Specific Details Of The Change Requested: Proposed Comprehensive Plan
Amendment from Residential, Medium -Density to Mixed -Use, Regional.
Hawkins Companies is seeking to expand the existing Mixed Use, Regional designation
on the northwest quadrant of Meridian Road and Amity Road. This request is to amend
the Comprehensive Plan to include three (3) adjacent parcels of land from Medium
Density Residential, to Mixed Use, Regional.
Specific Information On Any Property Involved
The intersection of Amity Road and Meridian Road has been identified as a potential
commercial hub, though much of this remains either undeveloped, underdeveloped or
agriculturally used. All four corners of this intersection are currently designated "Mixed
Use", with the SWC being "Community", whereas the remainder has the "Regional"
designation. We are seeking to expand the designation on the west side of Meridian Road
to mirror the east side, from Harris Road to Amity Road.
This project is a consolidation of four (4) separate parcels. (See Exhibit 1.) Parcel 1 is an
oddly shaped parcel of approximately twenty five (25) acres, is located directly on the
SW corner of Amity Road and Meridian Road, and currently has the Comprehensive Plan
designation of Mixed Use, Regional. This property has primarily been used as cultivated
agriculture land since 1939, and is undeveloped. There are two natural gas pipelines that
bisect this parcel (Williams Gas Line, 22" and 24" diameter lines) which will affect the
site layout of any proposed development to this property.
Parcel 2 is approximately five (5) acres in size and is commonly known as 320 West
Amity Road. This property is improved with a single family residence, along with three
(3) separate detached garage structures. The remainder of the property is used as pasture
land. This parcel appears to have been previously subdivided out of Parcel 1.
Parcel 3 is approximately thirty-five (35) acres and was previously presented to the City
of Meridian for residential platting purposes. M & H Development proposed to convert
this undeveloped, agriculturally used land into one hundred fifteen (115) residential lots,
and seven (7) common lots. As the housing market shifted, this plan was dropped, and the
land was then placed back onto the market.
Parcel 4 is approximately one and a half (1 '/2) acres and under separate ownership.
Though this property is not under our control, we have met with the land owners, gained

their support for the project, and they requested to be a part of our Comprehensive Plan
process. They have improved their property with a nine thousand (9,000) square foot
structure that they currently live in, but was developed with the foresight to convert to
office space. We have integrated their parcel into the larger development plan, and
believe they will be a complementary component of the larger integrated development.
Address How The Proposed Amendment Provides An Improved Guide To Future
Growth And Development Of The City
South Meridian has grown significantly in the recent past with little retail developed to
support the residential growth. Today, South Meridian citizens must drive to the north
side of Interstate 84 or even Boise for most goods and services. We feel that making this
land use designation change will provide the City of Meridian the opportunity to
diversify the economic base while providing citizens increased opportunities to meet their
day-to-day shopping needs. The City of Meridian has continually evolved from an
agriculturally based economy, but a lack of diversity still exists on the south side of
Interstate 84. Goals and Policies identified in the 2002 Comprehensive Plan stated that
the City of Meridian needed to continually adjust the amount of commercially viable
property to ensure a gradual and broad transition to a manufacturing; retail and service
economy. We feel that approving this application may have many direct, positive results
that will implement the established Goals and Polices of the City of Meridian
Comprehensive Plan, such as:
• A consolidated shopping center, centralized along two major arterials, will
maximize the utilization of existing transportation infrastructure.
• Citizens have continually asked for increased commercial opportunities, debating
only on the intensities. This Mixed Use centralized shopping center would
provide all of their day-to-day shopping needs in one spot. It would also contain a
transitional zoning area to the north designed to buffer the existing residential
neighbors from the land uses planned to the south.
• The City of Meridian has focused on creating a broad based economy. This
approval will contribute to this economy by providing a healthy construction
cycle followed by a long-term retail job generator.
• The recent down -turn in the housing market has created an excess of undeveloped
residentially designated property. The Mixed Use, Regional designation will
allow us to incorporate a residential component to the north and then transitioning
southerly into a viable centralized shopping center in an area (South Meridian)
that currently has little shopping opportunities.
Shopping Center Design
Hawkins Companies is a locally based company that has developed properties for the last
thirty years. Some of the local projects developed by us include Franklin Town Plaza and
the Edwards Spectrum (Overland & Cole). Hawkins Companies has a vision of a long-
term investment with each commercial development. We desire to provide a development
that abides by the city's development standards while providing for the tenants
operational needs while serving the surrounding neighborhood community.
