VOLTERRA BUSINESS PARK
NARRATIVE FOR COMPREHENSIVE PLAN AMENDMENT
Introduction
Primeland Development Company, LLP and Primeland Investment Group, LLC own
approximately 232 acres north of McMillan Road, between Black Cat and Ten Mile Roads. The
property owners would like to reclassify approximately 94 acres of this property, from "Medium
Density Residential" to "Mixed Use -Community." The proposed concept plan for this area is
attached as Exhibit A.
This narrative includes a listing of the city's goals and objectives, as outlined in the
Comprehensive Plan, that the proposed project helps to meet. Following this listing is a
description of the proposed project and a short discussion of some of the associated infrastructure
improvements with which Primeland Development is involved. A short summary concludes the
narrative.
Meridian's Comprehensive Plan
The City of Meridian's mission, as outlined in the comprehensive plan, is outlined below:
"The City of Meridian's mission is to be a premier place to live, work and raise a family.
We are committed to strategic execution for `Economic Excellence' in order to fulfill and
sustain this mission by being recognized as a community that is: `Built for Business....
Designed for Living.' "
The proposed project helps to meet the following goals and objectives, as outlined in the
Comprehensive Plan:
1. Diversify economic base of City — make Meridian more than a "bedroom"
community.
2. Encourage high-tech, research, pharmaceutical firms, and high -quality retail facilities.
3. Provide high-tech infrastructure
4. Provide incentives and standards to attract high -quality businesses.
5. Allocate and identify locations/inventory for industrial and commercial business
parks.
6. Develop long-term (20 year) and short-term (1-5 year) infrastructure and facility plan
for business development

7. Adopt a future land use map that establishes areas where commercial and industrial
interest and activities are to dominate
8. Identify transitional zones to buffer commercial and residential uses, to allow uses
such as offices and other low intensity uses. Allocate and identify locations/inventory
for industrial and commercial business parks.
9. Develop incentives to attract low -impact (commercial, industrial, etc.) business.
10. The City encourages the location of a high-tech, professional employment center
in the northwest quadrant of our Area of Impact. Initial planning reviews of
this quadrant suggest that a feasible location for such a center would be at the
southwest corner of McMillan and Ten Mile Roads.
11. Permit new residential, commercial, or industrial developments only where urban
services can be reasonably provided at the time of final approval and development is
contiguous to the City.
12. Locate new community commercial areas near arterials or collectors near residential
areas in such a way as to complement with adjoining residential areas.
The comprehensive plan makes it clear that Meridian is interested in the development of a
diversified, sustainable economic base for the city. Diversification can be achieved by including
the development of employment centers and commercial areas that can provide jobs for the local
citizenry. The proposed Volterra Business Park is just such a place.
Volterra Business Park
Volterra Business Park is a portion of the previously -approved Volterra Subdivision, which has
been modified to meet the city's and the owner's objectives. The approved plan included both
commercial and office elements; however, they were on a limited scale. The proposed Volterra
Business Park expands on these previously -approved commercial uses by replacing
approximately 244 single family detached lots with a broad range of office, retail and multi-
family uses.
The preliminary plat for the original Volterra subdivision was approved on November 9, 2005
and consisted of 232 acres. The original subdivision included 540 single family lots, 9
commercial lots and 11 office lots. The subdivision extends east -to -west from Black Cat Road to
Ten Mile Road and north -to -south from McMillan Road north approximately %2 mile.
Working with elected officials and staff from the City of Meridian, as well as in response to
market demand, the owners of the property have developed a concept that more effectively
addresses the city's goals and mission.
The revised plan for Volterra Business Park, in addition to retaining 296 of the previously -
approved 540 single family residential lots, now includes a much larger range of uses and is truly
a mixed -use concept. The project has been modified to become a general purpose employment
center or what can be called a "Business Enterprise Corridor." As such, targeted industries will

