Existing Right -of -Way There is currently 65-feet (25-feet from centerline) of right-of-way for Linder Road abutting this site. There is currently 50-feet (25-feet from centerline) of right-of-way for Storey Street abutting this site. 9. Existing Access to the Site There are currently no delineated access points into the site. Ingress/egress can be gained from the property's entire frontage on Linder Road and Storey Street. 10. Site History ACHD has not reviewed this site in the recent past. 11. Five Year Work Program Linder Road from Franklin Road to Ustick Road is currently in the Five Year Work Program for roadway improvements in 2007. B. Findings for Consideration Right -of -Way District policy requires 96-feet of right-of-way on arterial roadways (Figure 72-F1 B). However, the District has only been getting 45-feet of right-of-way from centerline on the east side of Linder Road. This right-of-way allows for the construction of a 5-lane roadway with curb, gutter, 5-foot concrete detached sidewalks and bike lanes. District policy 7204.4.1 and Figure 72-F1A requires 50-feet of right-of-way on local streets. This right- of-way allows for the construction of a 2-lane roadway with curb, gutter and 5-foot wide concrete sidewalk. 2. Sidewalk District policy requires 5-foot wide (minimum) concrete sidewalk on all arterial streets (7204.6.5). Since Linder Road is scheduled to be improved as part of the Five Year Work Program, the applicant should be required to provide a $2,220 deposit to the Public Rights -of -Way Trust Fund for the cost of constructing a 5-foot wide concrete sidewalk on Linder Road abutting the parcel (approximately 111- feet). 3. Access Points Location District policy requires driveways on Linder Road (arterial street) be located a minimum of 150-feet from any existing or proposed driveways on Linder Road. District policy also requires driveways on arterial streets to be a minimum of 220-feet from an uncontrolled intersection (Linder Road/Storey Street). There is a driveway about 10-feet south of the north property line and a street on the north side of the property. Anywhere a driveway is located on Linder Road will require a modification of the District's 150-foot and 220-foot offset requirement. In addition, District policy (Figure 72-F4-1) requires driveways on Storey Street (local street) to be offset from any intersection a minimum of 50- feet. REQUEST FOR MODIFICATION OF POLICY: The applicant was originally proposing to utilize the entire frontage on Linder Road as an access and drop-off/parking area. The applicant was also proposing to utilize Storey Street as ingress/egress that did not meet District policy. The applicant has submitted a letter and a revised site plan to staff requesting that they be allowed to utilize one driveway on Linder Road, signed for entrance only and 9 one driveway on Storey Street signed as exit only. The two driveways connect and make a loop driveway. STAFF ANALYSIS & RECOMMENDATION: District policy 7207.8 states that direct access to arterials and collectors is normally restricted and the developer shall try to use combined access points. Due to the expected high volumes of traffic on Linder Road, access points should be limited. Traffic Services staff has reviewed the possible location of any access points on Linder Road for potential conflicts and has determined that a one-way entrance point off of Linder Road, located near the site's southern property line is the safest location. This location causes the least amount of concern for potential traffic conflicts. The exit/egress point off of the site would then be onto Storey Street, located a minimum of 50-feet east of Linder Road. Staff supports the requested modification because this proposal limits ingress to one point and egress to one point and does not promote backing onto an arterial roadway. Due to the minimal amount of distance between the proposed drop off area and the future edge of pavement of Linder Road, the limited amount of distance between Storey Street the existing driveway to the south and any driveway into this site from Linder Road, and the limited amount of back-up space for the proposed on -site parking spaces, staff recommends that the Commission grant the applicant a one way (entrance) only driveway on Linder Road. In addition, staff recommends that the Commission require the applicant to install signage stating that the driveway is one-way. On August 7, 2002, the ACHD Commission granted the above requested modification. In accordance with District policy, staff recommends that the applicant construct a driveway on Storey Street no closer than 50-feet from the near edge of pavement of Linder Road. In order to reduce potential on -site traffic conflicts, this driveway should be signed one-way. On August 7, 2002, the ACHD Commission granted the above requested modification. Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with District policy, the applicant should be required to pave any driveways to their full width and at least 30-feet beyond the edge of pavement of Linder Road. Driveway widths District policy 7207.9.3 restricts commercial driveways with daily traffic volumes over 1,000 vehicles to a maximum width of 35-feet. The applicant should be required to delineate a maximum 35-foot wide driveway(s) on Storey Street located a minimum of 50-feet from the near edge of pavement on Linder Road. 4. Five Year Work Program Linder Road from Franklin Road to Ustick Road is currently in the Five Year Work Program for roadway improvements in 2007. B. Findings for Consideration Right -of -Way District policy requires 96-feet of right-of-way on arterial roadways (Figure 72-Fl B). However, the District has only been getting 45-feet of right-of-way from centerline on the east side of Linder Road. This right-of-way allows for the construction of a 5-lane roadway with curb, gutter, 5-foot concrete detached sidewalks and bike lanes. District policy 7204.4.1 and Figure 72-FlA requires 50-feet of right-of-way on local streets. This right- of-way allows for the construction of a 2-lane roadway with curb, gutter and 5-foot wide concrete sidewalk. 2. Sidewalk District policy requires 5-foot wide (minimum) concrete sidewalk on all arterial streets (7204.6.5). Since Linder Road is scheduled to be improved as part of the Five Year Work Program, the applicant should be required to provide a $2,220 deposit to the Public Rights -of -Way Trust Fund for the cost of constructing a 5-foot wide concrete sidewalk on Linder Road abutting the parcel (approximately 111- feet). 3. Access Points Location District policy requires driveways on Linder Road (arterial street) be located a minimum of 150-feet from any existing or proposed driveways on Linder Road. District policy also requires driveways on arterial streets to be a minimum of 220-feet from an uncontrolled intersection (Linder Road/Storey Street). There is a driveway about 10-feet south of the north property line and a street on the north side of the property. Anywhere a driveway is located on Linder Road will require a modification of the District's 150-foot and 220-foot offset requirement. In addition, District policy (Figure 72-F4-1) requires driveways on Storey Street (local street) to be offset from any intersection a minimum of 50- feet. REQUEST FOR MODIFICATION OF POLICY: The applicant was originally proposing to utilize the entire frontage on Linder Road as an access and drop-off/parking area. The applicant was also proposing to utilize Storey Street as ingress/egress that did not meet District policy. The applicant has submitted a letter and a revised site plan to staff requesting that they be allowed to utilize one driveway on Linder Road, signed for entrance only and 3 one driveway on Storey Street signed as exit only. The two driveways connect and make a loop driveway. STAFF ANALYSIS & RECOMMENDATION: District policy 7207.8 states that direct access to arterials and collectors is normally restricted and the developer shall try to use combined access points. Due to the expected high volumes of traffic on Linder Road, access points should be limited. Traffic Services staff has reviewed the possible location of any access points on Linder Road for potential conflicts and has determined that a one-way entrance point off of Linder Road, located near the site's southern property line is the safest location. This location causes the least amount of concern for potential traffic conflicts. The exit/egress point off of the site would then be onto Storey Street, located a minimum of 50-feet east of Linder Road. Staff supports the requested modification because this proposal limits ingress to one point and egress to one point and does not promote backing onto an arterial roadway. Due to the minimal amount of distance between the proposed drop off area and the future edge of pavement of Linder Road, the limited amount of distance between Storey Street the existing driveway to the south and any driveway into this site from Linder Road, and the limited amount of back-up space for the proposed on -site parking spaces, staff recommends that the Commission grant the applicant a one way (entrance) only driveway on Linder Road. In addition, staff recommends that the Commission require the applicant to install signage stating that the driveway is one-way. In accordance with District policy, staff recommends that the applicant construct a driveway on Storey Street no closer than 50-feet from the near edge of pavement of Linder Road. In order to reduce potential on -site traffic conflicts, this driveway should be signed one-way. Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with District policy, the applicant should be required to pave any driveways to their full width and at least 30-feet beyond the edge of pavement of Linder Road. Driveway widths District policy 7207.9.3 restricts commercial driveways with daily traffic volumes over 1,000 vehicles to a maximum width of 35-feet.
