Berg, Jr., City Clerk: JAN 3 1 2003 City Of Meridian City Clerk Office Please find enclosed copies of the site plan that has been updated to reflect the Planning &Zoning Public Hearing Comments that was held on January 16, 2003. The site plan drawing reflects the modifications to the northerly portion of the parcel that will be developed at this time. As indicated, the tree spacing is 35'-0" o.c. Vision slats have been added to the six-foot chain link fence on the north property line adjacent to the 200' railroad R.O.W. The shrubs beds and ground cover indicated in the perimeter buffer zones have been substituted with dryland grasses. The section of trees on the south property line that border Sanitary Services Co. have been deleted. The buffer zone at this area will be gravel. These referenced changes correspond to the recommended approval to the City Council by the Meridian Planning and Zoning Hearing on 01/16/03 to the best of our knowledge. At the request of the Joint School District No. 2, Lombard -Conrad Architects would like to make a formal request to pursue a Deduct Alternate regarding car and bus parking south of the Eight -Mile Lateral. The Base Bid Contract would pursue the complete build -out for the 350 bus parking and 450 car parking criteria indicated. The Deduct Alternate would be initiated if the base bid exceeds the allotted construction budget. The alternate would incorporate the required grading of the subgrade and installation of catch basins and drainage to the on -site drainage basins. The asphalt paving and aggregate subbase would not be installed until the District's growth required the parking area indicated. It is projected that 250 bus parking stalls and 350 car parking stalls would satisfy the School District's Growth for 3 to 5 1221 Shoreline Ln years. The deduct alternate would be the safety net for the project due to the concerns of the Boise, ID 83702 Owner and Design Team regarding the excessive site development cost projections. 208.345.6677 fax.208.344.9002 IcaQlcarch.com www.lcarch.com January 31, 2003 William G. Berg, Jr. City of Meridian, City Clerk's Department Page 2 To summarize, the School District is continuing to grow and the site would be at its ultimate build -out in the near future if not under the initial construction phase. The budget is the limiting factor as usual; the undeveloped area of parking may be the deciding factor to make this proposed project a reality. LCA has brought this matter to your attention to allow the City Council Members time to prepare and address this issue prior to the Council Hearing scheduled for February 11, 2003, so a decision can be reached at the time of the hearing.
