This project has gone through a series of changes per the requests of our clients, agencies and the City of Meridian. This letter summarizes the development per the date on this letter only. Trade Plaza Subdivision Development, LLC is applying to the City of Meridian for a subdivision and landscape Alternative Compliance on the 8.7 acres located on the northwest corner of Meridian Road and Corporate Drive. It is important to note: 1) The property is located in the City of Meridian so there is no annexation request. 2) Because this is only a subdivision there is no request for a conditional use or design review. Any design review would take place at the time of an application for a building permit. 3) The property is currently zoned C-G The proposed subdivision will require the platting of 17 lots in two phases. The first phase will consist and 5 lots on the eastern portion of the property. The remainder will be platted and constructed in phase 2. It is understood and anticipated that W. Corporate Dr & SW. 3rd Ave will not be completed as a through streets until the platting of the second phase. It is anticipated in the near future there will be an application for the construction of a Credit Union at the corner of S. Meridian Rd and W. Corporate Dr. It is understood that Meridian Road is planned to be transitioned a one way street. As part of a written agreement with ACHD one access point is provided onto S. Meridian Rd with the understanding that it will be right in and right out due to the conversion to a one- way street. All other access points to this site will be provided off of W. Corporate Dr., SW. 3rd Ave or through cross access easements. One access point is proposed on the west side of lot 4 block 1. Future access points will have to be approved by ACHD. Detached 5' sidewalk is proposed along the north side of W. Corporate Dr. SW. 3rd Ave and south side of W. Corporate Dr will have 5' attached sidewalk. Easements are provided in areas utilities cross the site outside of public right-of-way. A thirty-five foot wide landscape buffer has been designed along Meridian Road from the rear of the attached walk. Meridian Road is classified as an arterial and entry way corridor. Landscaping buffers are also provided along the other roads for this project. W. Corporate Dr will have a 20' landscaped buffer from the back of curb with detached sidewalk. W. Corporate Dr is classified as a collector road. An alternative compliance is also requested as part of this application. The alternative compliance is a request to reduce the landscape buffer along W. Corporate Dr. from 20' to 17' in the area along lot 4 block 1. Landscaping will be equal too or superior to the landscaping standards. Shrubs will be placed in a 4' shrub bed between the sidewalk and the back of the buffer. The alternative compliance is only for 1 of the proposed 17 lots. A credit union is proposed for the lot requesting alternative compliance and the configuration will benefit from the alternative compliance. SW. 3rd Ave will have a 10' landscape buffer of the back of the attached walk. SW. 3rd Ave is classified as a commercial/industrial collector. A professional landscape plan is attached with this application and details the proposed landscaping and amenities. The parcel is approximately 9 acres in size and is located in the South 1h of the North 1h of the Southeast 1/4 of the Northwest 1/4 of Section 13, Township 3 North, Range 1 West, Boise Meridian, Ada County, Idaho. A map is attached showing the location of the site and all excavations. Also attached are detailed soil profile descriptions of each test pit. All the profiles are relatively uniform. There is some variation in the surface layer due to disturbance and textures are loams and silt loams 3 to 11 inches thick. The subsoil is silty clay loam with 30 to 35 percent clay that extends to about 30 to 40 inches. A hardpan is present throughout the entire site at depths of 33 to 46 inches deep and is about 24 inches thick. These are strongly cemented layers, but can be breached with normal excavating equipment. All profiles have sand, gravel and cobbles below depths of about 7 feet and that material extends to more than 15 feet deep. No free water or evidence of wetness was observed in any of the excavations. Based on soil features in the test holes, groundwater will remain below 2603.3 feet on the west end and 2607.0 feet on the east. These groundwater elevations are based on the survey elevations provided. Monitor pipes were installed in test pits 1-08 and 5-08 prior to backfilling to allow for measurement to verify this opinion. A sample was taken from the 22 to 41 inch layer of test pit 5-08 and delivered to Materials Testing and Inspection for R-Value testing. I would expect that silty clay loam material to have a value less than 15 and likely less than 10. Once those results are available, I will transmit them to you. 5740 N.
