The project contains 65 single-family residential lots on 20.51 acres. The smallest lot is 4,950 square feet, with the average lot size being 8,788 square feet. Six (6) common lots are located within the project, totaling 3.31 acre (16.1% usable open space). The property is zoned R-4 and R-8, which is consistent with the Meridian Comprehensive Plan Map designation of Medium Density Residential. The gross density (3.17) of the project complies with the City's designation of Medium Density Residential, which calls for up to 8 units per acre. The net density is 4.93 dwelling units per acre. The final plat is in conformance with the approved preliminary plat and meets all requirements or conditions thereof. The final plat conforms to all requirements and provisions of the UDC and with acceptable engineering, architectural and surveying practices and local standards. The project was annexed under Ordinance No. 07-1333 and recorded as Instrument No. 107119574, records of Ada County, Idaho. A development agreement was approved on June 16, 2007, and recorded as Instrument No. 107119572. This property adjoins the existing Spurwing Subdivision and Spurwing Golf Course. Sewer and water (United Water) are currently being planned to serve the site and will be continued through the property to connect with existing services. A secondary, emergency access is provided to Chinden Boulevard at the southwest boundary of the development. The project will provide active and passive recreational opportunities for the residents of the subdivision. The developer will provide sprinklers, trees, grading and hydro -seeding or drill - seeding of common areas. Ponds and connecting stream channels are incorporated throughout the project. A pathway has been designed through the common area, which features ponds and an abundance of vegetation. Pressurized irrigation water will be provided by an existing pump station and 15-inch well that currently serves the existing Spurwing Subdivision. The project also includes a unique design concept for the attached units, providing more privacy and personal space, as well as providing a more aesthetically pleasing street view by skewing the driveways and garages. The property can be adequately served by essential public facilities and services. Road improvements will be made in accordance with Ada County Highway District and Idaho Transportation Department standards, and impact fees will be paid to Ada County Highway District with each building lot. The road shown in the southwest portion of the project aligns with Ten Mile Road and is shown as emergency access only.
