Subject: Pinebridge Subdivision No. 1 Final Plat Application Annexation/Rezone Ordinance No. 08-1348 (Instrument No. 108022892) Development Agreement Instrument No. 108022893 Stanley Consultants, Inc. is pleased to submit to the City of Meridian the final plat application for Pinebridge Subdivision No. 1. Pinebridge Subdivision No. 1 will be located on 19.47 acres and will consist of 5 buildable commercial/office lots and 3 common/landscape lots. Phase I includes Ada County Assessor Parcel Nos. S 1108244600 and S 110824452 1, located south of Fairview Avenue, east of Locust Grove, west of Eagle Road and north of Commercial Street. The City of Meridian City Council approved the preliminary plat (PP-07-008), annexation and zoning (AZ-07-006), rezone (RZ-07-010), and variance (VAR-07-007) for Pinebridge Subdivision on November 7, 2007. A Development Agreement was made and entered into between the City of Meridian and DMB Investments, LLC on January 29, 2008. Said development agreement was recorded in the office of the Ada County Recorder on February 28, 2008, as Instrument No. 108022893. Meridian City Council passed Ordinance No. 08-1348 for the annexation and rezone of the property as described in said ordinance. The additional purpose of this letter is to provide the City with a statement as to how the final plat conforms to the approved preliminary plat and how the project complies with all of the requirements set forth in the Unified Development Code (UDC). The final plat is in substantial conformance with the approved preliminary plat. Pinebridge Subdivision No. 1 does not include an increase in the number of buildable lots or any reduction in the amount of open space and meets all requirements and conditions as set forth by the City of Meridian. The construction plans included with this application are in compliance with engineering, architectural and surveying requirements. It is located in Section 8, Township 3 North, Range 1 East. This report only calculates the runoff from the rights -of - way. Lot runoff will be addressed by the individual lot owners at the site design phase of development. Each lot must retain all their runoff on site. EXISTING CONDITIONS The majority of the project site presently consists of irrigated farm land. It generally slopes to the northwest (at less than 1 %) into the Jackson Drain. We determined the predevelopment Q25 flow. Pursuant to the policy of the Nampa & Meridian Irrigation District (NMID), all flows that discharge into an NMID drain must be less than the predevelopment Q25 flow rate. DESIGN CONDITIONS Pinebridge Subdivision was divided into 3 major drainage basins. Area A (subareas Al and A2) are serviced by a seepage bed. Area C (subareas C1 and C2) are serviced by a temporary drainage pond. Area B (subareas 131 and B2 drain directly into the Jackson Drain. The allowed flow into the Jackson Drain is limited to the predevelopment Q25 of the entire site. This Q25 was calculated and is shown in the drainage report. The design was based on the ACHD Development Policy Manual . Each basin was analyzed for the 25-year and 100-year flow rate and the 100-year runoff volume. The stormwater retention facilities on the site were sized to accommodate the runoff from a design storm with a 100-year return frequency (see attached calculations). PROPOSED CONDITIONS The onsite drainage will be conveyed by both surface and subsurface systems. The surface flow will be contained within the street sections to designed low points where a series of inlets will convey the flow to the appropriate retention facility (seepage bed). Runoff will be pretreated with sand/grease traps sized for each drainage area or combined drainage areas before being piped to the retention facility (see attached calculations). In accordance with the Development Policy Manual, the rational formula (Q=CIA) was used to estimate the peak runoff rates. A runoff coefficient (C) of 0.95 was used for the design condition and 0.1 was used for the predevelopment runoff. Time of Concentration values were calculated for each drainage area with a minimum allowable value of 10 minutes. Rainfall intensity (1) for each drainage area was interpolated for each drainage area per it's Tc value. contributing impermeable flow (see attached calculations). Per the Development Policy Manual, the 100-year high water level is a minimum of 1-ft below the top of each seepage bed. The bottom elevation of each seepage bed is a minimum of 3-ft above the seasonal high groundwater as measured by the site soils report. Three feet of filter sand will be installed below the bottom elevation for water quality treatment during percolation. All seepage beds will completely drain within 24-hours. Piping was sized to accomodate the 25-year peak flow event using manning's equation for PVC pipe (see attached calculations). SOIL CONDITIONS Based upon the soils and subsurface investigation for this area, there should be no problems with using the existing soils for drainage as shown. Groundwater was encountered from 7 to 14 feet below the existing surface. The infiltration rate for design was calculated per the Development Policy Manual. In the event that either groundwater or rock is encountered other than expected during construction, a revised design will be done based upon field conditions.
