No. - 08035 Dear Sonya, Good afternoon. Please accept this submittal for Conditional Use, Design Review and Alternative Compliance for the indicated property. The proposed project is located on the southwest corner of Locust Grove and Overland roads. This application is to construct a two story 30,000 s.f. assisted senior housing facility. Access to the site will be off of Locust Grove Road at the southern portion of the property. The number of parking stalls exceeds that required by the Unified Development Code (UCD). All required landscape buffers have been met and are in compliance with the UCD, with the exception of a walking path for the residents and an outdoor plaza, which we are asking for in our alternative compliance. Enclosed you will find our completed applications and checklist with appropriate attachments. Design Review The building will be a two story structure with sloped roofs with a maximum roof height of less than 27'-0". The building is placed on the site to address the corner intersection of the property, to provide visibility from both directions on Overland Road as well as Locust Grove Road. This project will be the prominent feature for Overland and Locust Grove intersection. The building consists of a 30 bed initial phase with a 24 bed future expansion. The building will have a mixture of horizontal lap siding, simulated shake siding and trim, all painted in various earth tones as well as some simulated stone on all sides of the building. The roof will be an architectural composition roof and will have various plate heights to break up the length of the roof plane, and will include dormers. The parking lot I located primarily behind the building and will be screened from public view. The entrance for the building is defined by a covered drop-off circle in connection with the parking lot. The primary entrance is sheltered from view from the traffic on the street. However the entrance lobby opens out onto a public plaza on the northeast corner of the building. The site allows for continuous pedestrian access from both Overland and Locust Grove Roads to the parking lot and entrance. Alternative Compliance This lot has considerable slope from the east to the west making it difficult to properly place a structure on the site without considerable excavation. This will require a minimum of two retaining walls around this corner within the required landscape buffer. The amount of landscaping has not changed, only the addition of non-structural (less than 4'-0') retaining walls. The proposed plaza will be approximately 5'-0" below the sidewalk at the corner of the intersection. A public plaza will be partially concealed by landscaping and retaining walls. We have provided public access from the main sidewalks at the streets to the building by use of sidewalks at the far northwest and southern portions of the site where the grades are less drastic. The residents of the facility are also required to have walking paths and outdoor space. These features lie within the required 25' landscape buffer. This site is extremely restrictive for any project, due to its size and shape. The ability to include open space for the residents, the building and the parking is limited. It is our understanding that the Unified Development Code does not allow for these amenities to be located in the landscape buffer (11-2B-3 & 11-3B-7). It is our request however that these site elements be allowed, as it provides a variety of aesthetic between the street and the building and adds to the beautification and appeal of this corner lot and allows the building to be constructed within the tight constraints of the site. This also allows all of the building to be built at a level between the adjacent residential neighborhood and the intersection, rather than matching the top elevation and placing the building 5'-0" higher which would be unappealing to the neighborhood. Allowing walking path within the landscape buffer will provide a safer location for the residents to walk and enjoy the outdoors than that from the main street sidewalk. The landscape plantings will be as required by the UDC. It is our opinion that with this Alternative Compliance this project meets the remainder of the UDC requirements.
