As a point of clarification, in the original submittal, the applicant requested a zone of C-G_
However, through the approvals process, and subsequent adoption of ordinance for annexation
and zoning, a zone of ('-C was granted.

LOCUST GROVE PLACE
A Planned Development
Project Background. This project was previously submitted and approved under file numbers
AZ-01-002, PP-01-002, and CUP-01-003. Two zones of R-40 and C-C were created with the
annexation. The original project was approved for 180 apartments and 6 commercial lots. This
application is proposed to modify, and replace the previous approvals.
8. Planned Development.
Locust Grove Place Subdivision is an 11.76 acre development, with seventy-four (74)
townhouses, two (2) commercial lots, and eight (8) common lots, and is located on the west
side of North Locust Grove Road approximately 800 feet south of Fairview Avenue.
Locust Grove Place will have a combination of attached and detached townhouses, private
open space, and a neighborhood -scaled commercial site located on Locust Grove Road.
Locust Grove Place complies with the 2002 Comprehensive Plan's residential land use map,
goals, objectives and actions:
Goal I, Objective B, Action 3: Locate small-scale neighborhood commercial areas
with planned residential developments as part of the
development plan.
Goal I, Objective B, Action 5: Locate new community commercial areas on arterials
or collectors near residential areas in such a way as to
complement with adjoining residential areas.
Goal I, Objective B, Action 6: Require neighborhood commercial areas to create a site
design compatible with surrounding uses (e.g.,
landscape, fences, etc.)
Goal I, Objective C, Action 4: Require new residential development to meet
development standards regarding landscaping, signage,
fences and walls, etc.
Goal II, Objective A, Action 4: Designate land areas for variety of use (high density,
low density, residential, commercial, industrial, etc.) by

9. Renderings.
A color rendering of the typical attached townhouse style is included for review. Approved
construction plans are subject to further refinement and alteration as it relates to each
particular homesite.
12. Characteristics.
Locust Grove Place Residential Development Standards
Locust Grove Place Residential plan will have the following features and elements:

Exceptions: Lot 41, Block 1. This lot will have a detached unit built on it, and will be
constructed on the common property between lots 40 and 41, Block 1. In
essence, it will be a zero lot line, contiguous to the common lot. All other
setbacks apply.
Lots 9 - 12 and 16 - 23, Block 1. These lots all have a 13-foot rear
setback. All other setbacks apply.
C. Open Space / Pathways.
• Open Space.
- Homeowner parks and open space, Lots 1, 4, 40, 46, and 73, Block 1, are
approximately 69,798 s.f., or 13% of the total project.
• Pathways.
- Sidewalk Connection to Danbury Fair Subdivision No. 7. Lot 40, Block 1, is a
common lot for a 5-foot sidewalk connection to Danbury Fair, connecting to N.
Scrivner Avenue.
- Pathway along Jackson drain. Lot 1, Block 1, is a common lot that connects Penn
Station Apartments on the west with Locust Grove Road on the east, which will
have a 10-foot meandering pathway connecting the two.
D. Private Street System
• Private Streets. The street and sidewalk system complies with the Planned
Development Ordinance, 12-6-2.A.6.
- Lot 45, Block 1, is a private street. The private street is a two-way street system
that is 29 feet in width back to back, with 5-foot sidewalks within a 42-foot right-
of-way.

• Sidewalks.
Sidewalks are proposed on both sides of the private street in all locations.
However, in the area of Lots 12, 13, 14 & 15, Block 1, only a 5-foot sidewalk on
the west side of the private street is proposed.
• Common driveway.
- Lots 30 & 31, Block 1, take access to the private street by way of a shared,
common driveway.
E. Signage. A detailed planned sign program, in conjunction with sign permits, will be
submitted to the City for review and approval at a later date for the following:
1. Two (2) monument signs are proposed at each entry on Locust Grove Road for the
residential portion of the development
Locust Grove Place Commercial Development Standards
The Locust Grove Place commercial site, Lots 59 and 50, Block 1, are proposed for a C-C
zone. The site will have approximately 6,000 square feet of office and / or retail space, and
are proposed to be designed and constructed as detailed in the previous application. The
proposed development standards are as follows:
A. It is very likely that the 6,000 square feet of office. We do concur with the restrictions
placed in the development agreement, and as re -stated here:
Specific allowed uses proposed by this application shall include the following:
All allowed uses permitted within the C-C zone, except a restriction of the following:
• Automobile Washing Facilities
• Convenience Stores
• Department Stores
• Entertainment Centers
All other non principally permitted uses may be approved through the conditional use
process.

1. Street and exterior setbacks shall be measured from the property line.
2. Utility Easements, when located in the front landscape strip, may be inclusive of

3. Awnings, colonnades and similar architectural features may extend over a private
walkway in the front and exterior side setback area, provided they do not block
pedestrian access on either the public sidewalk or the private walkway.
4. Parking and storage areas shall be setback a minimum of 10 feet from the
property line.
C. Maximum Height: 36 feet
D. Parking Areas
1. All sites, where feasible, will provide two-way cross -access to adjacent parcels.
E. Signage. A detailed planned sign program, in conjunction with sign permits, will be
submitted to the City for review and approval at a later date for the following:
1. One (1) monument sign is proposed for the commercial site is permitted and will
conform to the C-C Zone Standards of Chapter 14 Title 11 "Sign Ordinance." It is
proposed to be located between Lots 59 and 60 Block 1 within the 25-foot landscape
buffer.
14. The property owner agrees to pay any additional sewer, water or trash fees or charges,
if any, associated with this use.

On behalf of L.C. Development, Inc., I submit to you revised plans for Locust Grove Place.
As a reminder, this project was previously submitted and approved under file numbers AZ-01-
002, PP-01-002, and CUP-01-003. Two zones of R-40 and C-C were created with the
annexation. The project was approved for 180 apartments and 6 commercial lots.
These new applications modify, and replace the previous approvals. Specifically, and most
notably, the project has changed from an apartment / commercial project to a townhouse /
commercial development. We propose seventy-four (74) attached and detached townhouses and
two (2) office / commercial lots with approximately 6,000 s.f. We feel this project, as designed
and presented, will add considerably to the existing neighborhood and to the City of Meridian.
