The current zoning is RUT. We propose to annex as an R-15 with Development Agreement. The Villas neighborhood consists of 21 individual homes with a condominium plat on 3.00 acres located in section 26, T4N, Rl W. The density of the Villas neighborhood is 7 units per acre. The home design described below creates a neighborhood with building massing / density appearance at 4.3 units per acre. Each home will consist of 3 bedroom with 2.5 bath ranging form 1500 to 1750 square feet and a full 2 car garage with single wide driveways. The driveway design reduces the appearance of density and increases the width of front yard landscaping. The full size garages are set to the rear of the homes to emphasize the home and front door. Strong front porches and private street design with looping walking paths create a strong neighborhood street emphasizing people spaces over vehicles. The project includes 9,250 square feet of landscape area along Linder road. Community amenities include a private pool, exercise cabana, and connected walking paths with a central water fountain plaza. Annex Rezone — the Villas project property is surrounded by incorporated land area of the City of Meridian excepting the parcel immediately adjacent to the south boundary. The Villas neighborhood utilizes an upzone to R-15 to support the development goals of 21 individual homes in a condominium plat with private streets. The building and neighborhood design provides a single family home community with the amenities of a planned community. Conditional Use Permit — community design details include 21 homes, outdoor open recreation space, park like features, and shared pool with exercise cabana on 3.00 acres. Home Desien - Of the 21 homes proposed, 5 are fully detached homes with the remaining 16 paired in a townhouse style design, The architectural goals of this design create the appearance of larger homes comparable to the adjacent community of Lochsa Falls but retain the smaller square footage of 1500 to 1750 square feet per home. The smaller area per home allows higher finish quality keeping the overall cost of the new homes in an affordable range. Pairing the homes townhouse style maximizes the outdoor open space, both private and shared, for the neighborhood. Each home will have specific exterior detailing to heighten the differences between homes. The project does not propose to repeat two or three exterior styles multiple times. The project does create individual homes with shared neighborhood amenities. Each home has a two car garage located to the rear. Guest parking for each home occurs with a tandem style driveway in all cases except the interior four detached homes. These homes have guest parking at the two guest parking areas shown on the site plan. Individual driveways are 10 feet wide and designed ribbon style with concrete wheel strips on the edges and landscaping ground cover in the center. Parking area in front of the garages is fully paved. Each home will have an architectural trellis at the driveway front. Each home has a private rear yard averaging 400 square feet, plus covered front porches and separate private courtyard spaces. The buildings will be 2 story in height with strong modulation of the second floor both at the rear and front. This increases privacy for neighbors and strengthens the architectural character of the strectscape. Site Layout - of the homes adjacent to existing homes at Lochsa Falls is specifically detailed to transition from the existing single family homes to the Villas neighborhood. Along the west border, the 3 existing homes rear yards face the side yards of 3 new homes. The site layout of the new homes place the garages and driveways closest to the existing homes providing additional separation from the privacy of the existing rear yards to the living spaces of the new homes. This provides up to 30 feet of privacy separation and the new second floor bedrooms do not look over the neighboring rear yards. Along the north border, the new homes include 1 fully detached home in the center with 2 pairs of townhouse style homes left and right. This building separation and massing creates 3 structures plus the one story Cabana. The center home is turned to increase the rear yard to 20 feet adjacent to existing neighbors. The 2 sets of paired homes have 18 feet of rear yard and 30 feet of separation from the second floor to neighboring property line. A total of 4 homes are parallel to Linder Road. The 25 foot wide landscape berm and pathway provides glimpses of front elevations, neighborhood streets and side elevations of the adjacent homes when traveling Linder Road. Amenities — for Villas neighborhood include outdoor landscaped areas connected by landscaped walking paths highlighted with central fountain and plaza, and neighborhood fitness pool and cabana. The walking paths connect neighbors and outdoor open spaces without any closed ends for community safety. The fountain, plaza and landscape berm define the Linder Road boundary as a safe park like path while connecting to the openness of Linder Road and Rocky Mountain High School. These combined design features also serve as a larger community landmark identifying the Villas neighborhood. Privacy Fencing - either 6 foot high wood or vinyl with gates for landscaping and lawn care, define private