Dwight Pond here. It has been a while. I hope you will consider my concerns outlined below as a member of
the Meridian City Council.
As you are acutely aware, Meridian growth has accelerated over the past 10 years. This snippet from
BoiseDev.
Star grew the fastest on a percentage basis from 2020 to 2021 – adding 13% to its population base,
or 1,540 new residents.
Meridian grew the fastest in terms of the newest residents – adding 8,540 additional people, or a
growth rate of 7.16%.
Boise saw the slowest growth on a percentage basis and total number of new residents from 2020
to 2021 among the cities over 10,000 residents. Just 1,210 new residents joined the City of Trees,
or a growth rate of .5%.
Comparing 2010 to 2021
While all 14 cities and the unincorporated areas of Ada and Canyon County saw growth from 2010 to 2021,
the population distribution changed a bit.

In 2010, 35% of all Ada and Canyon residents lived in Boise. Today, that number stands at 32%. Meridian went
the other direction – growing from 13% of the population in 2010 to 17% in 2021."
And this snippet from ITD on what is happening on Locust Grove.
Roadway Design
Widen Locust Grove Rd. to two lanes in each direction, with a center turn lane
Add curb, gutter and attached sidewalk and construct buffered bike lanes
Install a signalized pedestrian crossing at Time Zone Dr. relocate existing crossing from Mastiff St. to
Puffin St.
Roundabout Design
Construct a dual-lane roundabout at the Locust Grove Rd. and Victory Rd. intersection. Two lanes will
approach the roundabout and two lanes will go thru the roundabout.
Add curb, gutter and detached sidewalk.
Include bike ramps at entrance to roundabout.
Add crosswalks at each leg of intersection with two-stage pedestrian crossings.
Include a truck apron for larger vehicles to use if necessary.
We have owned our home in Meridian since 2006. At the time we purchased, it had a 'country' feeling. Clearly,
we are long past that.
I hope you and the other council members will balance our desire to maintain a reasonable quality of life while
adjusting to growth. We cannot stop the Locust Grove expansion which will mean more cars, more people,
more congestion, and more noise. But why would we increase density on a road that is already
problematic? Why not allow planned, reasonable growth and not transfer a city problem to the folks who live
here.
I'm asking that you and the other council members deny the application to increase the density of the
property located at the corner of Locust Grove and Victory. Help us manage our growth and remember why
we bought our homes in Meridian.
