Applicant: Todd Meyers for Morgan Development. 5145 South Heyrend Drive, Idaho Falls, Idaho 83403 (208) 529-3312, (208) 221-7602 Back Ground: Morgan Development has grouped three parcels (two different ownerships) into one property for a unified development plan. The property is currently part of county. Comprehensive Plan Action Items: - Locate small-scale neighborhood commercial areas within planned residential developments as part of the development plan. - Locate new commercial areas on arterial or collectors near residential areas in such a way as to complement with adjoining residential areas. - Develop incentives for owners of remnant residential parcels or partially developed residential parcels to consolidate these properties where possible to prevent the proliferation of small parcels of vacant land within the City limits. Street Classification: Locust Grove Road — Minor Arterial. McMillan Rd —Minor Arterial. N Beethoven Ave. — Local. Possible change to collector. Existing Land Use: Two single family homes: one single family is abutting the interest of Locust Grove and McMillan and the other single family home has approximately 5 acres of land. Both homes have direct access onto the McMillan (an arterial street). The homes will be removed as part of the development proposal. 1 1 P a g e Surrounding Land: North: County zoning of RUT. Agriculture use with a single family home that abuts next to and has direct access onto Locust Grove Road. Farther north are single family homes that are zoned R-4. The single family home development does not include a southern street stub for future extension of the existing residential area. East: Single family homes and an approved preliminary plat for patio homes. The residential property is zoned R-8. South: Substation with zoning of R-8. The facility is buffered from the arterial streets with landscaping. West: Single family home with outbuildings and agriculture land. Farther to the north is a City subdivision for single family home. The subdivision is designed with reverse frontage and a landscape berm that buffers the homes from vehicle noise and lights on Locust Grove Rd. Pre -Application Meeting (6/7/07): The Planning Department asked use to meet with the developer to the east to see if he has interested in expanding Portico Place into the northeast portion of our site. When we meet the developer he informed use that he was not interested in altering his plan. We also check with the Ada County Highway District to see if they still needed land for storm water retention for drainage from the arterial streets. The ACHD also informed us that they no longer had a need in the area. Other items discussed: 1. Align office area access with E White Hawk Street of Portic Place Subdivision. The site plan has been revised to comply. 2. Must have cross access agreement. Across access agreement will be recorded on the development. 3. Meet with ACHD regarding finishing and width of N Beethoven Ave. Check with ACHD to see if N Beethoven Ave. can be moved to the west so that the access into the residential area is through the commercial. ACHD will not permit a street access to be moved closer to the intersection. 4. Comprehensive Plan Designation of Mixed Use Community because of the proposed C-store on site 2 1 P a g e plan. We have submitted a comprehensive plan map amendment application to the City. 5. Limit the full access onto McMillan to right in/right out. The site plan has been revised to comply. 6. Increase the land use to provide a greater number of community services including retail. We have converted our original plan from a office park to a mixed use retail shopping center with approximately 32,000 sq. ft of retail services. 7. Provide better cross access between buildings. The redesign integrates the different uses into one mix use shopping center. See revised plan. Pre -Application Meeting (7/31/07): Items discussed: 1. Provide improved pedestrian access from public sidewalk to businesses and also improve pedestrian access within the development. Additional sidewalks have been added to connect the public sidewalk to the business and connect the C-store to the "L" shaped building. 2. Submit building elevations with application. The fagade of the large "L" shape building needs to be broken up so that building has the appearance of several buildings. See building elevations. 3. Try to move the "L" shaped building comer to street frontage. One row of parking has been removed to extend the building 20 ft closer to the street. Right of Way Expansion: The preliminary plat includes the following right-of-way expansion as requested by the Ada County Highway District: N Beethoven Ave — an additional 14 ft for a total right-of-way of 54 ft. McMillan Road — 71 ft north of the section line to include the relocation of the canal, intersection improvements and taper lane. The canal will be re -located from the south side of the street to the north side abutting our property. Locust Grove Road — 35 ft east of the section line for intersection improvements and taper lane. As of the date of this report the street cross section has not been determined McMillan Road and Locust Grove Road. 3 1 P a g e Site Plan information: Buffering & Landscaping: The landscape buffer along the eastern boundary ranges from 25 ft to 40 ft including the storm detention area. The northern boundary has 25 ft landscape buffer with some storm detention areas. The shape and location of the "L" shaped building will help buffer the residential properties from the lights and noise of the arterial street and the shopping center. The project will include an opaque fence along abutting residential properties to increase buffering and block vehicle head lights from shining onto residential properties. Exterior lighting willing to designed to prevent glare onto neighboring properties. Land Use and Phasing: Phase number 1 & 2 will be built at the same time. Phase 1 is a Convenience Store that in be built be Maverick and phase 2 will be a professional office that will include a dentist office. Phase 3 will include the "L" shaped building for retail services. We will begin marketing this phase after we have received City Council approval on this application. Right -of -Way: With the canal shifting to the north side of McMillan Road we will need 71' north of the section line. For Locust Grove Road will need 35' east of section line for the right-of-way. Intersection improvements, taper lengths: On Locust Grove the improvements are projected to extend about 480' to the north of the intersection. For McMillan Road the improvements are projected to extend 1000' to the east. As we discussed last week the concept design is still being developed and has not been finalized.
