Meridian Road — Letter of Intent
Dear Mayor and Council;
Please accept this request for a comprehensive plan map amendment and annexation and zoning
request for approximately 5 acres located on the southwest corner of McMillan Road and
Meridian Road, at 4585 N. Meridian Road, Meridian, Idaho. The property currently contains one
single family dwelling, and is located in the RUT (Ada County) zone. A comprehensive plan
amendment on a portion of the property from medium density residential to mixed use would
allow for the rezoning of the property and the development of a United States Postal Services
carrier annex. The other uses on the property will include future office space and retention of the
existing single family dwelling.
The Comprehensive Plan Map designation being requested is Mixed Use Community. A zoning
designation of L-O is proposed with the annexation application. A conceptual plan showing the
postal carrier annex, office space and residential has been submitted. It is anticipated that a
development agreement will be necessary with the annexation.
This property is located in the North Meridian area. This area has experienced extreme growth in
the last several years. As this growth occurs, there is also a need to expand public services.
Whether those services are schools, fire stations, or postal services, locating these services closer
to its need, reduces the amount of traffic and pollution, conserves fuel and energy, and is an
overall benefit to the City as a whole. In the case of a postal carrier annex, location is very
important. It must be centrally located and also be on a transportation corridor capable of
handling the increase in traffic. This property provides all of those needs. As designed, the postal
carrier annex will have its main access point on Meridian Road, a minor arterial. Meridian Road
is planned as a future five lane roadway, according to ACHD and the North Meridian Traffic
Plan. As it exists today, Meridian Road is 3-lanes with a center turn lane that enables proper
ingress/egress into this site, without compromising safety or disrupting traffic flow. By designing
a shared access point between the annex and the proposed office use to the north, multiple access
points on Meridian Road can be avoided. In addition, the access for the existing single family
dwelling located on the south side of the property can be eliminated and taken off of Lava Falls
Drive in the adjacent Amber Creek subdivision. Compatibility to the surrounding land uses is
important. Fencing, landscape buffering, lighting and parking are all items that can be addressed
in detail and conditioned through the development agreement in order to keep these uses from
being a detriment to the community.
It is unclear at this point whether the postal carrier annex use will fall under a public/quasi public
use, or something else. The definition in the Code of public/quasi public states that "the use of a
site for a public purpose or public facility, including municipal, state and federal services. The
use includes, but is not limited tocity hall; community centers; courts; emission testing facility;
fire station: law enforcement; library; park -and -ride lot; post office; and transit stations."
Although it has been pointed out by staff that to be included in the public/quasi public use
category, the postal annex would need to be an actual post office with a retail outlet, one could
argue that the proposed use would meet the intent of the above definition in a way similar to a
fire station, that, although not a "retail use", still serves the public need.
Please consider these statements, in addition to all future comments as this request is processed.
The applicant will be providing staff with additional information and detail regarding the
specifics of the postal annex facility, prior to staff's review leading up to public hearing. In the

Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.

under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.

UDC 11-5A-5.