rear yards. The existing full height privacy fencing along the north and west boundaries shall be protected. New 6 foot privacy fencing completes the southern property line separation. Fencing adjacent to the landscape buffer at Linder is a design element of the landscape berm and not proposed to be continuous. Existing Trees - in healthy condition will be kept where possible, trees deemed capable of surviving relocation within Villas neighborhood will be incorporated into the landscape plan. Healthy trees along the perimeter of the Villas property will be protected per City code during construction. Preliminary Plat — the preliminary plat is included with the application packet. This plat defines the landscape buffer as a separate common lot and the areas dedicated to AdaCounty Highway District for public right of way. Following City of Meridian regulations, the condominium plat may be submitted for final review after initial building permits have been approved. The final plat is subject to compliance with the Conditional Use approvals and Development Agreement as apply. The preliminary plat fully illustrates the solutions for utilities, private streets, walking paths and easements ensuring public works compatibility with the Lochsa Falls community and Linder Road. This site plan reflects that design for reference only. This site plan does not imply responsibility for Linder Road design nor supersede any design changes that may occur by Ada County Highway District. Fire Department and Emergency Services — access solutions are addressed in the site plan and the preliminary plat. Preliminary reviews with the Fire Department created several adjustments to the proposed site plan. Key items reviewed and met include: Emergency Vehicle access and turn around per code requirements (plan provided 11/07). Width of private streets sufficient to allow height of structures proposed. Private Streets modified to be less than maximum distance allowed for E Vehicle back up. Distance between structures revised to comply with defensible radius and on foot access. Distance between homes to meet standard building construction. Private Street — the R-15 zone supports the use of private streets. The Villas neighborhood uses private streets to accomplish the specific street and pathway design shown in the site plan, support the condominium plat, and maximize area open for landscaping instead of paving. Private streets are 24 feet wide plus a concrete 4 foot wide walking path. The overall width is 28 feet for internal private street sections. The throat width of the private street intersection to public right of way is 26 feet plus the flare of radius sidewalk comers. Ada County Highway District - has reviewed the Villas neighborhood plan on multiple occasions. Comments from preliminary review steps are incorporated with this plan. Items addressed include: Confirm legal access from 30 feet of public Right of Way access frontage. Confirm dedication of right of way to create knuckle extension of Cedar Grove. Shape and design of modified knuckle extension of Cedar Grove Right of Way. Keep vehicular site triangles open, slow traffic at knuckle (open space, oneway travel, curb radius). Internal Island at knuckle shaped for directional travel and be approved by Fire Department. Knuckle storm water drainage met without impacting adjacent southern property. Internal Landscape Island at knuckle shall be addressed through ACHD License Agreement. Circulation, length and layout of interior private streets. Sidewalk connection / transition at existing Cedar Grove street improvements. Clear delineation of Public Right of Way knuckle to Private Street (marked path at entrance throat). Access denied from Linder Road. Alternative Alternative Compliance — the standard parking requirements for single family detached homes includes two primary parking spaces plus two guest parking spaces in a 20 foot x 20 foot pad in front of the primary parking. The alternate solution presented utilizes 2 primary parking spaces within a double wide garage with 2 guest spaces provided tandem in front of the associated garage. For the 4 fully detached homes the primary parking is met with the attached garages, and the alternate solution to guest parking is the 2 community parking areas within 75 feet of the homes. The minimum parking requirements have been exceeded with this layout and accessible parking is also available, although not required as the home construction is single family type. LandscaMBuffer — the 5 foot wide walking path along the west boundary sits within the required 10 foot building setback. The planning code stipulates a 5 foot landscape buffer next to walking paths. Villas neighborhood building layout for compatibility with the existing homes places the walking path between the buildings and the existing fence / property line. In order to meet the 5 foot landscape buffer width, the walking path would be placed against the fence or the buildings. Neither condition creates a comfortable walking environment for the pedestrian or the neighbor. An alternative solution to the 5 foot width requirement is to split the landscape area along the walking path plus allow a full 5 foot width at specific tree planting locations, modulating the walking path to accommodate tree growth. This solution supports tree