be invited into this project that benefit each other and will create a synergistic effect. The City of
Meridian and its leaders are working together to develop "Economic Excellence" in the City, and
this project will help the city develop a sustainable economic base.
The revised plan retains a large portion of the previously -approved medium -density residential
lots. The original Volterra Subdivision encompassed about 232 acres and approximately 119
acres will continue to be classified as medium -density residential. However, the plan now
includes a large employment center; such as a private hospital or other major employer; a multi-
family residential element possibly envisioned as a senior living facility; a skilled nursing
facility, and several smaller, supporting office uses. These supporting office uses may include
dentists, orthodontists, chiropractors, emergency care providers, doctors and other private
medical providers. The plan envisions health support uses such as hair and nail salons, tanning
services, and spas. It may also attract other health -related uses such as specialty grocery stores,
health food stores, small health clubs, vitamin stores, or a medium-sized sporting goods store.
Of course, the supporting uses are dependent upon the large employer. Should the large
employer ultimately turn out to be something other than a private hospital, the supporting uses
would likely be different than the uses outlined above. For instance, a large, high-tech employer
would attract and need high-tech supporting users. The project may also ultimately be built out
with a variety of smaller employment uses similar to other Business Enterprise Corridors in the
city.
As a Business Enterprise Corridor, the project includes a significant retail component. The
proposed retail uses will support and complement the proposed office and residential uses. Some
of the proposed retail uses may include stand-alone restaurants, drive -through facilities and some
specialty retail. The plan also envisions a hotel or motel facility, banking, and perhaps a post
office.
To provide a buffer to neighboring residential uses, both existing and proposed, the plan includes
limited office uses along the northern boundary of the project. For the single family residents
along Ten Mile Road, to the east of the project, any proposed office and/or retail buildings will
be roughly 200' from any existing residence. This distance includes the landscape buffers and
building setbacks required by code, and the width of Ten Mile Road itself. The future residential
lots to the west are buffered by the proposed neighborhood park on the north side of the project
and the multi -family residential uses on the south side of the project. It is anticipated that
appropriate zoning designations for these kinds of uses will be developed and approved.
The proposed project is designed as a pedestrian -friendly, campus -style project. Pathways will
lace throughout the project and conceptual locations of the proposed community pathways are
shown on the attached Exhibit B. The project also envisions several landscaped plazas for
pedestrian use that are interspersed throughout the project. By making the project pedestrian -
friendly, the project will encourage walking and cycling, which will help reduce automobile
traffic, both on the interior streets and on the adjacent arterials.

The parking lots for the proposed buildings will be interconnecting. If somebody needs to go
from one building to another, they can either walk or they can drive without driving on the
adjacent arterial roadways. This will help reduce congestion on the adjacent streets.
While we are seeking approval for a portion of Volterra to be reclassified, we see this project as
an integrated whole. Our mission for this project is similar to the city's mission for the entire
city. We want to provide a place for people to live, work and play. As such, we have a wide
range of commercial, office and retail uses, and a range of housing options.
The proposed project will be an important element in helping to transform Meridian into a 21St
century city which is positioned to support existing, emerging, and new businesses. As designed,
the proposed project maximizes business opportunities while providing an environment
conducive to attracting and retaining a motivated workforce.
Infrastructure
An important element in the development of any large-scale project is the development of the
required infrastructure to support the project. The infrastructure needed to support any project is
more than just the streets and utilities inside the project. Sewer and water mains often need to be
extended to the project; other utilities need to be brought to the site, and nearby roadways often
need to be widened and improved. Infrastructure improvements can be most efficiently
constructed when the city and other governmental agencies work together with property owners.
Primeland Development has already entered into several development agreements to address the
infrastructure needs in this general area.
At this point, Primeland Development, along with several other nearby property owners, is
financing the construction of a 24" sewer main in Black Cat Road. This main extends from
about halfway between Ustick and McMillan Roads to Chinden Boulevard. The main will
benefit all property owners in this area as well as the city as a whole. Through the construction
of this large gravity main, it may be possible for the city to eliminate a couple of their sewer lift
stations in the area, which are costly to maintain. The owner has also made a financial
commitment to the city to assist in the construction of a water main in Black Cat Road which
runs parallel with the proposed sewer main.
Primeland Development is also working closely with Ada County Highway District in the
completion of $4 million in traffic and roadway improvements at the intersection of Ten Mile
and McMillan Roads. These improvements include the widening of about 2,000 lineal feet of
each roadway and the installation of a traffic signal at the intersection. These improvements will
ensure that this intersection will operate smoothly and efficiently.
Primeland has also donated approximately half of a school site to Meridian School District for
the construction of a future grade school. This site is located in the residential portion of the
Volterra Subdivision and straddles the property boundary between Volterra and the property
owner to the north.

These and other infrastructure improvements ensure that the needs of future business and
residential customers are met and are important elements of the proposed project.
Summary
The city's comprehensive plan has many references to the importance of diversifying the land
uses in the city to include a broad range of office, commercial, industrial and residential uses. It
focuses on the importance of developing this broad range of land uses so the city's financial
viability can be maintained. The city's mission of "Economic Excellence" and their goal of
being "Built for Business... Designed for Living" require that projects such as Volterra Business
Park be implemented. Approving the proposed change to the comprehensive plan is a proactive
approach to economic excellence.
The proposed project has been designed to minimize its impact on the surrounding area. This
has been done by combining a wide variety of uses; by incorporating pathways and plazas
throughout the project to make the project pedestrian friendly; by buffering the adjacent
properties through appropriate uses and required setbacks; and by connecting the project clearly
with the future residential neighborhood.
The property owner is already working with the city and ACHD in developing the required
infrastructure improvements to support this project as well as others in the general vicinity.
The comprehensive plan also specifically recommends that a professional employment center be
developed at this intersection. These kinds of uses are needed in the North Meridian area. The
Volterra Business Park is a "Business Enterprise Corridor," and meets the long term goals of the
city.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
