The King's Congregation CREC (King's) church has entered into an option to
purchase the historic 7,000 GSF Locust Grove Grange #118 (Grange) building
and approximately 2.74 acres of land, upon which it is situated. Currently the
Grange is located on R-1 Ada County land operating with exempt status. Due to
changing circumstances, the Grange has offered to sell the facility to King's
contingent upon completion of annexation into the City of Meridian (City) and
appropriate zoning certification allowing a church use.
Two pre -application meetings have been conducted by King's with the City to
determine the feasibility of annexation and zoning certification as L-O with a
development agreement. King's anticipates a minimum of a two-phase approach
to annexation and use of the site as a full-time church.
Phase One involves the annexation and zoning certification as a L-O zone that
would allow the existing Grange building to continue standing as -is with King's
continuing to hold worship services in the building on Sundays and other minor
gatherings as are normally encountered by the congregation during the week.
As part of Phase One, and within 6 months of annexation, King's would connect
the existing building to City water and Sewer and provide at least one fire hydrant
compliant with regulations. These connections would be made to existing
services available in Pienza Street on the eastern edge of the property. It is
unknown if service for a second hydrant is available in the vicinity. In addition to
utilities, King's would agree to remove any access from Victory Road and
develop site access and compliant street termination via an ACHD approved
`emergency vehicle hammer -head' off the existing non -compliant terminus of
Pienza Street. King's would also bring the Victory Road frontage into compliance
with ACHD and City requirements for right-of-way dedication, sidewalk, removal
of existing fence and driveway entrances, and landscaping on pressurized
irrigation. While it appears to strain the finances of King's, Phase One would
also include developing a compliant parking area for 41 cars, well in excess of
the City required 12 car parks and the 28 to 30 car parks counted on a typical
Sunday worship for the existing 7,000 GSF building.
In addition to two pre -application meetings with the City, King's has also met with
the Fire Department, ACHD and conferred with the Meridian School District and
adjacent land owner and developer Cavanaugh/Kasterra as well as conducted a
Neighborhood Informational Meeting with notice being sent to those identified by
the City.

The Fire Department has requested two hydrants within 450 feet of the existing
building. While it is apparent that one hydrant serviced from the east on Pienza
is possible, King's has not resolved where a second hydrant could be serviced
from, and would install the second hydrant once service is available to the
property.
Both the City and ACHD will require King's to dedicate right-of-way along a
portion of the west side of the property for a future extension of Mesa Street to
the south of Victory Road as is planned as part of Cavanaugh/Kasterra's future
residential subdivision. Neither the City nor ACHD would require development of
the Mesa Street extension at this time, as it does not serve any required or
planned access for King's. ACHD has no additional requirements other than the
alternative `emergency vehicle hammer -head' termination of Pienza Street and
the installation of the compliant sidewalk on Victory Road.
The School District agreed with the City's pre -application request to extend
pedestrian flow via sidewalk east -west across the site to the south of the existing
Grange building in order to provide connectivity with the future Mesa Street and a
proposed educational facility west of the subject property the School District has
an option on. Neither Cava naugh/Kasterra nor the School District has any short-
term plans to develop. It is understood that King's may desire to develop access
off Mesa Street at their sole expense in a future phase, once Mesa Street is all or
partially improved, but in instance would such a driveway be designed to extend
Pienza Street through to Mesa Street as a direct connection.
The Neighborhood Informational Meeting was lightly attended but raised no
issues other than the City required 6 foot opaque fence between the L-O use and
the Residential use. The neighbors objected to the possibility of dual fences with
an un-manageable interstitial space between their existing fences and the new
required fence that was seen as a maintenance and fire hazard. King's will
comply with the City's requirements if still mandated as part of Phase One. It is
unclear what will be required as part of Phase One for a separation to the south
of the property as there is no residential currently existing, similarly along the
west. King's would agree to condition the additional fencing separations as
required when actual residential uses commence construction, but sees such a
fence as an attractive target for graffiti until there is more supervision of the area.

It is anticipated that King's would utilize the existing on -site well for pressurized
irrigation of compliant landscaping along Victory Road as well as landscaping
along the proposed Mesa Street, adjacent to existing residences, and
landscaped grounds immediate to the Phase One improvements. This would
take some stress off the City system. The residual portion of the property
indentified for Phase Two is proposed as arable landscape of maintained native
grasses, thereby further reducing the need for water.
As Part of Phase One or as a subsequent sub -phase, King's would anticipate
exterior image enhancements to the existing historic Grange building in order to
preserve its general character and improve maintenance and function. Most
notably, it is recommended that the grey stucco be painted and a wainscot of
paint or veneer be added to improve the buildings weather resistance and sense
of human scale. Dependent upon the annexation and zoning compliance
process, changes to the site access may also dictate a relocated or secondary
entry to the existing building be added in addition to the north elevation entry that
would likely prove to be inconvenient in the long-term.
The balance of the property has been identified as Phase Two and would involve
a future Church building of up to 42,500 GSF on multiple levels and an additional
52 complaint parking spaces and required irrigated landscaping. Aerial views
have been provided to indicate an anticipated character for the Phase Two
implementation, but King's currently has no funding or plan for a specific building
and development program time line. King's has no plans to sub -divide and sell
the residual parcel, rather it is the long-term investment for the future of the
church that motivates the annexation and zoning compliance request.

A tract of land situated in the Northwest One Quarter of the Northeast One
Quarter of Section 30, Township 3 North, Range 1 East, Boise Meridian, Ada County,
Idaho, described as follows:
Commencing at a found 5/8-inch steel pin monumenting the North One Quarter
Corner of said Section 30, thence following the northerly line of the Northwest One
Quarter of the Northeast One Quarter of said Section 30, North 89042' 13" East a
distance of 1,069.99 feet to a point, which bears South 89'42' 13" West a distance of
1,569.99 feet from a found 5/8-inch steel pin monumenting the Northeast Corner of said
Section 30, and being the POINT OF BEGINNING.

The King's Congregation has been utilizing the local Grange building for many years as a
place of worship. Recently the Grange has made King's an offer to purchase the building
and property. As part of that process, The King's Congregation is seeking annexation
into the City of Meridian and rezoning of the property for Ada County Zone R-1 —
Residential to Meridian Zone L-O — Limited Office — With Development Agreement.
This process requires The King's Congregation to send notice to all owners of real
property within 300 feet of the proposed annexation and hold a Neighborhood Meeting in
advance of the application and hearing process.
You are invited to attend a Neighborhood Meeting to discuss the information and
requirements The King's Congregation is anticipated to satisfy on:
Wednesday, November 12, at'7:00 PM in the Grange Building located at
1201 E. Victory, Meridian, Idaho.
Preliminary plans for the proposed use of the existing building, requirements of
annexation and zone change as well as potential long-term master planning for future
development will be presented and available to review and discussion of neighborhood
concerns. Minutes of this meeting will be included in the initial application to the City of
Meridian.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued. .
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.
