As a preface: the information below is just sharing info that I had found as another set of eyes. There is nothing inferred or implied...just that perhaps this escaped the attention of those that could have improved the traffic flow at a much earlier point in time. There is still time to address the issues that may come forth due to the shared proximity impact of all the developments as a whole. This is not The Oasis CUP related as a direct piece of testimony for that application, but rather that CUP application was an impetus to look at traffic volumes and impact for carrying vehicles to Ustick and Eagle. Many citizens asked about a traffic study. I found an overlooked issue with the Roundabout at Jackson Square and the heavy volume of daily trips it will experience when all infill is complete. This roundabout serves a smaller flow just fine, but the future development is going to exceed its design and tech parameters for the use of the street, if ACHD tech rules should apply. It will morph from a LOCAL Private street to a Public COLLECTOR street through use and traffic flow. CAJUN/SEVILLE/EAGLE is not classified as a COMMERCIAL COLLECTOR but it will function as one at full buildout, without the improvements slated that are essential and necessary for it to function as such. Let's start with Jackson Square (aka Bienville Square), which has 109 Homes of attached and single family residential product. Current traffic data models apply 9.57 trips per Single Family household. Jackson Square would generate 1043 trips daily. The methodology of the VillaSport was 3774 trips for 576 spots,or 6.55 parks by cars per spot, average, information collected from the VillaSport Application Kittleson and Associates Traffic Impact Study on file. I have applied this data (6.55)for parking spots to come to a trip count number for the Jackson Square Commercial and Wadsworth in absence of a current Traffic Impact study; trips will increase for a non-traditional commercial use. Event volume will increase trips and if capacity is allowed to 1000 patrons and it is overwhelmed at 500 person capacities for events it does stress this intersection considerably. This is the skinniest roundabout in the City and it is also close to homes. No other roundabout is this close to homes in the City. All the traffic is whizzing by a few select homes. The pending commercial will drastically change the street's intended purpose and volumes. Below there is the existence of Private Streets and Public Access to the Streets,and it will be necessary to establish what is the existing allowed access by law on private lanes, which are owned by the Jackson Square HOA and thus required to be maintained by that association. I realize there is an Access Easement agreement on file...and if these were private streets used to bypass a public street access point limitation set by ACHD and ITD issues at the time (ie access at Eagle), and if the streets are being used throughout as public streets and mutual access points,when and where do they need to meet current ACHD vehicle trip standards and tech specifications to handle the coming traffic loads? If the "private" streets are used for through public access,which tech specs and which acceptable traffic loads apply? What are the legal implications to an agreement created by developers, and not by the residents left to pay for it? Is there a shared funding plan between residential and commercial N, E, and Southeast of Jackson Square (Bienville Square)for the maintenance of these "private" streets for public use? Developers shall be required to improve their public street frontage as outlined in the forthcoming sections_ 7203.2 Exceptions to Usuai Performance Requirements If a proposed development abuts a street that has already been improved to current District standards, the developer will not have any requirement for street improvements except as required by Sections 7203.3 and 7300. If a proposed development is for a land use with the potential of generating less than ten additional vehicle trips per day, the developer shall have no requirement except as required by Sections 7203.3 and 7300_ If a proposed development involves a land use of scale or nature that exceeds the traffic capacity of the adjacent system or presents an unreasonable financial burden on the District, the development standards may be increased_ The District reserves the right to set standards, require additional improvements, or require extraordinary impact fees related to the scale of the proposed project and the capacity limitations of the existing facilities_ (See Section 7300_) If a proposed development abuts a street that the District has programmed for improvement, the developer will have no requirement for improvements of the adjacent street if the District has formally awarded a contract for the construction of the street improvements before the development application is received; and the District's project includes ali improvements required of the development by this Policy Manual. Page 25 of 75 7206 COLLECTOR STREETS 7206.1 General The primary function of a collector is to intercept traffic from the local street system and carry that traffic to the nearest arterial. Page 29 of 75 consideration of other existing or future traffic signal locations along the arterial street, a location that will serve both sides of the original street, and traffic volumes commensurate with signalization. 