Prior approved application references: Annexation and Zoning (AZ-07-017): Preliminary Plat (PP-07-021): Alternative Compliance (ALT-07-015): Development Agreement (Recorded, Instrument No. 108022887) Dear Caleb: Enclosed you will find a packet for the submittal of the initial phase of the Three Corners Subdivision. As you know, we had submitted this final plat packet last week, however following additional communication with you and the ACHD, we have decided to revise the plat to include only the one lot which is intended to serve as the future Foundations Academy lot. The reason for this change was to reduce the amount of infrastructure required to record the first plat, since the primary objective with this plat is to allow the school to proceed with their construction project as soon as is possible. Attached are the revised applications for the Final Plat. Also included are the relevant checklists with the supplemental information required within the checklists for this application. This proposed subdivision contains approximately 8-acres. The submitted final plat and construction plans are in conformance with the approved preliminary plat (File No. 07-021); requirements and provisions of the UDC; and are in general conformance with acceptable engineering and surveying practices and local standards. In accordance with the Final Plat Application Checklist requirement, this letter is intended to serve as our statement certifying that all proposed street grades have been designed to be a minimum of three -feet above the highest established normal groundwater elevation. ACCESS The site is bordered on the North and East by the remainder of the un-subdivided Dean Property, and on the west by N. Locust Grove Road, which will provide vehicular access to the proposed school lot. The proposed use for the site is a private school within the area, which has previously been annexed and zoned to C-C. A secondary access will be provided to the school, to the North of Lot 1, accessing Locust Grove via the future Three Corners Drive. Since this road is proposed in the next phase, and the property is not included within this plat, a legal description has been prepared (attached) for recording of a separate instrument for school access across the adjacent Dean property to Locust Grove. �.i on Mr. Caleb Hood, City of Meridian March 27, 2007 Page 2 of 3 Per the ACHD Conditions of Approval a center turn lane is required for the school approach off Locust Grove and for the future Three Corners Drive intersection. Since the proposed school approach aligns with the existing approach to the existing school (on the West side of Locust Grove) there is already a built center turn lane at this intersection. An additional narrow strip of asphalt will be required along the North frontage of Lot 1 to transition this turn lane through the future Three Corners Drive intersection, however, like the sidewalk along the Lot 1 frontage, we are proposing to defer this construction until the overall subdivision's pressure irrigation is constructed and the drainage ditch along Locust Grove is filled/abandoned. LANDSCAPE BUFFERS As requested, the revised civil plans also include a landscaping plan containing the required street trees along the Locust Grove 35-foot buffer. The street trees shown are intended to represent the minimum required. The school may elect, when they submit their civil plans for the school site, to revise and possibly supplement the plantings along this buffer. Our plans also include the proposed buffer plantings bordering the East side of Lot 1, although this buffer planting is proposed to occur within a 30-foot easement located within the future residential portion of the property. The intent of this buffer is to screen the school (commercial use) from the future residential. Since this portion of the residential is not included within this initial plat, we have prepared (attached) a legal description for an easement to be recorded under a separate instrument. IRRIGATION As we have discussed, the plan for the pressurized irrigation is to construct a storage pond; gravity supply pipe; pump station and gravity drain within the future common area (as shown on the approved preliminary plat) in the next phase of the subdivision. Once the overall subdivision's irrigation system is constructed, the drain along the south side of Lot 1 and the drain along the Locust Grove buffer (in Lot 1) will be obsolete and will be filled/vacated. We have discussed this strategy with the Karnes Lateral President and received their written concurrence (attached) with our proposal. Our plan is to defer the construction of the Locust Grove sidewalk and the sidewalk in the buffer East of Lot 1 until such time as the overall irrigation construction is done. The reason for this is that the property owners would like to continue to irrigate the large fields in the manner they have done in the past until such time as the balance of the site's development proceeds. Currently the irrigation supply from the Karnes Lateral runs along the South border of Lot 1 to an existing pond near Locust Grove. A pump delivers pressurized flow from this pond to the existing fields. This pond can also serve as irrigation for the school lot until such a time as the overall subdivision's pressure irrigation system is constructed. Overflow from the pond enters the drain