Dear Staff members,
This letter is in regards to a Comprehensive Plan Amendment Application that we are
submitting for review and approval.
Property, located at 1303 E. Central Drive, is proposed for a new high school within the Joint
School District No. 2 and possible higher education for a major university. The building will
house high school administration offices, general classrooms, vocational technology programs
with teaching spaces and offices for higher education. Surrounding the building will be adequate
parking for the Joint School District Service Center, high school faculty with students and
university faculty with students.
The high school is scheduled to open for Fall of 2007 classes with future classes opening in Fall
2008 pending on a successful bond election in 2007. The higher education schedule is not
defined at this time but is anticipated to move into the facility around the same time as the high
school.
Currently the property is zoned for I-L which does not allow the use requested. It is our
request to have the property rezoned to C-G and the comprehensive plan amended to
accommodate the new zone. We feel this project will compliment and improve the guide to
future growth and development for the City of Meridian.

Dear Wendal:
This letter provides a brief'synopsis of'the .Joint School District No. 2, Ada and Canyon
Counties, Idaho ("School District") legal interests in connection with the Lease and Option to
Purchase (the "Lease") of the real property and improvements located in Meridian, Idaho,
commonly refereed to as the Jabil Building ("Jabil Building"), On Wednesday, October 25,
2006, the School District entered into the Lease with BCC RPI Meridian LLC, as the Landlord,
of'the Jabil Building for the entire Jabil Building I have attached hereto as Exhibit "A" a legal
description of'the entire premises being leased by the School District. I have also attached hereto
for your review, as Exhibit `B", a copy of the recorded Memorandum of Lease with Options to
Purchase for your review.
As a condition of the Lease, the Landlord granted the School District an option to
purchase the entire premises in two-(2) portions.. The School District paid an option price in
connection with the execution of'the Lease and exercised its option to purchase the office space
portion (the "Initial Portion") of'the Jabil Building I have attached hereto as Exhibit "C" a
copy of the depiction of the Initial Portion and a legal description of'the Initial Portion. A
special warranty deed conveying fee title to"the Initial Portion to the School District has been
placed into escrow by the Landlord..
The School District is currently in the process of filing a short plat application with the
City of'Meridian to subdivide the Jabil Building into two (2) legal lots; one of'which is the Initial
Portion. Upon recordation completion of'the short plat, the School District will be able to close
on the Initial Portion and will receive a special warranty deed to the Initial Portion. Upon this

closing, the School District will continue to have an option to purchase the back portion of the
Jabil Building pursuant to the terms of'the Lease..

MEMORANDUM OF LEASE WITH OPTIONS TO PURCHASE
THIS MEMORANDUM OF LEASE WI III OPTIONS T'O PURCHASE, dated
as of the 25a' day of October, 2006, is between BCC RPI MERIDIAN LI.C, a
Washington limited liability company ("Landlord") and JOINT SCHOOL DISTRICT
NO.2, Ada and Canyon Counties, Idaho, an Idaho school district ("Tenant"),
1. Pr emises. The Landlord has Ieased the real property legally described in
Exhibit A attached hereto and by this reference incorporated herein (the "Property) to
Tenant and said Lease contains Options to allow Tenant to purchase the Property,
2. Term. the tern of the Lease ends on October 31, 2008, without
extension or renewal.
3. Purpose of Memorandum of Option., This Memorandum is prepared for
the purpose of recordation, and it in no way modifies the Lease. Anyone acquiring any
interest in the real property takes that interest subject to the rights of the Tenant contained
in the Lease.
4.. Exeicise of First Option.. The parties acknowledge that Ienant has
exercised its first Option to acquire the portion, of the Property Iegally described in
Exhibit B attached hereto and by this reference incorporated herein.

Dear Staff members,
This letter is in regards to a Rezone Application that we are submitting for review and approval.
Property, located at 1303 E. Central Drive, is proposed for a new high school within the Joint
School District No. 2 and possible higher education for a major university. The building will
house high school administration offices, general classrooms, vocational technology programs
and teaching spaces with offices for higher education. Surrounding the building will be adequate
parking for the Joint School District Service Center, high school faculty with students and
university faculty with students.
The high school is schedule to open for Fall of 2007 classes with future classes opening in Fall
2008 pending on a successful bond election in 2007. The higher education schedule is not
defined at this time but is anticipated to move into the facility around the same time as the high
school.
Currently the property is zoned for I-L which does not allow the use requested. It is our
request to have the property rezoned to C-G for use of this building. We feel this project will
compliment and improve the guide to future growth and development for the City of Meridian.

Dear Wendal:
This letter provides a brief synopsis of the .Joint School District No . 2, Ada and Canyon
Counties, Idaho ("School District") legal interests in connection with the Lease and Option to
Purchase (the "Lease") of the real property and improvements located in Meridian, Idaho,
commonly referred to as the .Jabil Building ("Jabil Building').. On Wednesday, October 25,
2006, the School District entered into the Lease with BCC RPI Meridian LLC, as the Landlord,
of the Jabil Building for the entire Jabil Building I have attached hereto as Exhibit "A" a legal
description of the entire premises being leased by the School District. I have also attached hereto
for your review, as Exhibit "B", a copy of the recorded Memorandum of Lease with Options to
Purchase for your review.
As a condition of the Lease, the Landlord granted the School District an option to
purchase the entire premises in two. (2) portions. The School District paid an option price in
connection with the execution of' the Lease and exercised its option to purchase the office space
portion (the "Initial Portion") of the .Jabil Building I have attached hereto as Exhibit "C" a
copy of the depiction of the Initial Portion and a legal description of the Initial Portion A
special warranty deed conveying fee title to the Initial Portion to the School District has been
placed into escrow by the Landlord..
The School District is currently in the process of filing a short plat application with the
City of'Meridian to subdivide the Jabil Building into two (2) legal lots; one of'which is the Initial
Portion. Upon recordation completion of the short plat, the School District will be able to close
on the Initial Portion and will receive a special warranty deed to the Initial Portion.. Upon this

closing, the School District will continue to have an option to purchase the back portion of the
Jabil Building pursuant to the terms of'the Lease.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.
