm drain easements. Shrub planting and landscape boulders have been added in lieu of trees.
