Re: Annexation, Rezone and Road Vacation Applications for approximately 4.77 acres
on the northeast corner of Eagle and Overland Roads
Dear Ms. Canning:
We propose to develop approximately 4.77 acres at the northeast corner of Eagle and
Overland Roads in Meridian. The proposed development will consist of primarily
commercial retail and restaurant components. The exact mix will be dependant on
market conditions at the time of development.
Attached to this letter are our applications for:
• Annexation of parcel 51116336421, Sl 116336403, and S1116336453 consisting
of approximately 4.77 acres owned by Cameron S-Sixteen Retail, LLC. Rezone
of same parcels to CG.
Vacation of Rackham Way -- essentially a land swap to reconstruct Rackham's
connection to Overland further to the east from its existing location.
The site consists of approximately 4.77 acres, and is located on the northeast corner of
East Overland and South Eagle Roads. The site is located approximately 1150 feet south
of I-80/84. The site consists of three land parcels owned by the same entity. The
combined parcels make-up a property that is triangular in shape. The site is bisected
(north -south) by Rackham Way which connects Overland Road with a small Park and
Ride commuter parking area and provides access for the properties further to the north
and east but south of the interstate. Eight Mile Creek defines the north and east
boundary. A portion of the site is within the 100 year flood plain.
It is our intent to obtain general project approval through Planning and Zoning and City
Council and to work with City staff on the planning and construction details. A
preliminary and final plat will be processed at a later date. Both a proposed conceptual
site plan and conceptual elevations are included with these applications.
The project consists of several pad sites adjacent to the main roads. It is our intent that
drive-thru uses on these pads be a principally permitted use as long as they are 300' from

each other. A CUP will need to be processed if a drive-thru use is within 300' of
residential or another drive-thru use.
As with most commercial developments that are tenant driven the development and
construction may be completed in phases. Accordingly, the future platting will most
likely be completed in phases too.
The offsite improvements on both Eagle Road and Overland are complete; however,
ACHD has requested an additional 12' ROW dedication along Overland for future
widening at the corner. Additionally, in our correspondence with ACHD the relocation
of Rackham Way to the east is desired.
Access from Eagle Road is extremely important for our retail tenants. We propose a
right -in only access approximately 500 feet north of the Eagle and Overland intersection,
similar to the access the development on the west side of Eagle Road enjoys. Our traffic
impact report will show the necessity and justification for this Eagle Road access. All
three parcels will share this access; cross access easements between the parcels and
others to the northeast will be granted.
ACHD has requested that Rackham Way be relocated to the east. The existing Rackham
Way access is too close to the intersection to operate safely as a full access. There is an
existing fiber optic line in the existing ROW, therefore, the public road will be relocated
to the east but a private road with right-in/right-out access will remain. The vacation
application includes legal descriptions of where the public road currently is located and
the new proposed location. Rackham Way once relocated to the east will be a full access
approach to Overland and will continue to connect to the Park and Ride and from that
location remain as -is to serve the properties to the north; therefore, those property owners
are not affected by the revised location.
