Ye: Conditional Use Permit for preschool and childcare
facility for Kinder Kollege at 1930 N. Linder Rd.
I share a fence with the above -mentioned property -- my address
is 1900 N. Linder Rd.
I strongly object to a Day Care going in next door. We bought
our home in the Spring of 1976 and have watched the neighborhood change
from a farming area to one densely populated with subdivisions. I would
object to the noise and activity a Day Care would bring into our
neighborhood.
I am 71 years old now and need and enjoy the quietness of my
yard and my home. It is now necessary for me to rest in the late
morning or early afternoon, and this would be impossible for me
to do with many children next door.
Please give careful consideration to my objection.

I live next door to the "Kinder Kollege" located at 1131 W. Cherry Lane in Meridian. My
house: is about 8 ft. from the fence that divides my property from their parking lot. I have lived
here for 10 years and I have never been bothered by the traffic or the children playing at the
daycare. I have become well acquainted with the owner Kathy Jordan and her manager, Amy
Mooney. They are great people to be next door to and I will miss them if they move. They are
always friendly and willing to help with any problems that may arise.
Quality daycare is very hard to find and Kathy runs a very efficient and clean operation. I have
been in the daycare several different times and have never seen anything wrong. I am sure that
where ever she would go, she would still try very hard to comply with whatever was expected or
required of her. If there is sorne kind of buffer between buildings, there is usually not a problem
with poise. I can't even hear the children playing at the daycare from my house and I am fairly
close. Some people are usually concerned about this until they find out that a well maintained
daye4e does not present any problems. I have some experience in this field as I was the first one
to open up a daycare center in 1990 in Meridian. 1 ran across some of the same problems Kathy
is facing and after the daycare was opened, the neighbors found out that their fears were
unfottanded.
Metidian has let all of these new sub -divisions build up here and now they really need good
daycaire centers to take all of the new children. "Kinder Kollege" has been next to me for over 3
years and I have not had one single problem with them.

TRIP GENERATION
We disagree with the Institute of Transportation Engineers data which shows that
typical day cares create 4.52 vehicle trips per day per student. In the 2001/2002 school
year, which has been the busiest year of operation in my current location, we averaged 7
children with 4 trips (parent drop-off, school drop-off, school pick-up, and parent pick-
4p) and 26 children with 2 trips (parent drop-off, parent pick-up) The school children
are bussed together in 1 van in the morning and 2 vans in the afternoon, (in order to meet
the guidelines set forth by the schools for time allowed to pick up children after school),
Additionally, 17 of those children belong to 8 families with 5 of those children belonging
tp 3 employees. Therefore averages are reduced due to multiple children coming and
going together.
VMINGS OF FACT:
33 total children enrolled to date
8 families x 2 trips per day = 16 trips
6 families with school children in 1 van = 1 morning trip per day
6 families with �ghool children in 2 vans = 2 afternoon trip per day
TOTAL 19 TRIPS 18 FAM)[L,IES
14 children generating 2 trips per day = 28 trips per day
2 children generating 4 trips per day = 8 trips per day
Our calculations: 55 total trips per day in our current facility
Our averages: 55 total trips with 33 currently enrolled = 1.66 trips per day per child
1.66 trips per child/per day x 63 purposed enrolled = 104.58 trips per day total

NOISE FACTOR:
With the purposed play areas, there are noise buffers currently in place or

SOUTH PROPERTY LINE
1 • Purposed 5 ft. landscape buffer north of property line, butting up to south
property line,
2. Approximately 18 ft grass area south of property line butting up to
property line.
3. Approximately 12 — 15 ft wide driveway located north of homeowner's
front door.
4. Total buffer between purposed parking and neighbor's front door is: 35 —
38 feet with 3 purposed parking spaces north of property line butting up to
5 ft. landscape buffer and south of purposed play area.
EAST PROPERTY LINE
l . Mature trees running length of fence line on neighbor's property
2. Homeowner has a shop approximately 30 — 40 foot wide located on east
side of purposed property line with a 2 car garage just east of that.
3. Back yard area will be used for toddler play. Typically, the toddlers are
limited to outside play only in the late afternoons after 2:30 — 3:00pm.
There are occasions when they play in the mornings, but not often.
Bhsed on existing and purposed buffers, noise from the children should not carry into the
neighbor's homes. It is reasonable to state that if the homeowners were to be outside,
they would hear the children playing outside. It is our opinion, this noise would not be
any worse than current traffic noise.
We are not open any evening past 6:00pm or weekends. There are occasions when
*ents are caught in traffic and can not arrive by 6:00pm. There has never been any
instance where children were picked up past 6:30pm.

POPULATION GROWTH:
With the addition of so many new subdivisions in Meridian, the need for quality
care and education of young children increases. In checking with other facilities in
Meridian, many are filled to capacity. The need becomes even greater when there isn't
enough spaces to go around.
According to information provided to us from the Meridian School district,
Meridian has seen a 5.2% increase in the 2001/2002 school year. In June, 2001 a total
of 23, 822 students were counted in the Meridian School.District..,As of jtdy 5, Z002,
enrollment was 25, 019, which is an increase of 1,197 new students in one year.
Since 1995, 10 new schools have opened in the Meridian School District. This
year Ponderosa Elementary will open. In 2003, Mountain View High will open. This
totals 12 new schools in 7 years. In Septemb-er the school district will request a Bond
Election proposing 3 new elementary schools, 1 new middle school and 1 new alternative
high school.
1930 N. Linder Road provides us with the ability to almost double our capacity.
Our school will gain an extra classroom, indoor play area, and two outdoor play areas
allowing us to separate the age groups, and allowing us to offer more services to our
students. Currently, we are the only school in Meridian that offers internet observation to
oor parents. Internet observation allows all parents with internet access to view our
school at anytime of the dayfronT their work- desk. We have an extensive curriculum
involving, foreign language, sign language, early reading, math, science, physical
cation, sciences, etc. Along with our camera's and low student to staff ratios (5-7
students to 1 teacher), we are able to=mpete with more expensive facilities on their
level, yet still offer more affordable rates than the larger facilities.
Auer searching for 18 months with no luck, 1930 N. Linder Road is the first piece
oPproperty that fits all our rreeds regarding siza and affordability: Our lease ar our
cusrrent location will be up October 31, 2002. A denial of this application may mean the
closure of our school in October.

As per our previous conversation, we are submitting an amended lot layout for the
property located at 1930 North Linder. Your previous Site Specific Conditions of
Approval No. 3 requires that the driveway off of Storey must be located 50 feet east of
the near cdge of payment and Item No. 4 indicated that no access to Linder Road be
approved. In reviewing those conditions we found that it would severely limit the
number of cars that could get off of the streets at any given time to drop off or pick up
children. We had concerns that those conditions would pose a safety issue with cars
hacking up on to the street.
The new proposed layout would limit us to one driveway off of Linder with one-way
traffic moving on the lot and exiting on to Storey at the far east end of the lot away from
the comer. Please consider this layout as we consider this a safer alternative.