720636 Traffic Conflicts Traffic volumes typically found on collector roadways can be in conflict with adjacent land uses. Off-street parking, off-street maneuver areas, minimum direct lot access, and other circulation and design elements should be designed to minimize these conflicts. Collector streets in residential areas typically carry low to moderate volumes of traffic. The level of traffrc should not interfere with an area's livability. It doesn't meet the separation requirements for Collector street access design;streets are close together. • 150-feet. Dimensions shall be measured from the centerline of the intersection to the centerline of the driveway. 7206.4.5 Driveway Spacing on Collectors (away from a signalized intersection) Access restrictions to collectors shall be based upon the type of access that is being proposed according to Table 1 below. The spacing shall be measured from any other existing or approved driveway or street on either side of the street. Adjacent property will usually have unrestricted access to the street and ADT will typically be less than 2,006_ Access to local streets is generally unrestricted, except near intersections. 7207.2 Development Requirements 7207.2.1 Adjacent or Internal Streets The developer is responsible for improving all local street frontages adjacent to the development site or internal to the development as required below, regardless of whether access is taken to all of the adjacent streets. All utility relocation costs associated with improving street frontages adjacent the site shall be borne by the developer_ The District requires dedication of additional right-of-way without compensation to provide the minimum requirements according to District standards. ACHD Tech requirements Developers have not improved this adjacent to the site. 7208.2 Development Requirements 7208.2.1 Adjacent or Internal Streets The developer is responsible for improving all commercial street frontages adjacent to the development`s site or internal to the development as required below, regardless of whether access is taken to all of the adjacent or internal commercial streets. All utility relocation costs associated with improving street frontages adjacent the site shall be borne by the developer. The District requires dedication of additional right-of-way without compensation to provide the minimum requirements according to District standards. 7208.2.2 Required Improvements 1. Adjacent Streets(Existing or New) Required improvements to an adjacent commercial street shall consist of pavement widening to one-half the required width, including curb, gutter and concrete sidewalk (minimum 5-feet), plus 12-feet of additional pavement widening beyond the centerline established for the street to provide an adequate roadway surface, with the pavement crowned at the topography(foothills vs.flat land). 7208.3.4 Through Traffic Through traffic in commercial developments is permitted. 7208.3.5 Street Patterns Street patterns in commercial developments should not adversely affect nearby residential development_ Street connectivity to adjacent residential land uses is important in order to provide access from the residential uses to the commercial uses. Consideration shall be given for designing these connections to discourage the commercial traffic from adversely impacting the residential land uses. 7208.3.6 Traffic Considerations Commercial streets will typically carry a higher percentage of truck traffic than local residential streets in order to accommodate deliveries,eta Therefore,off- street parking and maneuvering areas, defined access paints and other on-site circulation elements should be taken into consideration. 7208.3.7 Speed Control and Traffic Calming Design of local commercial street systems, where higher pedestrian activity is anticipated, should discourage excessive speeds by using passive design elements. If the design or layout of a development regardless of the length of the streets is anticipated to necessitate future traffic calming implementation by the District,or streets extend greater than 750-feet in length, then the District will require changes to the layout and/or the addition of passive design elements such as horizontal curves,bulb-outs,chokers,etc. The District will also consider Adopted: Res_469(7113194) 7200-48 Revised: Res_675(1129)03);Res.690(10115103);Ord.201(4112106);Ord.211(12115110);Ord-233 (1125J17);Ord.236(i 1)29117);Ord.238(12112f18);Ord.248(3110121) Page 56 of 75 7208.5 Commercial Street Design 7208.5.1 Right-of-Way Width The standard right-of-way width for new commercial roadways shall typically be 50 and 70-feet. 7208.5.2 Street Section The standard street section for commercial streets will vary depending on the need for a center turn lane, bike lanes, volumes, percentage of truck traffic, and/or on-street parking. There are technical standards for Collector Roads. If a neighborhood/local road exceeds two thousand forecast trips per day, it may change the purpose of use. With hypothetical expected traffic counts based on the VillaSport Kittleson data, and commercial future infill this roundabout is not up to snuff. Collectors require specific sidewalks and buffers for safety and lessening traffic impacts, and those standards are not met at this roundabout. The safety of our citizens is important. This roundabout and cut-through traffic is close to homes and on private deeded streets. Thank you for your attention to this matter, before progress goes any further with the projects planned and under construction.
