Watertower, Suite 200 Meridian, Idaho 83642 Re: Redmont Health Services —Annexation and Rezone/Conditional Use Application (Rehab Facility) Dear Commission members, The attached applications for Annexation and Zoning (R-8), and a conditional use application, represent the culmination of much consideration and planning in an effort to provide a well designed site that also meets some very specific needs in the area. The following summary will provide you with a general overview of the company and the nature of the request. Conditional Use Company History Redmont Health Services, Inc. ('RHS") was founded in 2007 and is headquartered in Birmingham, Alabama. RHS provides residential and outpatient drug and alcohol rehabilitation to adults and adolescents. RHS is in the process of opening the residential facility in Meridian, as well as a separate outpatient clinic. Additionally, RHS is working on three residential facilities in Alabama along with at least one separate outpatient clinic. Although the companies and facilities are new, the staff (clinical and administrative) for the facilities have or will have extensive experience in the field. Nature of Proposed Use The facility under review will be a private campus consisting of multiple single -story buildings providing residential and outpatient counseling to families and individuals recovering from substance abuse or dependency. Two of the buildings will be residential buildings that are essentially dorms with twelve double occupancy bedrooms. Each residential building will therefore house approximately 24 people. There are also counseling areas in each residential building. A third building is the administrative building. It will contain the administrative offices, counseling areas, an exercise room, a cafeteria and a kitchen. We anticipate that the average length of stay for the residents will be thirty days, but some may stay longer (maximum of 90 days) depending on their individual need. The facility will have approximately 41 to 45 employees, but they will be working different shifts (this is a 24-hour facility). The Executive/Clinical Director for Idaho will be based at the facility and will report to the CEO of RHS. Below the director level, RHS will have one or more Licensed Clinical Social Workers ("LCSW"") who have a master's level education with additional training and licensing. The LCSW will manage the lower level counselors and social workers. RHS will also have night counselors, weekend counselors and family counselors. RHS will also have a nurse and a case manager on staff at the facility. There will also be kitchen and maintenance staff. Incline Subdivision was recently approved (northwest) and provides the annexation pathway for this site. The requested zoning is consistent with the Comprehensive Plan / Future Land Use Map designation of Medium Density Residential. Public Services are reasonably available for the site. It is anticipated that a sewer easement will be provided across the adjacent properties at the eastern boundary so that sewer can be extended from Black Cat Road. In speaking with public works, we understand that there is adequate service in the area and the site is on the edge of a planned service area; however, no other reasonable options for sewer exist than a connection to the nearby Black Cat Road service. We anticipate that this may not be a to -and -through connection because of this issue, but are certainly open to additional discussion with public works as we prepare the construction documents. All infrastructure will be installed by the developer. No additional requirements or expense will be incurred by the City of Meridian. Sewer and Water main extensions will be dedicated to the City of Meridian where deemed appropriate. Conclusion In conclusion, the meeting with the neighborhood residents was quite positive. No specific comments of opposition were addressed. The focus was more on the nature of the use, buffering/la ndsca ping, location of the access drive (offsets), protection of irrigation delivery, and general site and building design. In conclusion, please consider the following: 1. A more open and campus like setting 2. Building orientations will provide a great environment for the residents. 3. A more visually safe environment for the residents 4. Better use of open space ... including the convenient and pleasant walking & sitting areas & Garden 5. Safe vehicle flow for visitors and for emergency vehicles, etc 6. Ample parking 7. The potential for future connectivity to the East 8. Waivers: No specific waivers are requested at this time and a subdivision plat is not required. RHS's staff will far exceed these minimum standards both in numbers and qualifications. RHS will be licensed by the State of Idaho Department of Health and Welfare. RHS will offer treatment based on social or behavioral moclel�, rather than on medical models. Clients who need medical detoxification will receive such treatment prior to entering our program. Redmont will provide the long-term evidence -based treatment that has been proven most effective for sustained recovery. The primary residential and outpatient treatment will be counseling: individual, group and family. Treatment will also include education, diet, exercise and alternative therapies such as an art program and a challenge course. This is not a lock -down facility, although access will be controlled and monitored 24-hours per day. All clients are free to leave the program at any time should they desire. Generally, this is a peaceful counseling environment that will probably not look much different from the proposed Alzheimer units in the same project. This facility is very different from a Transitional House. Transitional Houses are also referred to as Sober Living Houses or Half -way Houses. The primary purpose of a Transitional House is to provide an alternative residence to people who are new in recovery to help maintain a sober living environment. Generally treatment is not provided at these facilities and the staff consists of a house manager. On the other hand, the primary purpose of the RHS residential facility is to provide the extensive daily treatment described above for its clients, and the housing is secondary to that purpose. Site Plan This development will provide a beautiful and well maintained buffer around the project. The development is bound by mostly residential lots on the north, east, south and west (primarily RUT and R4 zoning); however, it is also adjacent to a future "neighborhood center" (as identified on the Future Land Use Map). As noted in the landscape plans, approximately 65% of the site will be devoted to landscaping. The configuration of the buildings (proposed and future) allows for a more private campus setting and parking area, improved safety, and increased security/monitoring of the site. The berms and beautiful landscaping around the site will provide an added measure of well designed and beautiful buffering/planting areas. As can be seen on the site plan, at full build -out it is estimated that there will be approximately 21% building coverage. Note that while the application identifies two potential Alzheimer's Care facilities, these units are considered as a future application and are being shown only for site planning purposes. We understand that a new Conditional Use application or CU Modification application will be required if these "Future" facilities are to move forward. For appropriate planning and site design the site calculations take these two extra/future buildings into consideration. With respect to fire protection services, we have addressed the access drive design with staff and with the Meridian Fire Department. The site is designed to meet the required standards for emergency vehicles and the three proposed buildings (Redmont) will meet the necessary fire code requirements (fully sprinkled). The building sizes are as follows: The admin building is 6,000 sq ft, and the two residential buildings are 9,000 sq ft. The existing home and out buildings will be removed.