The site will be landscaped with trees and shrubs and ground cover around the entire
perimeter of the property coupled with a meandering sidewalk that will be placed within
the required front -yard setbacks along the Harris, Meridian and Amity frontages. The
City of Meridian has developed a "Regional Pathway Plan" that overlays much of the
Williams Pipeline, and we have incorporated plans that will expand that trail system from
our westerly property line to the intersection of Amity and Meridian..
We have conducted several meetings with City staff, as well as held neighborhood
meetings, and we feel that we have a clear vision of the type of development that will be
suitable to all parties of interest. Comments gleaned from this process have directed us to
seek various elements, such as: interesting architecture that will make different sides of
the buildings appealing, using such elements as banding, pilasters, varying colors of
CMU bricks; EFIS, metals and wood. We intend to articulate the facades of the buildings
to break up any long stretches of walls.
The existing Williams Gas Pipeline that bisects the proposed development creates some
site planning issues. We have worked hard to achieve the highest and best use of the
property, while still honoring their easement that severely restricts how the property will
be utilized.
To transition the existing residential neighbors to the north, we have planned for that side
of the site to have the least intensive land uses. We intend to have residential uses in the
NW corner, furthest from Meridian Road. As we move east, towards Meridian Road, we
envision office space, as well as restaurants. Located on the NE corner of the property,
we envision a water feature (pond with waterfall or other interesting feature) that will
also function as a storm water retention pond for the site. We hope to create a desirable
and environment that would be suitable for an up -scale restaurant that might provide out-
side seating.
Along the easterly perimeter of the property (along Meridian Road) we have attempted to
incorporate various "New Urbanism" techniques. Locating retail/restaurant pads between
public right of way and our larger parking fields should help screen the parking impacts,
and result in a more appealing shopping center.
Transportation
The shopping center will have increased demands on the transportation system. We
intend to update an existing Traffic Impact Analysis, which should provide direction for
any off -site improvements that may be needed. Amity Road and Meridian Road are both
classified as "Major Arterials", which has been planned and designed to carry the amount
of traffic generated by the South Meridian region.
Our conversations with neighbors were mostly all positive, but there was some concern
with regards to the traffic that will be generated. By and large, the residents were happy
that we designed the development with one primary access point on Harris Street, while
the remainder of the access points were on Meridian Road (two right in/right out access
points, and one full -access point) and Amity Road (two full -access points). We made it
very clear to the residents that it is our intention of directing traffic to the center via
access points on Meridian Road; however, a variance requests would need to be made to
the Idaho Transportation Department to secure those access points. Many of the residents
in attendance stated that they would be willing to stay involved with the development
process, and would support those variance requests at the appropriate time.
Conclusion
Hawkins Companies has assembled approximately sixty-seven (67) acres of land that is
ideally situated for a mixed use (regional) development. The City of Meridian has stated
that it desires to broaden its economic base; and there is definitely a shortage of shopping
opportunities in South Meridian. This property is ideally located at the intersection of two
Major Arterials, and the surrounding properties in the vicinity of the intersection all have
the Comprehensive Plan designation that we desire: Mixed Use, Regional. This property
is ideally situated is an opportunity for the city to provide long-term service solutions
while also broadening the city's economic base. We are a local development firm that is
interested in working with the various stakeholders (City of Meridian; Citizens of
Meridian; existing residential neighbors; Williams Pipeline; and neighboring property
owners) to create a long-term venture that will be mutually beneficial for all stakeholders.

Project Description
Hawkins Companies has assembled four (4) parcels of land for this proposed mixed -use
development. Comprising approximately sixty-seven acres, we plan to build a quality
commercial development that will provide ample opportunities to meet shopping needs
for those citizens located south of Interstate 84, a small office complex, and a residential
component to compliment the existing and proposed residential developments to the
north and west. The current Comprehensive Plan Land Use Designation for all four
corners of Amity and Meridian is Mixed Use, Regional and Mixed Use, Community; and
our development will likely be one of the first to actually develop under any of those
Land Use designations. We have previously submitted an application to expand the
existing land use designation of Mixed -Use, Regional to the entire subject property; and
this application is to formally request Annexation into the City of Meridian; and to affix
the following Zoning Districts to the property: Residential, Medium Density (R-8);
Limited Office (L-O) and General Commercial (CG), as shown on the attached exhibits.
