VOLTERRA BUSINESS PARK
NARRATIVE FOR REZONE APPLICATION
Introduction
Primeland Development Company, LLP and Primeland Investment Group, LLC own
approximately 232 acres north of McMillan Road, between Black Cat and Ten Mile Roads. The
property owners submitted an application to the City of Meridian (the City) in December 2007 to
amend the City's comprehensive plan and reclassify approximately 94 acres of this property
from "Medium Density Residential" to "Mixed Use -Community." This application seeks to
further implement the concept plan for these 94 acres by rezoning the property from R-4 and L-O
to a variety of zoning classifications that are appropriate for a "Mixed Use Community"
comprehensive plan designation. The proposed zoning designations and their boundaries are
attached as Exhibit A; the concept plan for development of the site is attached as Exhibit B; and
conceptual building elevations are attached as Exhibit C.
Proposed Zoning Designations
To implement the proposed comprehensive plan designation of "Mixed -Use Community,"
several different uses have been shown in the project's concept plan and four different zoning
classifications are sought for the 94 acre site. The proposed zoning classifications are: C-G
(Retail and Service Commercial District), C-C (Community Business District), L-O (Limited
Office District) and R-15 (Medium High -Density Residential District). These zoning
classifications will allow the property to be developed as a mixed use center and will help further
the City's goal of being a community that is "Built for Business.... Designed for Living."
Proposed C-C Zone
The concept plan for the site includes approximately 35 acres of C-C area. This area forms the
core of the site. This will be Volterra Business Park's employment center; the essential element
in forming what the City has described as a "Business Enterprise Corridor." This area will be
used to provide jobs to Meridian residents and will support industries that benefit each other and
help foster the City's economic excellence.
Meridian -based businesses as well businesses that are not local will be able to expand and/or
relocate their businesses here. This location will be appropriate for medical, technical,
governmental and educational uses. Naturally, this area will be developed with uses listed in the
Uniform Development Code; such as entertainment or recreation facilities, educational
institutions, financial institutions, flex -space, healthcare, social services, hospitals, high-tech
facilities, personal services and professional services.

Proposed C-G Zone
Volterra Business Park already includes about 15 acres of C-G area at the northwest corner of
McMillan and Ten Mile Roads, which is not a part of this application. This application expands
that area by approximately 25 acres in this same general area. The additional C-G zone
surrounds the existing C-G area and extends to the north along Ten Mile Road. C-G is an
appropriate zoning designation for this property because of its proximity to the intersection of
Ten Mile and McMillan Roads.
The uses in the C-G area will support and complement the proposed employment center and the
existing and proposed residential uses. These uses may include stand-alone restaurants, drive -
through facilities and specialty retail shops. The plan also envisions a hotel or motel, banks, and
perhaps a post office. Other support uses may include hair and nail salons, tanning services, and
spas. A grocery store or large dry goods retailer, fitness clubs, vitamin stores, or a medium-sized
sporting goods store may also be appropriate for this area as well as other uses listed in the
Uniform Development Code for this zoning classification.
Proposed L-O Zone
The existing Volterra Subdivision includes approximately 10 acres of L-O area that surrounds
the existing C-G area. The concept plan essentially shifts this L-O area to the northern boundary
of the project. The intent of the L-O area is to act as a transitional use or a buffer between the
C-C/C-G areas and the proposed residential areas to the north.
The L-O area will be used for office uses which may include dentists, orthodontists,
chiropractors, emergency care providers, doctors and other private medical providers. This site
will likely be used for personal and professional services, in addition to other uses listed in the
Uniform Development Code for this zoning classification.
Proposed R-15 Zone
As shown on the concept plan, the area to be zoned R-15 is envisioned to be used as a
senior/assisted living facility and/or a skilled nursing facility. City ordinance encourages the
development of multi -family residential uses for projects with the potential to serve as
employment centers. The proposed R-15 residential area will helpmeet the City's objectives.
This area also acts as a transitional use for the proposed residential areas to the west and will be
developed with uses listed in the City's Uniform Development Code.
Volterra Business Park Development Concept
The proposed project is designed as a pedestrian -friendly, campus -style project. As shown in the
concept plan, pathways will meander throughout the project and the commercial buildings will

be grouped to create pedestrian plazas in various locations. Making the project pedestrian -
friendly will encourage walking and cycling and will reduce automobile traffic on the interior
streets and on the adjacent roadways.
Also, the parking lots for the proposed buildings will be interconnecting, which further reduces
traffic on the adjacent roadways.
Infrastructure
Primeland Development, along with several other nearby property owners, is financing the
construction of a 24" sanitary sewer main in Black Cat Road which will help provide the site
with sanitary sewer services. This main extends from about halfway between Ustick and
McMillan Roads to Chinden Boulevard. The main will benefit all property owners in this area as
well as the city as a whole.
Primeland Development has also made a financial commitment to the city to assist in the
construction of a water main in Black Cat Road which runs parallel with the proposed sewer
main and will improve water service for the proposed project.
Primeland Development is also working closely with Ada County Highway District in the
completion of $3 million in traffic and roadway improvements at the intersection of Ten Mile
and McMillan Roads. These improvements include the widening of about 6,000 lineal feet of
roadway, the installation of a traffic signal at the intersection and the extension of public utilities.
These improvements will ensure that this intersection will operate smoothly and efficiently.
Primeland has also donated approximately four acres to Meridian School District for a future
school within the residential portion of the Volterra Subdivision.
These improvements will help the City meet the growing demands of future businesses and
residents both within and beyond Volterra Business Park.
Summary
The proposed zoning classifications for Volterra Business Park will help implement the site's
comprehensive plan designation of "Mixed -Use Community." It will also help the area develop
as a business enterprise corridor and help provide Meridian residents with family wage jobs. In
addition, the L-O and R-15 zoning classifications will act as transitional uses between the
commercial and the adjacent residential areas. The property owner has worked extensively with
local government jurisdictions in the development of infrastructure to help the City meet the
growing demands of future businesses and residents both within and beyond Volterra Business
Park.

Re: Development Agreement Modification — Volterra Subdivision
To Whom It May Concern:
On behalf of Primeland Investment Group, LLC and Primeland Development Company,
LLP; we are submitting this request to modify the development agreement governing the
Volterra Subdivision. The details associated with this request are outlined below:
1. Primeland Investment Group, LLC and Primeland Development
Company, LLP are the current owners of the property which is being
affected by the proposed modification. They are the successors to the
original parties to the agreement.
2. The original development agreement was approved by the City of
Meridian on 17 February 2006.
3. The original development agreement was recorded on March 7, 2006 as
instrument number 106034786.
We would like to modify the development agreement to remove the property described
on Exhibit A from the current development agreement and create a new development
agreement for this property.
The conditions that are proposed for this new development agreement are outlined below:
The proposed commercial, office and residential buildings shall be constructed
with high quality materials, including but not limited to: stucco, wood and brick,
with substantial stone accents, four sided architecture: for retail uses one side
may not require full facade treatment if there is screening for the loading area,
highlighted main entrances, stamped decorative concrete, flat roofs, accent metal
roofing, composite or tile roofing materials and variations in colors, roof planes
and parapet heights.
2. The development of the site shall generally conform to the concept plan attached
as Exhibit B.
