Dear Ms. Canning:
This letter is provided in support of the following applications:
Paramount. -Church Subdivision Final Plat
Paramount Church Subdivision creates a parcel in the L-O Zoning District, located at the
southwest corner of the W. Producer Drive and Meridian Road intersection, for construction
of a second church in Paramount. The site was originally preliminary -platted as Lot 2, Block
40, in 2003, on property designated "Village Center Office/Retail " by the project's concept
plan with the Limited Office zoning designation.
The final plat conforms to the approved preliminary plat (PP-3-004) and becomes the first
proposal for development of the Village Center area which was approved for a wide range of
uses anticipated, but not specified, by the project plan (CUP03-008).
Inasmuch as the use was not specified in the CU approval, the attached Paramount L-O
Conceptual Site Plan is provided to assist the City in its evaluation of not only the proposed
church, but also to demonstrate how the remainder of the L-O property may develop in the
future. The companion application, to amend the project's Development Agreement, will
add clarity to the development of the L-O parcel in the future by specifying uses that would
be allowed, subject to detailed site planning, design review (as applicable), and subdivision
platting.
Access to the site will be provided from the north by the already -completed Producer Drive,
from the east by a new full access to Meridian Road, and, eventually, from the west when
North Peppard Ave. is extended as part of a future phase of Paramount Subdivision to serve
lots west of the proposed church.
We are confident that the Paramount Church Subdivision, supported by the companion
application, conforms to the approved preliminary plat and to the approved conditional use

permit; that it conforms to the requirements of the Meridian UDC; and that it is in
conformance with the City's engineering, architectural and surveying standards.
Paramount Subdivision Develo mp ent Agreement Amendment
Even though a church is a 'principal permitted" use in the L-O Zone, it was a use not
specifically identified in the parcel's Village Center designation in CUP03-008. Therefore,
a companion application, with the attached ParamountL-O Conceptual Site Plan is being
submitted to amend Section 4 of the Paramount Development Agreement (dated July 15,
2003, and recorded as Instrument No. 103137116).
A proposed new Subsection 4.3 establishes the basis for approving not only the proposed
church, but also other specified uses currently designated in the City's UDC as 'permitted"
or "conditional". The amendment will enable approval of those specified uses, subject to
detailed site plan, design review (where applicable), and subdivision submittals.
In Conclusion, we trust that the development agreement amendment application will be
processed concurrently with the related Paramount Church Subdivision. If you have questions
