Watertower, Ste. 202 Meridian, ID 83642 Date: June 27, 2008 Re: Shays Cove Subdivision Annexation, Zoning Designation & Preliminary Plat Dear Anna: On behalf of John Shay we are requesting approval of annexation, zoning designation of R-4, and a preliminary plat for 8 buildable lots and 3 common lots on a total of 4.45 acres located on the northwest corner of the intersection of Victory and Mesa. This site will be a replat of Lot 1 Block 2 within Kachina Estates Subdivision (County Plat). The Ada County Tax Assessor's parcel number for the site is R4814130175. Comprehensive Plan Goals Economic Goal 1: Recognize that Meridian's population will continue to grow and positively influence that growth. This request should have minimal impact on the City. According to the comprehensive plan land use map this site's designation allows up to 4 units to the acre and Shays Cove Subdivision is 1.77 D.U./Acre. In return, this site will propose larger lots that should minimally impact City roads and City services. Public Services, Facilities, and Utilities Goal 4: Expand, improve, and maintain the City's infrastructure to meet existing and growing demands in a timely, orderly, and logical manner. This property is enclaved and city services are in close proximity to the site. Water, sewer, and pressurized irrigation are adjacent to the property. This site is in close proximity to surrounding schools. Mountain View high school and Park Ridge Elementary School are within 2 miles from the site. Due to the small size of the request and the close proximity of schools and City services, this request should have minimal impact on the City's infrastructure. Public Services, Facilities, and Utilities Goal S: encourage the development of a continuum of services to meet the health care needs of the citizens of Meridian. This site is about three (3) miles from St. Luke's hospital. As a result, this subdivision puts residents in closer proximity to their health care needs. Land Use and Housing Goal S: Offer a diversity of housing types for a greater range of choice. This site will provide a minimum lot size of 12,000 SF. These type of lot sizes are greatly encouraged within the Meridian house market that is dominated by smaller lot sizes than those proposed in Shays Cove Subdivision. Zoning We are requesting a zoning designation of R-4. The developer is presenting a development that will be in harmony with the goals of an R-4 zoning designation. The City's comprehensive plan supports a low density residential designation for this part of Meridian and the requested R-4 designation is in compliance with the City's comprehensive plan. The subdivisions surrounding Shays Cove Subdivision are designated as R-4 and the proposed Shays Cove Subdivision will be in compliance with the surrounding area. PRELIMINARY PLAT The preliminary plat request is for 8 buildable lots and 3 common lots on a total of 4.45 acres. The subdivision is proposed with a public road that will meet the standards set forth by ACHD and Meridian City. This is a small subdivision with utilities being in close location. The nature of the request should have minimal impact on the City and surrounding neighborhoods. The developer is proposing larger lots that are atypical of an R-4 zone. The developer is doing this in order to create a buffer from the smaller 8,000 SF minimum lots and transition the site from an 8,000 SF minimum lot to a 12,000 SF minimum lot size. As previously indicated, these larger lot subdivisions are lacking within Meridian City and the developer's proposal will create a subdivision that will stand apart from the rest in this community. This site is unique with the provision of generous lot sizes and the developer and his family will continue to reside in the subdivision. The developer is planning on building a new home in lot 2 and selling his existing home on lot 3 to his son. With the developer planning his future residence within Shays Cove Subdivision, this should show that this subdivision will be designed and developed to the highest standards. In addition, the submitted elevations should give the City the confidence of the quality design. 2 Open Space & Landscaping The two common lots along Victory are provided in order to provide a landscape buffer per Meridian City's standards. The third common lot is located within the subdivision to provide a landscaped lot for storm drainage retention. Roadway -In rmation The proposed local road will meet the requirements of ACHD. We held a tech review and ACHD indicated the proposed local roadway meets the intersection spacing requirements. The local road is proposed because access onto Mesa cannot be provided. The property being developed is the owner's residence. His intent is to keep his home and all existing shops that are fronting Mesa. He is planning on selling his home to his son while he will be building a new home within the requested subdivision. An access from this site onto Mesa is not feasible because of the existing home and shops. ACHD is aware of this request and has indicated they will not object to our proposal. Koi Place is designed as a cul de sac in order to restrict trips to Shays Cove. It appears the City is intending for Mesa Way to carry large volumes of traffic. With future development, Mesa Way will provide access to Victory Road from the stub road in Meridian Greens for residents residing in Meridian Greens Subdivision and other surrounding subdivisions. Provision of through access from Koi Place will be detrimental to this development and other surrounding developments as local roads are intended to increase access and not mobility. With the significant amount of traffic that will be generated from the future connection of Mesa Way and the development of Tanana Valley Subdivision, Cavanaugh Subdivision, and an Alternative School on the south side of Victory the Mesa/Victory intersection will be a highly utilized intersection. Should Koi Place be a through street, vehicles will use this road to by pass the wait time from the north side of the Mesa/Victory intersection. As a result, Shays Cove and future subdivisions that utilize Koi Place will receive an unsafe increase in through traffic which will be hazardous for pedestrians and children at play. Therefore, the provision of a cul de sac is requested as part of the preliminary plat in order to concentrate traffic flow to Mesa Way a road the City intends to provide mobility for all residents from the built out subdivisions to the north. Last, most of the neighbors from the neighborhood meeting support the cul-de-sac design. Utility Information Sewer and water are provided for in the right-of-way of Victory Road. Pressurized irrigation will be placed along the perimeter of the property and we hope to connect to the existing Glacier Springs Subdivision pump station, this will be determined through preparation construction drawings. of the t Pre application meeting A formal pre -application meeting was held in accordance with Meridian City's requirements on May 27, 2008. Attending the meeting to review the project was the developer's representative, Meridian City's Planning Manager, Caleb Hood, and Associate Planner, Sonya Watters to review the project. Neighborhood Meeting We held a meeting on -site with surrounding neighbors on June 3, 2008 regarding the aforementioned project. The meeting included a presentation of the project including features of the project. The residents of Glacier Springs had a concern with the homes being built to close to the rear property line. Homes typically front the local road as close as possible in order to maximize back yard space. With the minimum lot being 12,000 SF and 120' in length this impact on Glacier Spring residents should be very minimal. In addition, Shays Cove is about 5'-6' lower than Glacier Springs. Therefore a two story home built at Shays Cove Subdivision will be 5'-6' less than a two story home in Glacier Springs. In order to address, the neighbors concern we are willing to create a maximum rear set back that will be above and beyond the requirement of an R-4 zone. We then discussed Koi Place as remaining as a Cul-de-sac and close to all the residents present supported the cul-de-sac design. The City will benefit from approval of Shays Cove Subdivision as it will provide a lot size that the City is lacking at this time. This site is located near many utilities and City services such as Mountain View High School and Parkridge Elementary School. The close location to these schools should minimize the length of trips for the residents of Shays Cove Subdivision. Due to this property being enclaved sewer, water, and pressurized irrigation are all adjacent to the property.
