To whom it may concern:
I am writing today to express my strong opposition to the R-15 rezone at the Southwest corner of Locust Grove &
Victory in Meridian (Compass Pointe Subdivision).
Traffic on Locust Grove is already horrendous during peak hours and school zone hours. According to the ACHD
the acceptable level of service for a two-lane minor arterial is “E”, or 575 Vehicles per Hour (VPH). The ACHD
rating for Locust Grove is “F”, 676 VPH. ACHD rating for Victory is also “F”, 651 VPH. The improvements in the
IFYWP will (hopefully) correct the already over-stressed traffic conditions and support the growth the area has
been experiencing. Introducing high-density housing to the area will over-stress the planned improvements, and
we will likely see that impact before the improvements are completed
o Locust Grove 5 lanes between Overland and Victory, scheduled for 2022
o Locust Grove & Victory multi-lane roundabout, scheduled for 2022-2023
Area schools are already at or over capacity, as shown in the Agency Comments 2020-11-10 Community
Development School Impact Table
The closest Fire Station is currently falling short of Meridian Fire Departments Reliability Goal, “<Compass Point>
is closest to Fire Station #4. Current reliability is 77% from this station and does not meet the targeted goal of
80% or greater” – Meridian Fire Department, found in Agency Comments, 2020-11-12 MFD. The MFD gave
Compass Point a Risk ID of 2, “Residential with Hazards”
High-density housing does not align with the zoning of the surrounding areas, current zonings are RUT, R-4 & R-8
Despite the already taxed systems in the area, housing projects continue to be approved. Consider Cache Creek
Subdivision, located on the Northwest corner of Locust Grove & Victory (same intersection of the proposed Compass
Point); 41 residential buildings on 13.99 acres, already approved - Nov 2020. Other Subdivisions going in/recently added
in the area:

Idaho prides itself on its recreation, it promotes an outdoor spacious image with “Explore Idaho”. Overcrowded high-
density housing does not align with that image, it destroys it. Please say no to high-density housing at/near Locust Grove
& Victory.
