Dear Sirs: Linder Crossing is a 14,880 sq. ft. retail shopping center located at the south east corner of Linder and Cherry Lane in the city of Meridian. We have entered into a Letter of Intent with a tenant who wishes to operate a coffee espresso/ Yogurt Ice Cream combination shop in the store located at the east end of the building. In order for this type of operation to offer the best quality service and convenience to its customers they need the convenience of a drive up window to accommodate the needs of the customer. As the developer of this project, Stubblefield Development has taken extra care in the planning and building of this project to protect the adjoining single family neighborhood. To this end we have constructed a 6' 8" high solid masonry wall along the south boundary of this property that will insulate and shield the neighbors from traffic and noise from this project. The project was originally approved for a 6' high wood cedar fence. We went the extra mile in terms of providing the solid Block wall in the interest of good community relations. We have also taken extra care in the planning of our lighting to insure that the lighting from this project does not encroach onto any of the adjoining neighbors. And finally we raised the back block wall of the building an additional 4+- feet higher than necessary to shield the mechanical units on top of the roof. Page 2 October 22, 2002 City of Meridian Hopefully these additional measures will make it easier for the neighborhood to accept and the city to approve a drive up window on the east side of this building. Being a coffee / Yogurt / Ice cream operation this drive up window would not be a high impact high traffic user. This is based on witnessing similar operations in the community. Additionally any Kiosk and speakers that would accommodate the drive up customers would be located on the east side of the building and would be pointed due east so as to once again negate any noise impact on the neighbors. Finally it should be noted that in order to comply with city of Meridian Ordinances, we were required to provide a minimum of 75 car parking spaces. We did not do that, instead we provided 107 parking spaces, far more than the minimum that was required. As part of this extra parking being provided we have designated 4 of those spaces to accommodate drive up customers in the event it becomes necessary for them to pull ahead and wait for their order to be brought to them. This request as far as we are able to tell is in conformance with current city of Meridian Building ordinances, Zoning Ordinances and Comprehensive plan. In closing please be aware that this building is approximately 50% complete in construction to date.