Zoning
Our Open House meetings with neighbors provided valuable feedback on our plans, and
we intend to be sensitive to their concerns related to our project from their existing
homes. These neighbors to the north have been very involved with the land development
process, and were pleased to see that we intended a mixed -use development for the
property, instead of the previous residential development that was being entitled.
It is our intent to provide ample buffers between our uses and the existing neighbors. We
have designed several improvements that will provide buffers (off-street parking areas for
Harris Street; landscaping along development perimeters and sidewalks); but our planned
zoning designations are the best tool at providing that protection.
We have three (3) distinct zoning districts that we are seeking to create upon this parcel:
Residential, Medium Density (R-8); Limited Office (L-O) and General Commercial
(CG). On the northwesterly portion of the development, we have allocated 4.9 acres of
residential development. With the R-8 Zoning District, we would be able to provide as
many as forty residential units. We have site designed this to primarily be a multi -family
development. We will either develop these residential units through our sister company
Hawkins Homes, or we may market this land.
We also intend to create a small office complex on the northerly portion of the property.
These types of land uses typically have less delivery vehicles; abbreviated work hours;
less vehicular traffic, and are usually smaller buildings with equivalent set -backs. This
area is approximately 2.81 acres in size, and is generally located to the west of our
entrance off Harris Street.
The remainder of the property (approximately 58.73acres) is planned for General
Commercial (CG) development. With this zoning designation, we have planned to
transition within the CG zone, from less intense to the north to more intense to the south.
We have accomplished this by placing smaller (speculative) retail shops along the
parking fields, and have positioned our mid -box stores (Bed Bath & Beyond; TJ Maxx;
Kohl's; Ross; and Famous Footwear are some examples) along the middle of the
development, with a larger single store (Target; Fred Meyer; and Wal-Mart are some
typical examples) located closer to the Meridian/Amity corner. This transition from less
intense to more intense, coupled with the proposed built improvements (Harris Street
realignment; landscaping and sidewalks) should adequately buffer our development from
the existing land uses.
Design Elements
Utilities
There is currently water; phone and electricity located in the near vicinity, but still lack
sewer or storm water systems. Subject to the planned extension of the Black Cat sewer
trunk to the near vicinity (as well as the extension of other utilities) we anticipate
extending such utilities as needed to and through our site and participating financially.
Building Design
Building design will be a large component of creating an aesthetically pleasing
development. Although our project is smaller in scale, we anticipate the same style and
design as can be found in the new Treasure Valley Marketplace. We intend to bring
similar design elements (varying building heights; articulating store fronts; "banding"
around the building using integral colored CMU blocks; pilasters for vertical relief), as
depicted in the attached exhibit.
Landscaping
Landscaping will be a large part of how we intend to buffer our project from existing
uses. All four sides of our development will have a landscaping buffer. A typical planting
schedule may include: trees, shrubs and groundcover. The size of said landscaping will
depend upon the location, but typically, the City of Meridian can expect a 35' wide buffer
along South Meridian Road (with a 10 foot wide, meandering, detached sidewalk), and
25' buffers (along with a 5' wide, detached sidewalk) along Harris Road, Amity Road,
and a twenty -foot buffer to the proposed residential neighbors to the west. Our property
has also been identified in the path of the Regional Trail System; our plans will pick that
trail up on our western border, and we will provide room and improvements to extend
that trail the corner of Amity and Meridian.
Another design element that we propose is a multi -functioning water feature on the
northeastern most corner of the property. We envision this to be the "entry focal point"
for customers traveling southerly on South Meridian Road. While it will primarily
function as a storm water detention facility, we hope to design this feature in a way that it
will be aesthetically pleasing, and will hopefully entice a fine restaurant, capitalizing on
the ability to provide outdoor seating.
Conclusion
This request for annexation and zoning designations will provide an excellent opportunity
for the City of Meridian to provide retail, goods and services opportunities for citizens
south of Interstate 84. We have taken specific measures to ensure compatibility with
existing neighbors, and the landscape buffers (with detached sidewalks) will provide a
nice amenity for the neighborhood. We have designed the site to provide connectivity;
while maintaining several different layers of buffering of our development from the
existing neighbors to the north. We believe this development will greatly reduce the
number of shoppers crossing to the north side of I-84, or shopping outside the corporate
boundaries of Meridian; will diversify the local economy (by increased property taxes;
sales taxes and jobs) and keep these retailers searching for sites on the south Meridian
Road corridor, within the corporate boundaries of Meridian.
