Watertower, Suite 200 Meridian, Idaho 83642 Re: Maxfield Subdivision —Preliminary Plat/Conditional Use Application Dear Commission and City Council, The applications you have before you represent an improved design of a previously approved plan for the subject site. To further clarify ... as part of a previous application (July 2005), the 5.02 acre property was annexed, rezoned (to R-8), approved for Conditional Use (for 5 assisted living "Cottages"), and approved as a two lot subdivision (see AZ 05-027, PP 05-927, CUP 05-034). Though the annexation and rezone were approved (the annexation was only recently recognized by the State), the CU and I Preliminary plat elements have now lapsed/expired. I Determined to see the project through, the developer began the process of preparing for another submittal and hearing (for a new conditional use, preliminary plat); however, while looking over the old design, this new concept began to emerge —providing the following additions/improvements: 1. A more open and campus like design 2. A more visually safe environment for the residents 3. Better use of open space... including more convenient and pleasant walking & sitting areas 4. Improved vehicle flow for visitors and for emergency vehicles, etc. 5. Improved Parking design 6. The potential for more efficient drainage across the site (porous concrete) The proposed development includes the existing single-family home (on a separate lot) and five (5) assisted living units now on individual lots. The private road and common area will be located on one common lot. The existing house will also be platted as an individual lot. Each unit, referred to as "Cottages" has 15 beds (14 bedrooms). Each Cottage also includes an oversized kitchen and laundry facilities. Nursing care is NOT provided. This is a non -convalescent facility with residents capable of varying degrees of self -care. Housekeeping and family -style dining services are also provided. Meridian already has a successful "Cottage" development at Bridge Tower --off Ten Mlle Road. It has been well received and is an excellent model for assisted living projects within neighborhood situations. In these settings, Senior citizens are given the opportunity to live close to relatives AND maintain their independent life styles (as much as possible). An "assisted living facility" is a Conditional Use in the R-8 zone. Open space requirements are satisfied with this design and shall be appropriately maintained. Perimeter landscape buffer requirements will also be met. All infrastructures will'be installed by the developer. No additional requirements or expense will be incurred by the City of Meridian. As discussed with the prior City Engineer, there is adequate capacity for both sewer and water main extensions to serve the development. Sewer and Water main extensions will be dedicated to the City of meridian. As mentioned in the previously approved application, this development will provide a beautiful and well maintained buffer around the project. The development is bordered by rural residential lots on the north, east, south and west (Golden Eagle Estates and Dartmoor). Kingsbridge, a low density residential development, was recently approved (southeast). Large rural lots exist to the west —across S. Eagle Road. These lots were developed as a medium density residential area according to the future Land use map. You will notice that this application includes a request for a Private Road (Cottage Lane) This was not necessary with the original application because all five of the Cottage units was to be located on a single (platted) lot. Mr. Maxfield has decided to place each of the Cottage units on a platted lot (primarily for finance purposes). In order to accomplish this, it is necessary to that we provide a private road so that each of the lots can meet the minimum frontage requirements (as shown). The road will be part of the large common lot and provide ample accessibility for visitors, residents, staff, and etc. With respect to a the private street maintenance agreement, the road will be owned and maintained by the owner of the Cottages and/or the Home Owners Association. An appropriate note appears on the face of the plat and additional documentation can be provided prior to recordation. During the previous and recent neighborhood meeting, the neighbors were supportive. Many of them had visited the Bridge Tower Cottages before the previous application was approved and were very impressed with the high quality development, The general consensus was that a "Cottages" development was better for the area than three houses per acre. As noted in the previous application, the proposed subdivision relates to the City of Meridian Comprehensive Plan by the following policy numbers: • Chapter VI, Goal II Objective A, Action 5 and 12- Sidewalks along eagle road and Falcon drive will provide connectivity to the surrounding area and within the proposed development. No new connections to Eagle Road are proposed. • Chapter VI, Goal IV, Objective A, Action 9, 10, and 11-The project is nearly an "in -fill" type development due to surrounding City limits. Thus, City services will be utilized more effectively. This development will specifically serve senior citizens. • Chapter VII, Goal III, Objective A- The developer is bearing the cost to extend public sewer and water services to the development. • Chapter VII, Goal IV, Objective D, Action 5- A required green space buffer will be provided along Eagle Road. Our engineer has evaluated the availability of surface irrigation at the site. It has been determined that there are insufficient surface water rights to justify the construction of an irrigation system. According to his calculations, the required irrigation daily demand for the site will be about equal to the weekly supply that is available during the irrigation season. We request that the site be allowed (as previously approved) to connect to the City water lines for irrigation purposes. Expected groundwater elevations are based on a previous geotechnical engineering report from this office of the Kings Bridge Subdivision (rptB40499). Kings Bridge is located approxinlotely one eighth of a mile southeast of the proposed project and both sites are topographically Similar. Geology: The 'subject site is located within the Boise Valley which is directly underlain by a thick sequence of alluvial sands and gravels typically deposited on basalt formations. These sediments are loosely named the Boise River Gravels and were deposited as river floodplain and stream outwash from the Boise River. These gravel deposits tend to have imbricated well-rounded Blasts, poor sorting and crude stratification. Beds of gravel and lenses of cross -bedded sands/silts suggest deposition in braided channels. West of the Nampa area thick deposits of Bonneville flood sediment cover the Boise River Gravels. The Boise River Gravels consist of unconsolidated clay, silt, sand, gravel, and cobbles. The Boise River Gravels have been subdivided into smaller units based on their age and are exposed as distinct alluvial terraces. Five of these terraces are well exposed in the Boise area and range in age from Middle Pleistocene to Holocene (<1 million years ago). The site is situated on the Gowen Terrace, the fourth terrace above th.e flood plain. The Gowen Terrace is generally regarded to overlie sands and gravels of the older Bonneville Point formation. Native surficial soils on the site are silts and/or sandy silts and/or lean clays. Underlying these soils are poorly graded free draining washed sands and sandy gravels (Othberg and Stanford, 1992). Soil moistures in the test pits were generally moist within the surficial clay and dry to slightly moist. The estimation of the extent to which groundwater levels fluctuate under seasonal influences, is problematic without regular monitoring, llowever, groundwater levels in the site vicinity arc controlled primarily by agricultural irrigation activity and cabal leakage in the local area, and are likely at their maximum elevations during the irrigation season. Based on the evidence of this investigation and background knowledge of the area, it can be predicted that the project groundwater will remain at depths greater than 12 to 15 feet below the ground surface throughout the year.