placement and growth while limiting the length of walking path directly against to buildings or fencing. The modulation of the path also creates interest and landscaping opportunities. This is a summary of the individual parts of this application. Villas neighborhood extends the sense of place created with neighboring Lochsa Falls with architectural / neighborhood distinction and lifestyle amenities. The Villas neighborhood layout and smaller homes designs compare and compliment in massing and quality to the existing community. Villas at Lochsa Falls neighborhood pffers the affordability and amenities of a planned community supporting the quality and lifestyle of the surrounding area. This site plan reflects that design for reference only. This site plan does not imply responsibility for Linder Road design nor supersede any design changes that may occur by Ada County Highway District. Fire Department and Emergency Services — access solutions are addressed in the site plan and the preliminary plat. Preliminary reviews with the Fire Department created several adjustments to the proposed site plan. Key items reviewed and met include: Emergency Vehicle access and turn around per code requirements (plan provided 11/07). Width of private streets sufficient to allow height of structures proposed. Private Streets modified to be less than maximum distance allowed for E Vehicle back up. Distance between structures revised to comply with defensible radius and on foot access. Distance between homes to meet standard building construction. Private Street —the R-15 zone supports the use of private streets. The Villas neighborhood uses private streets to accomplish the specific street and pathway design shown in the site plan, support the condominium plat, and maximize area open for landscaping instead of paving. Private streets are 24 feet wide plus a concrete 4 foot wide walking path. The overall width is 28 feet for internal private street sections. The throat width of the private street intersection to public right of way is 26 feet plus the flare of radius sidewalk comers. Ada County Highway District - has reviewed the Villas neighborhood plan on multiple occasions. Comments from preliminary review steps are incorporated with this plan. Items addressed include: Confirm legal access from 30 feet of public Right of Way access frontage. Confirm dedication of right of way to create knuckle extension of Cedar Grove. Shape and design of modified knuckle extension of Cedar Grove Right of Way. Keep vehicular site triangles open, slow traffic at knuckle (open space, oneway travel, curb radius). Internal Island at knuckle shaped for directional travel and be approved by Fire Department. Knuckle storm water drainage met without impacting adjacent southern property. Internal Landscape Island at knuckle shall be addressed through ACHD License Agreement. Circulation, length and layout of interior private streets. Sidewalk connection / transition at existing Cedar Grove street improvements. Clear delineation of Public Right of Way knuckle to Private Street (marked path at entrance throat). Access denied from Linder Road. Alternative Compliance — the standard parking requirements for single family detached homes includes two primary parking spaces plus two guest parking spaces in a 20 foot x 20 foot pad in front of the primary parking. The alternate solution presented utilizes 2 primary parking spaces within a double wide garage with 2 guest spaces provided tandem in front of the associated garage. For the 4 fully detached homes the primary parking is met with the attached garages, and the alternate solution to guest parking is the 2 community parking areas within 75 feet of the homes. The minimum parking requirements have been exceeded with this layout and accessible parking is also available, although not required as the home construction is single family type. Landscape Buffer — the 5 foot wide walking path along the west boundary sits within the required 10 foot building setback. The planning code stipulates a 5 foot landscape buffer next to walking paths. Villas neighborhood building layout for compatibility with the existing homes places the walking path between the buildings and the existing fence / property line. In order to meet the 5 foot landscape buffer width, the walking path would be placed against the fence or the buildings. An alternative solution to the 5 foot width requirement is to split the landscape area along the walking path plus allow a full 5 foot width at specific tree planting locations, modulating the walking path to accommodate tree growth. This solution supports tree placement and growth while limiting the length of walking path directly against to buildings or fencing. The modulation of the path also creates interest and landscaping opportunities. This is a summary of the individual parts of this application. Villas neighborhood extends the sense of place created with neighboring Lochsa Falls with architectural / neighborhood distinction and lifestyle amenities. The Villas neighborhood layout and smaller homes designs compare and compliment in massing and quality to the existing community. Villas at Lochsa Falls neighborhood Pffers the affordability and amenities of a planned community supporting the quality and lifestyle of the surrounding area.
