Hi Tamara-
ITD has completed our review of the Meridian Multi-Family Development. Although t he TIS shows that the
volume to capacity (v/c) ratio for several movements on the I-84 Eagle Interchange eastbound and westbound ramps
exceeds ITD’s threshold on 0.9, ITD does not have a corridor study identifying the next ultimate interchange
configuration. As such, the department is not requesting any mitigation or proportionate share contribution from your
development. We appreciate the opportunity to review the Meridian Multifamily TIS.

Dear Ms. Thompson,
Thank you for providing the Idaho Transportation Department (ITD) with a copy of the Meridian Multi-Family
Development Traffic Impact Study (TIS). The department has completed our review and does not have any technical
questions with the document.
The TIS shows that the volume to capacity (v/c) ratio for several movements on the I-84 Eagle Interchange eastbound
and westbound ramps exceeds ITD’s threshold on 0.9. At this time ITD does not have a corridor study identifying the
next ultimate interchange configuration. The proposed mitigation in the TIS and likely short-term solutions to address
the development’s 2022 buildout year. ITD needs to program a project to study the interchange with a 20 year horizon.
As such, the department is not requesting any mitigation or proportionate share contribution from your development.
We appreciate the opportunity to review the Meridian Multifamily TIS.

Proportionate Share Contribution
ITD District 3 has issued Memo 39-Development Proportionate Share Contribution (Updated 11-13-2020) as a means
to request equitable contribution from developers to improve public facilities needed to serve new growth and
development.
ITD does not have jurisdictional authority to require proportionate share contribution from the developer because
they are not asking for a direct access approach. ITD will reach out to the developer regarding entering into a
Transportation Mitigation Agreement to provide a proportionate share contribution to ITD for use on future
projects. ITD will also send comments to the city of Meridian requesting that proportionate share be included as
conditions in the city’s development agreement.

SCJ Alliance prepared a traffic impact study for the proposed Meridian Multifamily Subdivision. Below are the
conclusions and recommendations presented in the TIS by SCJ Alliance. The following summary is not the opinion of
ITD staff. ITD staff has reviewed the submitted traffic impact study for consistency with ITD policies and practices and
may have additional and/or varied requirements beyond what is noted in the summary.

ITD Proportionate Share Contributions
1. I-84 and the Eagle Interchange
Per the TIS, the eastbound westbound Interchange ramps and Eagle Road operate with a v/c ratio over 0.9 for
several of the turning movements at existing conditions and future 2022 operations.

The TIS proposes the following intersection mitigation treatmetns for the I-84 westbound ramp intersection which
results in lowering the v/c ratio under 1.0 but not 0.9.
ITD does not have a corridor plan that identifies the next appropriate interchange configuration for the Eagle Road
Interchange. Implementation of the proposed changes to the I-84 Interchange is costly and a short-term solution.
ITD needs to program a project to study this interchange to determine the next ultimate interchange configuration.
ITD staff does not recommend any mitigation or proportionate share contribution for this intersection.
*ITD Staff Recommendations are intended to assure that the proposed development will not place an undue burden
on the existing State Highway system within the vicinity impacted by the proposed development.
** Recommendations included in ITD’s Staff Technical Report along with any development conditions (see associated
Permit Committee Agenda/Minutes) is only valid for the period of one year from the date of the TIS report. ITD
reserves the right to request an updated TIS to reflect current traffic conditions if an approved encroachment
application and/or proportionate share contribution are not obtained/provided within one year.