ditch along the Locust Grove frontage and flows North to a culvert that eventually crosses under Locust Grove and flows to the West. Once completed, the Karnes supply will be directed to our storage pond (see attached Irrigation Concept and the overflow will leave the future pond (North of the future pond) and flow out to the Locust Grove culvert, making the ditches on the South and along the Locust Grove frontage, of Lot 1, and the existing pond (in the SW corner of Lot 1) obsolete. There are also future sewer and water facilities that will be constructed to provide service to the remaining Dean property, once subdivided, bordering Lot 1, and therefore deferral of construction of the sidewalks on the East buffer of lot 1 will avoid damage to the sidewalk in the future. We have made every effort to address all the requirements of the City of Meridian Subdivision Ordinance for the design of this development and the content of the application. I called ACHD since prior to making this change I wanted to make sure they are not going to have issues w/ this. Mindy Wallace has been out and I have been unable to get answers from any other planners. I did talk to Matt (didn't catch last name) and he was reluctant to give any definitive position, which is understandable since he has not been very involved in the review. I really want to get this issue decided, since we could revise our plans and have the scaled back plat and civil plans back into the City within a day, once a decision has been reached. In the meantime, attached is the letter we received from the Karnes Lateral Board on our requested approach to defer irrigation/drain tiling until the 2nd phase, when we will construct a pond; pump station and overall Sub P.I. system. Any thing you can do to help with ACHD's input on this scaled back first phase would be greatly appreciated. The main issue is we don't want to revise the plans to remove the balance of the property from phase one and then have to revise again to include the Three Corners Drive, Locust Grove frontage improvements, etc, once ACHD looks at it again. As this is a maintenance entrance, we will not insist on a curb cut but some sort of drivable surface treatment should be included in any sidewalk and landscape plan to prevent unsightly ruts that will occur otherwise. Gress pavers work well for this use as they look like grass but will support the weight of equipment, Of course, if the Lateral is piped at the time of improvements, no permanent drive aisle will be required as long as there is a way to access the easement area with appropriate equipment in the event of a pipe failure. The +38-acre site consists of commercial and residential development as well as a new local roadway (Three Corners Road). This report covers the drainage associated with a portion of the new roadway only (Three Corners Road). The drainage system design associated with the lots accessed from the roadway will be covered in separate report(s). The existing site slopes gradually down to the northwest. The existing grades are generally less that 1 %. There is an existing irrigation ditch that runs along the edge of the south, west, east and north property lines. The post -development area was separated into six (6) drainage areas as shown on Figure 1 - Drainage Areas. The drainage is for the roadway and associated sidewalk and landscaping only. The storm water will be treated in the underground seepage beds by a combination of retention and infiltration. Geotechnical data including groundwater elevation was obtained from reports provided by Materials Testing and Inspection, Inc (Report #1307178A). PEAK FLOW CALCULATIONS The Rational Method was implemented to calculate the peak storm water runoff flows (Qp) using a 100-year and 50-year return frequency and storm duration equal to the time of concentration (tc). The 50-year peak runoff flows were used for peak flows through the pipes and sand & grease traps. The 100-year storm was used to determine the required capacity of the seepage beds. The peak flow calculations are controlled by the impervious pavement areas. A minimum time of concentration of 10 minutes was used for peak flow calculations. See attached calculations. There will only be two areas of access to this portion of Three Corners Road. Those areas are shown on Figure 1 - Drainage Areas. Therefore the contributing drainage areas include the Three Corners Road roadway, a small portion of an access drive, a portion of Sweet Valley Way, %2 of the associated residential lots, and associated sidewalks and landscape areas. STORAGE VOLUME CALCULATIONS The volume of runoff (Vr) was calculated to retain 100% of the drainage from the roadway including a portion of a commercial access drive, a portion of the future Sweet Valley Way, associated sidewalks, %2 of associated residential lots, and landscape areas using 100-year return frequency and 1-hour storm duration. Excavation for the seepage beds is to be through the layers with clay and/or silt to the free draining poorly -graded gravel layer. An infiltration rate of 8 inches per hour was used per the geotechnical report. See attached calculations. In addition to the seepage beds two (2) sand & grease traps (one per seepage bed) will be used to limit sediment buildup. The sand & grease traps have been sized to keep the velocity through the throat below 0.5 fps.
